We propose mathematical performance measures by which the robustness, imperceptibility and information content of various watermarking methods could be measured. These measures rely in the notion of equivalence in the perceptual domain and some basic information-theoretic concepts. Based on these measures we show that the success of image watermarking heavily depend on the functional form of the human visual system perceptual mask. We also analyse the implication for robust watermarking of some commonly used perceptual masks.

Water Conservation Incentives For New Mexico: Policy And Legislative Alternatives, William M. Fleming, Emlen Hall Jan 2000

Water Conservation Incentives For New Mexico: Policy And Legislative Alternatives, William M. Fleming, Emlen Hall

Law of the Rio Chama

A broad range of options for encouraging municipal, industrial and agricultural water conservation are proposed for water-short New Mexico. Of particular interest are feasible options within the existing institutional and legal framework, focusing on measures that could be implemented without statutory changes by the Office of the State Engineer and the Interstate Stream Commission. Definitions of water conservation and beneficial use should be adopted, with emphasis on efficiency and economic feasibility. A "water conservation policy handbook" should be developed, with guidelines for preparing conservation plans and information on available conservation grants and water banking opportunities. Additional funding for water conservation …

Agronomy, Horticulture and Plant Science Faculty Publications

Research is needed to compare the different techniques for developing site‐specific phosphorus (P) recommendations on a field‐wide basis. The objective of this study was to determine the impact different techniques for developing site‐specific P recommendation maps on yield and profitability. Enterprise analysis combined with a crop simulation model and detailed field characterization was used to estimate the value of spatial P information in a system where N was not limiting. The systems evaluated were continuous corn (Zea mays) and corn and soybean (Gfycine max) rotations where sampling and fertilizer applications were applied annually and semi‐annually, respectively. The sampling techniques tested …

Attitudes Of Lower Secondary School Students Toward Social Studies At An Independent School : A Case Study, Diane M. Hobbs Jan 2000

Attitudes Of Lower Secondary School Students Toward Social Studies At An Independent School : A Case Study, Diane M. Hobbs

Theses : Honours

There is a dearth of research on student attitudes toward social studies, especially in Western Australian secondary schools. The purpose of this case study was twofold. Firstly it was to determine the attitudes of lower secondary school students toward social studies at one Independent high school in the Perth metropolitan area. Secondly, it was to investigate the factors that influence student attitudes toward social studies. The case study school was selected as a convenience sample. A total of 203 students from Years 8, 9, and 10 completed a questionnaire designed to determine attitudes toward social studies and to identify factors …

Factors Affecting The Non-Selection Of Year Eleven Physical Education Studies By Female Students In A Rural Western Australian High School, Fiona Cameron Jan 2000

Factors Affecting The Non-Selection Of Year Eleven Physical Education Studies By Female Students In A Rural Western Australian High School, Fiona Cameron

Theses : Honours

This study of year eleven female students at a rural Western Australian high school, focused firstly on why students were choosing not to enrol in Physical Education Studies (PES) and secondly what students believed would improve student enrolment. A two-stage qualitative research approach was utilised. The first stage involved creating a school profile and conducting a survey of 71 year eleven females. The second stage involved a three-step process of interviewing three year eleven females who were selected on the basis of not enrolling in PES and their responses on the survey slips. Findings suggested that the major factors effecting …

Literature Review : Teachers' Knowledge And Attitudes About Attention-Deficit Hyperactivity Disorder (Adhd), Bruna Bekle Jan 2000

Literature Review : Teachers' Knowledge And Attitudes About Attention-Deficit Hyperactivity Disorder (Adhd), Bruna Bekle

Theses : Honours

ADHD is a neuro-developmental disorder that is diagnosed in 3 to 6% of the childhood population in a diversity of cultures and a variety of geographical locations. It presents as a persistent pattern of inattention and/or hyperactivity-impulsivity, with boys being over-represented by approximately 3 to 1. High levels of comorbidity between ADHD and a number of other disorders, including Oppositional Defiant Disorder, Conduct Disorder, and learning disabilities, have been identified. This review will examine the historical development of the understanding of ADHD, knowledge of its etiology, and the influence of this disorder in the school environment. In particular, it will …

Derailed : The Social, Economic And Political Implications Of The Closure Of The Westrail Midland Workshops, Lyla D. Elliott Jan 2000

Derailed : The Social, Economic And Political Implications Of The Closure Of The Westrail Midland Workshops, Lyla D. Elliott

