DRUG TREATMENT DIVERSION PROGRAM. INITIATIVE STATUTE. Requires drug treatment program and probation for certain non-violent drug possession offenses and similar parole violations not including sale, production or manufacture. Permits court to impose additional conditions of probation but not incarceration. Specifies procedures for determining probation or parole violation and consequences. Authorizes dismissal of charges upon successful completion of treatment but requires disclosure of arrest and conviction to law enforcement and as necessary for candidates, peace officers, licensure, contracting with State Lottery, jury service. Requires studies of measure's effectiveness. Appropriates state funds and uses forfeited assets for drug treatment program. Summary of …

Revises California Constitution to restore affirmative action programs and preferences for historical victims of racism or sexism in the operation of public education and public contracting. Creates a 1.5% tax on retail sales to establish "The Student Higher Education Trust Fund." Half of the Fund will be used to pay for all admission and student related fees for all California residents at California public colleges. United States Department of Veterans Affairs: Publications

Molecular, sequence-based environmental surveys of microorganisms have revealed a large degree of previously uncharacterized diversity. However, nearly all studies of the human endogenous bacterial flora have relied on cultivation and biochemical characterization of the resident organisms. We used molecular methods to characterize the breadth of bacterial diversity within the human subgingival crevice by comparing 264 small subunit rDNA sequences from 21 clone libraries created with products amplified directly from subgingival plaque, with sequences obtained from bacteria that were cultivated from the same specimen, as well as with sequences available in public databases. Search For X-Ray Afterglows From Gamma-Ray Bursts In The Rass, Dieter H. Hartmann, J. Greiner, W. Voges, T. Boller, R. Schwarz, S. V. Zharykov

We report on a search for X-ray afterglows from gamma-ray bursts using the ROSAT all-sky survey (RASS) data. If the emission in the soft X-ray band is signif-icantly less beamed than in the gamma-ray band, we expect to detect many afterglows in the RASS. Our search procedure generated 23 afterglow candidates, where about 4 detections are predicted. Follow-up spectroscopy of several counterpart candidates strongly suggests a flare star origin of the RASS events in many, if not all, cases.
