A Historical Perspective On Cancer, Rafael D, Sorkin Jan 2000

A Historical Perspective On Cancer, Rafael D, Sorkin

Physics - All Scholarship

It is proposed that cancer results from the breakdown of universal control mechanisms which developed in mutual association as part of the historical process that brought individual cells together into multi-cellular communities. By systematically comparing the genomes of uni-celled with multi-celled organisms, one might be able to identify the most promising sites for intervention aimed at restoring the damaged control mechanisms and thereby arresting the cancer.

Targets For Transformation: A Strategic Plan For The Syracuse University Library, 2000-2005, Roberta B. Gwilt, Martha J. Hanson, Kelley Lasher, Pamela Whiteley Mclaughlin, Lisa Moeckel, Suzanne Preate

Librarian Publications

A strategic plan is a tool that enables an organization to revitalize itself and focus on a set of mission-critical goals over a period of time. A well-crafted plan intentionally implemented and consistently monitored promotes success in strategic areas and provides a foundation for transforming services, technology, collections, and infrastructure to meet the constantly evolving needs and demands of teaching, research, and scholarly communication. A strategic plan:

  • articulates commonly held values and a shared sense of purpose and mission
  • proposes goals and assesses progress to those goals
  • informs decision-making
  • enables action within a larger context that is known and understood …

Multi-Phase Discrete Particle Swarm Optimization, Buthainah Sabeeh No'man Al-Kazemi, Chilukuri K. Mohan Jan 2000

Multi-Phase Discrete Particle Swarm Optimization, Buthainah Sabeeh No'man Al-Kazemi, Chilukuri K. Mohan

Electrical Engineering and Computer Science - All Scholarship

This paper describes a successful adaptation of the Particle Swarm Optimization algorithm to discrete optimization problems. In the proposed algorithm, particles cycle through multiple phases with differing goals. We also exploit hill climbing. On benchmark problems, this algorithm outperforms a genetic algorithm and a previous discrete PSO formulation.

Slippery When Wet: The Effects Of Local Alcohol Access Laws On Highway Safety, Reagan Anne Baughman, Michael Edward Conlin, Stacy Dickert-Conlin, John V. Pepper Jan 2000

Slippery When Wet: The Effects Of Local Alcohol Access Laws On Highway Safety, Reagan Anne Baughman, Michael Edward Conlin, Stacy Dickert-Conlin, John V. Pepper

Center for Policy Research

This paper examines 237 instances of policy changes related to alcohol sales and consumption enacted in Texas communities between 1975 and 1996 to determine their effect on the incidence of alcohol-related motor vehicle accidents. These policies are categorized by location where the alcohol is consumed after sale (on the premises or off) and the type of alcohol available for consumption (beer and wine or hard liquor). After controlling for both county and year fixed effects, we find evidence that (i) the sale of alcohol for consumption on the premises (in bars and restaurants) is associated with a sizeable increase in …

Worldwide Population Aging: Endogenous Policy Formation And Capital Market Transmissions In The Presence Of Symmetric Demographic Shocks, Mehmet Serkan Tosun Jan 2000

Worldwide Population Aging: Endogenous Policy Formation And Capital Market Transmissions In The Presence Of Symmetric Demographic Shocks, Mehmet Serkan Tosun

Center for Policy Research

This paper examines the transition effects of population aging in more developed regions that is also expected to occur in developing regions in the near future. We address these effects by exploring the influences of internationally mobile capital and a politically responsive fiscal policy in a two-country overlapping generations model. Our results show that the combination of capital mobility and endogenous fiscal policy play an important role in how economies respond to population aging. Capital mobility has consumption smoothing effects but endogenous fiscal policy is the key factor in creating asymmetries between countries. The interaction of the two may even …

Tax Reform And Automatic Stabilization, Thomas J. Kniesner, James P. Ziliak Jan 2000

Tax Reform And Automatic Stabilization, Thomas J. Kniesner, James P. Ziliak

Center for Policy Research

A fundamental property of a progressive income tax is that it provides implicit insurance against shocks to income by dampening the variability of disposable income and consumption. The Economic Recovery Tax Act of 1981 (ERTA) in combination with the Tax Reform Act of 1986 (TRA86) greatly reduced the number of marginal tax brackets and the maximum marginal rate, which limits the stabilizing effect of the tax system on household consumption when pre-tax income fluctuates. We examine the effect of the federal income tax reforms of the 1980s on the associated degree of automatic stabilization of consumption. The empirical framework derives …

Does Chronic Illness Affect The Adequacy Of Health Insurance Coverage?, Kevin T. Stroupe, Eleanor D. Kinney, Thomas J. Kniesner Jan 2000

Does Chronic Illness Affect The Adequacy Of Health Insurance Coverage?, Kevin T. Stroupe, Eleanor D. Kinney, Thomas J. Kniesner