Theses : Honours

The Westrail Midland Workshops had serviced the Western Australian Government Railway fleet for 90 years when they were closed by the Court Government in 1994. As the State's largest and best equipped industrial establishment employing over 900 workers, the announcement of the closure was unexpected and controversial. The research questions asked in this thesis are: Why did the Workshops close? What were the economic and political issues involved? What attempts were made to modernise the Workshops and improve efficiency, and what were the social and economic effects on the workers? The event took place at a time of changing ethos …

The Effect Of Leaf Movement On Algal Epiphytes In Seagrass Meadows, T. R. Reid Jan 2000

The Effect Of Leaf Movement On Algal Epiphytes In Seagrass Meadows, T. R. Reid

Theses : Honours

Artificial seagrass units were used to determine whether seagrass leaf movement influences the biomass, species richness and composition of epiphytic macroalgae on the leaves of seagrasses, and whether the influence of leaf movement is altered by the degree of exposure to water movement and to depth. The influence of leaf movement on epiphytic biomass is important from an environmental management perspective, as there is the potential for epiphytic productivity to be underestimated if leaf movement is reducing the standing crop of epiphytes on seagrass leaves. Two forms of artificial seagrass units were used in three experiments to achieve these objectives; …

Why Elephants Gallop: Assessing And Predicting Organizational Performance In Federal Agencies, Gene A. Brewer, Sally Coleman Selden Jan 2000

Why Elephants Gallop: Assessing And Predicting Organizational Performance In Federal Agencies, Gene A. Brewer, Sally Coleman Selden

Public Administration - All Scholarship

Hal G. Rainey and Paula Steinbauer (1999) recently proposed a theory of effective government organizations. Several other theories exist in whole or in part, but empirical testing is rare. In this article we cut to the chase and examine several key elements of these theories empirically. First, we explore the theoretical dimensions of organizational performance and derive a taxonomy to help measure the construct. Second, we draw from the literature and develop a model predicting organizational performance. Third, we operationalize and test the model with data from the 1996 Merit Principles Survey, U.S. Merit Systems Protection Board. In the end, …

The Law Professor As Populist, Mark A. Graber Jan 2000

The Law Professor As Populist, Mark A. Graber

University of Richmond Law Review

A new populism is taking root in the strangest soil, American law schools. Tocqueville regarded "the profession of law" as an "aristocratic element," "a sort of privileged body in the scale of intellect." Lawyers, he observed, belonged to "thehighest political class," and routinely developed "some of the tastes and habits of aristocracy." During the 1990s, however, bold challenges to elite rule in the name ofpopular majoritarianism were issued by distinguished professors and chair holders at the most prestigious law schools in the United States. Such leading jurists as Richard Parker, Jack Balkin, Akbil Reed Amar, Sanford Levinson, and Mark Tushnet …

Annual Survey Of Virginia Law: Legal Issues Involving Children, Robert E. Shepherd Jr. Jan 2000

Annual Survey Of Virginia Law: Legal Issues Involving Children, Robert E. Shepherd Jr.

University of Richmond Law Review

The past year generally has been another quiet one for children's legal issues in Virginia, although it was a busier than normal year in the United States Supreme Court with the grandparents' visitation case, the Texas high school football game prayer case, a significant Title I case involving the provision of instructional material to religiously operated schools, and the gay Boy Scout leader case. Not as much occurred at the state level, with little legislation of great significance to children and youth being enacted at the 2000 General Assembly session. However, a succession of cases interpreting and applying Baker v. …

Trial Participants In The Newsgathering Process, C. Thomas Dienes Jan 2000

Trial Participants In The Newsgathering Process, C. Thomas Dienes

University of Richmond Law Review

The 1990s produced a number of sensational criminal and civil trials. The media and public avidly followed the murder trials of O.J. Simpson and the Menendez brothers, the Oklahoma City bombing trials of Timothy McVeigh and Terry Nichols, and the trial of those charged in the World Trade Center bombing. Civil trials involving products liability, medical malpractice, environmental pollution; the civil trial of O.J. Simpson; Paula Jones's sexual harassment action against President Clinton; and the notorious antitrust case against Microsoft similarly captured the public's attention. Also, as might be expected, trial judges and the legal system generally grappled with questions …

Protect The Press: A First Amendment Standard For Safeguarding Aggressive Newsgathering, Erwin Chemerinsky

University of Richmond Law Review

Few occu.pations or professions rank lower than reporters in public esteem. In July 1999, Justice Stephen Breyer participated as a panelist at the Ninth Circuit Judicial Conference and was challenged by Associated Press reporter Linda Deutsch about the absence of cameras in the Supreme Court. Justice Breyer explained that the Court did not want to risk its relatively high level of public esteem by placing itself on television. Justice Breyer noted the lack of respect for the media and said that the Court did not want to see its esteem ratings lowered to that of the press.
