The purpose of this master's paper is to familiarize educators with character education as a curricular entity and to demonstrate that it is worthwhile to intermingle character education into a program without detracting from students' core subjects. A review of literature indicates that there is a character crisis among youth in America. Although character education has been present in some form in the earliest schools up to now, this intervention is being resurrected in schools with assistance from national organizations such as Character Education Partnership and CHARACTER COUNTS!

The DIS diffractive cross section, dσdiffγ*p→XN/dMx, has been measured in the mass range Mx < 15 GeV for γ*p c.m. energies 60 < W < 200 GeV and photon virtualities Q2 = 7 to 140 GeV2. For fixed Q2 and Mx, the diffractive cross section rises rapidly with W, dσdiffγ*p→X N (Mx, W, Q2)/dMx ∝ Wadiff with adiff = 0.507 ± 0.034 (stat) +0.155-0.046 (syst) corresponding to a t-averaged pomeron trajectory of ̄αℙ = 1.127 ± 0.009 (stat) +0.039-0.012 (syst) which is larger than ̄αℙ observed in hadron-hadron scattering. The W dependence of the diffractive cross section is found to be the same as that of the total cross section for scattering of virtual photons on protons. The data are consistent with the assumption that the diffractive structure function FD(3)2 factorizes according to cursive greek chiℙFD(3)2(cursive greek chiℙ, β, Q2) = (cursive greek chi0//cursive greek chiℙ)nFD(2)2(β, Q2). They are also consistent with QCD based models which incorporate factorization breaking. The rise of cursive greek chiℙFD(3)2 with decreasing cursive greek chiℙ and the weak dependence of FD(2)2 on Q2 suggest a substantial contribution from partonic interactions.

The Supreme Court has repeatedly noted that ballot and election regulations raise difficult questions about the interplay between the First Amendment's heightened protection for political speech, and states' need to regulate ballots and elections to ensure fair and orderly democracy. When making the delicate judgments between protecting political speech and allowing states to regulate elections, the Court has traditionally stated precisely which test it was employing to evaluate individual restrictions. Last Term, in Buckley v. American Constitutional Law Foundation, the Court invalidated several of Colorado's restrictions on the signature-gathering process for ballot initiative petitions. Enforcing Family Promises: Reliance, Reciprocity, And Relational Contract, Melanie B. Leslie

Courts are willing, in commercial contexts, to enforce promises even without consideration when enforcement supports a norm of reciprocity-a norm which recognizes that promises are seldom totally gratuitous, but are often made in furtherance of reciprocal, long-term, trust-based relationships. In this article, Professor Leslie argues that relational contract principles are firmly embedded in wills law. Courts enforce the reciprocity norm in the family context just as they do in commercial contexts; this enforcement is seen, however, not in breach of promise suits, which occur rarely between family members, but rather in will contests. The dissertation examines the nature and function of demon possession and exorcism within the context of divine providence in Luke-Acts. Chap. 1, after defining the subject and purpose of the study, lays out the dissertation's methodology, constraints and relevance. Chap. 2 provides a survey of the state of scholarship on demonology in the New Testament. Chap. 3 discusses the backgrounds against which Luke's account of demonic possession and exorcism have been understood by prior scholarship. Seen simply as reflections of Argentine history which share the relative tranquility of an attractive neighborhood in Buenos Aires, the Roca library and the Rawson statue seem unlikely links for a little-known chapter in the immigration annals of Argentina. But, in fact, both Rawson and Roca gave special consideration to the Welsh; both are remembered with appreciation; and Roca is something of a hero to the Welsh community because a century ago he personally intervened in an important dispute involving their religious beliefs. The rule of necessity is a judicial doctrine that permits a judge or agency decision maker to decide a case even if he or she would ordinarily be disqualified due to bias or prejudice . The rationale of the doctrine is that if there is no other person who can make the decision, let the biased person decide the case rather than have no decision made at all. Part One of this Article explores the meaning of morality by briefly reviewing a variety of attempts to explore the meaning of moral conduct. This Section draws on a variety of contemporary moral philosophers who have built on the classical tradition to develop a broader definition of moral behavior. This discussion provides a context for the current debate about the meaning of morality in family law and moral discourse in the no-fault era. This article proposes an approach to family law decision-making tailored to assist families plagued by substance abuse. Substance abuse is linked to social, health, and economic problems facing Americans today and is a factor for a substantial number of family law litigants. By failing to address substance abuse issues, the family repeatedly may need to seek court intervention. The unified family court model is the concept of a single court that coordinates the work of independent agencies and tribunals, each with some limited role in resolving the problems incident to a family's legal matters. This essay will briefly review the background of the use of the armed forces in a police capacity, discuss the growth of that role in the I980s and 1990s, and forecast an even greater expansion into that role in the near future due to the emerging threat of "catastrophic terrorism." It will contend that this increased reliance on military resources for policing is not in the interest of either the armed forces or the public. Finally, it will make some observations with a view towards minimizing the dangers of police-ization of the military while ensuring the Nation's public safety.

Interpreting Indian Country In State Of Alaska V. Native Village Of Venetie, Kristen A. Carpenter

According to federal Indian law's canons of construction, statutes enacted for the benefit of American Indians and Alaska Natives must be liberally interpreted in their favor. But a doctrine of statutory interpretation presently challenges certain applications of the Indian canons. Announced by the Supreme Court in Chevron, U.S.A. v. Natural Resources Defense Council, Inc., the doctrine requires that courts defer to administrative agency interpretations of ambiguous language in statutes they are authorized to administer. In instances where agencies construe statutes against Indian interests, Chevron deference and the Indian canons dictate opposite results for a reviewing court. This conflict muddles Indian …

The ability of individuals to choose their children's genes has increased over time and may ultimately culminate in a world involving free market reprogenetic technologies. Reprogenetic technologies combine advances in reproductive biology and genetics to provide humans increased control over their children's genes. This Article offers economic perspectives that are helpful in understanding the possibly unexpected ethical, legal, and social issues at stake in using reprogenetic technologies for trait enhancement selection. Rethinking Statutory Antiwaiver Provisions Following The Lloyd's Of London Litigation, Mark J. Loewenstein

In the Lloyd's of London cases, the United States Courts of Appeals upheld certain forum-selection clauses that effectually deprived investors of the protections of the federal securities laws as if the investors had expressly waived those protections. This article examines statutory antiwaiver provisions in light of the Lloyd's cases, exploring the effect those provisions have on the administration of the federal securities laws, and suggests that the law be amended to allow contractual waiver in certain circumstances.
