Most of Liberia’s population of three million live in the vicinity of its 350 miles long coast and depend to a large extent on the resources and economy associated with the coastal area. There is also a huge potential for earnings from the exploitation of offshore petroleum, something, which has been discovered in Liberian waters but remains unexploited. The level of development in these areas, environmental considerations, regional cooperation and compliance with internationally agreed standards and conventions leaves much to be desired for Liberia. The New International Regime Of Liability And Compensation For Oil Pollution Damage : Status And Trends, Hanling Wang

The new international legal regime of liability and compensation for oil pollution damage under the 1992 Conventions mainly consists of one definition, two tiers of compensation scheme and three principles. Firstly, one definition—pollution damage. This definition is the basis of criteria of determining the admissibility of claims under both CLC and Fund Convention. Secondly, two tiers: the shipowners’ liability under CLC and the supplementary IOPC Fund. Strict liability, higher liability limits and compulsory insurance form the basic principles of the regime. Getting Serious About Curtailing Deferral Of Us Tax On Foreign Source Income, Robert J. Peroni, J. Clifton Fleming Jr., Stephen E. Shay

When a U.S. person conducts business or investment activity abroad through a foreign corporation in a country that imposes only low rates of tax, the so-called deferral privilege allows the U.S. taxpayer to defer substantial amounts of U.S. tax at the cost of only a small foreign levy. Hence, the deferral privilege operates as a tax subsidy of sorts for U.S. persons with operations in low tax foreign countries and provides a major incentive for U.S. persons to shift their business operations and investments to foreign countries that impose little or no tax on the earnings of the foreign corporations.To …