Center for Policy Research

Although chronically ill individuals need protection against high medical expenses, they often have difficulty obtaining adequate insurance coverage due to medical underwriting practices used to classify and price risks and to define and limit coverage for individuals and groups. Using data from healthy and chronically ill individuals in Indiana, we found that illness decreased the probability of having adequate insurance, particularly among single individuals. Chronic illness decreased the probability of having adequate coverage by about 10 percentage points among all individuals and by about 25 percentage points among single individuals. Pre-existing condition exclusions were a major source of inadequate insurance. …

Ngos, Ingos, Go-Ngos And Do-Ngos: Making Sense Of Non-Governmental Organizations, Sheila Carapico Jan 2000

Ngos, Ingos, Go-Ngos And Do-Ngos: Making Sense Of Non-Governmental Organizations, Sheila Carapico

Political Science Faculty Publications

This issue of Middle East Report takes a critical look at "NGOs"--non-governmental organizations--in and beyond the Arab world. The topic is both trendy and controversial. Although they may see themselves as marginal actors, charities, advocacy groups and a range of other civic associations in the Middle East have also become agents of political, economic and social change, influencing the allocation of scarce resources in their own societies and the images national regimes project abroad. In recent years, NGOs have been depicted as saviors of failed economies in some circles while reviled as stooges of Western imperialism in others.

The Contested Lessons Of Euthanasia In The Netherlands, Jocelyn Downie Jan 2000

The Contested Lessons Of Euthanasia In The Netherlands, Jocelyn Downie

Articles, Book Chapters, & Popular Press

In this paper, while I will conclude that the Dutch experience should give us some concern about a slippery slope, I will, more importantly, also conclude that it should not give us the level of concern suggested by some commentators. I will argue that it does not provide a basis on which to conclude that assisted suicide and voluntary active euthanasia should not be decriminalized in Canada. Rather, it provides a basis for proceeding with caution and developing a permissive regime that places barriers on the slope and contains mechanisms by which slippage down the slope can be detected (and, …

The Wasted Sacrifice Of Lessors' Lost Profit Claims In Bankruptcy, Marie T. Reilly Jan 2000

The Wasted Sacrifice Of Lessors' Lost Profit Claims In Bankruptcy, Marie T. Reilly

Faculty Scholarship

Bankruptcy Code section 502(b)(6) sets the maximum allowable amount of a real property lessor's claim for damages arising for breach of lease in a tenant's bankruptcy case. To the extent a lessor's damages claim under nonbankruptcy law exceeds the maximum amount, it is disallowed. The implicit premise for such disallowance is that real property lessors' damages claims are less worthy of respect in bankruptcy than other claims for damages against the debtor. Real property leases are legally distinct from leases of personal property or other contractual relationships that allocate property rights. But, it does not obviously follow from the distinction …

Statutory Interpretation In The Courtroom, The Classroom, And Canadian Legal Literature, Stephen F. Ross Jan 2000

Statutory Interpretation In The Courtroom, The Classroom, And Canadian Legal Literature, Stephen F. Ross

Faculty Scholarship

In recent years, judges and scholars in Canada and the United States are devoting more attention to the theory and techniques involved in statutory interpretation. Although some advocate "foundational" theories to answer all theories of interpretation, most difficult cases require a pragmatic approach that requires analysis of the statutory text, original legislative intent, and legislative purpose in light of modern circumstances. Moreover, the most difficult cases may not be answerable by any of these approaches. In difficult cases, judges often resort to "normative canons" - rules they created to further a jurisprudence they desire. These canons need to be closely …

Charging Battered Mothers With "Failure To Protect": Still Blaming The Victim Jan 2000

Charging Battered Mothers With "Failure To Protect": Still Blaming The Victim

Fordham Urban Law Journal

Domestic violence harms children and families. In the past several years, efforts to recognize this harm have led to the passage of new state laws that allow for concurrent criminal and family court jurisdiction in domestic violence cases, mandate arrest in domestic violence situations and require courts to consider domestic violence as a factor in custody decisions. Unfortunately, the heightened awareness of the harm domestic violence causes children has also resulted in a punitive policy towards battered women in the child welfare system. Increasingly in New York City, abuse and neglect proceedings are brought against battered mothers. Their children are …

Protection Of Domestic Violence Victims Under The New York City Human Rights Law's Provisions Prohibiting Discrimination On The Basis Of Disability, Marta B. Varela Jan 2000

Protection Of Domestic Violence Victims Under The New York City Human Rights Law's Provisions Prohibiting Discrimination On The Basis Of Disability, Marta B. Varela

Fordham Urban Law Journal

This Article analyzes the need to create a new protected class of domestic violence victims to shield them from discrimination in employment. The Article examines arguments for and against proposed legislation to revise the human rights law governing disability, section 8-107 of the New York City Administration Code. The Article concludes that this legislation is unnecessary because the law already provides sufficient protection to domestic violence victims without requiring that victims disclose their domestic violence status to their employers.
