Zoning Ordinances And "Free Speech", Alan C. Weinstein

Law Faculty Articles and Essays

Over the past two decades there has been a marked expansion in legal challenges to local land use regulations claiming violations of the free speech clause of the First Amendment to the United States Constitution. First Amendment claims can arise whenever government enacts or enforces zoning or other regulations that deal with uses such as billboards or adult entertainment businesses. This article discusses why this litigation is taking place, provides an overview of First Amendment law, and offers local officials some guidelines to help avoid potential legal challenges.

Spatial Labor Markets, New Economic Geography, And Urban-Rural Linkages: Implications For The Rural South, Mark S. Henry

To reach the levels of prosperity in the urban South, rural leaders have a three-fold challenge: to improve human capital, to improve local amenities, and to identify the niche of rural communities in the new economic regions of the South, in other words, spatial labor markets will play a key role. The article first reviews key problems facing rural communities in the South that are likely to cause rural earnings-per-worker and employment opportunities to lag behind those in urban centers. We conducted a survey to identify present patterns and future priorities for mammal research in southern Africa (countries including and southwards of Angola, Zambia and Tanzania). Two sets of peer-reviewed journals were scanned for papers on southern African mammal research over the period 1988-1998: one set comprised five journals published in South Africa; the other comprised 10 journals published abroad. For the same period we reviewed titles of M.Sc. and Ph.D. dissertations completed in zoology departments of South African universities. Service Industries And Employment Growth In The Nonmetro South: A Geographical Perspective, William B. Beyers, Peter B. Nelson

Journal of Rural Social Sciences

Service employment has grown rapidly in the nonmetro South in recent years, accounting for 87 percent of overall job growth in the 1985-1995 time period. This pace has been sustained in nonmetro areas that are adjacent to metro areas, as well as in more remote nonmetro areas that are not adjacent to metro areas. Retail, health, and producer services account for the largest share of service employment growth. In contrast to the United States as a whole, which experienced declines in manufacturing employment, the nonmetro South has had increases in manufacturing employment. Along with the recent resurgence of interest in the agglomeration and clustering of economic activity, there has been increasing interest in industry clusters as a potential economic development strategy. Ultimately, the question of whether or not clusters are an appropriate focus of economic development strategies for rural areas depends on the relationship between clusters and local economic growth. The primary purpose of this paper is to discuss some of the issues involved in measuring the relationship between clusters and rural economic growth. Evaluation Of Extreme Wind Speeds In Relation To The Design Of Coastal Structures In Tanzania, Alfonse Dubi

Tanzania Journal of Engineering and Technology (TJET)

Five distribution functions, FT-I and Weibull with the exponent k = 0.75, 1.0, 1.4 and 2.0 respectively, have been applied to 25-year wind data collected between 1972 and 1996 at Tanga, Dar Es Salaam, Zanzibar and Mtwara Meteorological stations. One maximum value for every year from the full data record was drawn to constitute the annual maxima series for each station. For each of the stations, 2-, 50- and 100-year return wind speeds with corresponding 90% confidence intervals were computed. The distribution functions were fitted to the data by the Least Squares Method. Results from the study show that FT-I …

Most of Liberia’s population of three million live in the vicinity of its 350 miles long coast and depend to a large extent on the resources and economy associated with the coastal area. There is also a huge potential for earnings from the exploitation of offshore petroleum, something, which has been discovered in Liberian waters but remains unexploited. The level of development in these areas, environmental considerations, regional cooperation and compliance with internationally agreed standards and conventions leaves much to be desired for Liberia.
