Message From the Associate Provost for Research/Dean of Graduate Studies I am pleased to release Contract and Grant Awards FY99, which lists contract and grant (C&G) awards received by the University of New Mexico (UNM) during the period from July 1, 1998 - June 30, 1999. These awards represent new funds that were acquired during FY99 by the main campus, branch campuses and education centers and the Health Sciences Center (HSC). The HSC includes the School of Medicine, College of Nursing and College of Pharmacy. The awards received for FY99 total $218.6M, of which $148.6M is attributed to the main …

This paper reviews a Youth Leadership Model which promotes teen involvement in the Lutheran Church. In the past, Easter Lutheran Church experienced low teen participation, due to a faulty understanding of what teens' roles in the church should be. The presumption was that teens should "earn" leadership rather than "learn" it. Teens were put into positions of "helpers" or "'gophers," thus the church was not providing opportunities for faith development or relationship building.

Area Of Expertise Teams: The Michigan Approach To Applied Research And Extension, Arlen Leholm, Larry Hamm, Murari Suvedi, Ian Gray

Michigan State University's Extension and the Agricultural Experiment Station have restructured their educational delivery system through implementation of area of expertise (AOE) teams. The AOE teams are different from most Extension teams in that they are more permanent in their life span; more self-directed in their operation; more tightly linked with public leaders and groups; more integrative of research demonstration, education design, delivery and evaluation; more dedicated to enhancing their knowledge skills and capacity; and more empowered with resources. This article describes how the adoption of AOE team approach and related system changes have created the seamless interface between Extension …

The Children, Youth, and Families at Risk (CYFAR) Evaluation Collaboration is comprised of a team of Extension professionals and evaluation researchers from universities involved in CYFAR programs to work with CSREES staff to assist in sustaining the work of the CYFAR initiative, to assess program impact and organizational change, to build the evaluation capacity of Extension, and to provide information on how community-based projects can become institutionalized within CES or sustained within their communities. This article summarizes their current and future work towards these goals.

Youth In Treatment Foster Care Homes: Outcomes At Discharge, Joey S. Glassman

This exploratory quantitative study examines existing records of 193 youth discharged from treatment foster care homes between January 1, 1997 to December 31, 1997 and whether a correlation exists between the number of youth with mental health issues in a treatment foster care home, and the achievement of positive, non-institutionalized or negative, institutionalized outcomes at discharge. This research was compiled from treatment foster care homes in the Minnesota based Human Service Associates therapeutic foster care agency. To grow up healthy, young people need support, love, and encouragement from caring, principled adults. They need homes, schools, congregations, and communities that are accepting, affirming, and safe (Roehlkepartain , 1997). Youth and Families with Promise (YFP), a mentoring program for youth-at-risk sponsored by Utah State University Extension, is one such community endeavor. The YFP program is offered as a community service with the goal of increasing social, emotional, family, and educational assets of youth between the ages of 8-14. This multiple case study examined American Indian Program Branch Head Start directors' perceptions of the role their particular Head Start program plays preserving cultural integrity in tribal communities. Of specific research interest were the unique aspects of the tribal customs of child rearing and early childhood educational practices within each community. Another area of research focused on exploring each director's vision of how the Head Start experience contributes to the future of the children. Ten tribal Head Start directors from the Great Plains region were interviewed. The grand tour question addressed how participants described their perception of the role of …

Interactions And Play Behavior Of Mothers Of Typically Developing Infants And Infants With Disabilities: A Vygotskian Approach, Lisa K. Boyce

This study follows a Vygotskian approach to investigate the influence and relatedness of several "scaffolding" behaviors for mother-infant dyads of both typically developing infants and infants with disabilities and how early intervention may influence the dyads through the home visiting process. For this primarily low-income sample, maternal participation during play did not enhance the infants' play. The relation of infant level of play with maternal education, income, and the maternal involvement variables of level of play and use of scaffolding varied with the disability status of the infant. Home visitor support of mother-infant interaction did not appear to influence maternal …

The present study investigated the relationship between mothers', fathers', and parents' employment stability and five child cognitive and social outcome measures. A total of 179 children who attended Head Start between 1991 and 1995 participated in the study with their parents. Child outcomes were examined to determine if they varied as a function of employment stability categories. Children of parents possessing stable employment histories had significantly higher Woodcock-Johnson broad knowledge cluster scores than children of parents possessing unstable employment histories. The purpose of this study was to examine transition services that schools provide students with severe disabilities and their parents prior and beyond the students' high school graduation. The researcher hypothesized that local educational agencies provide an adequate curriculum and instruction for transition from school to adult life, but once the students graduate, the funds and services diminish, therefore providing inadequate service to support transition planning. The research involved informal interviews and surveys with public and private schools and the parents of students with severe disabilities. Retesting Parent Training: Does Parental Training Increase Parents' Self-Concept, Ronald G. Stockwell

Similar to studies by Gordon and others, the purpose of this study was to retest and reinvestigate whether parent training increased the self-esteem of participants. Two groups (sample (n = 15) and control (n = 10)) were pre- and posttested (at 10 and 9 weeks respectively), using the Tennessee Self-Concept Scale: 2. Both groups showed high educational achievement and were Caucasian/White; the sample was 13 women, 2 men, while the control was 9 men and 1 woman; and, most reported above average incomes. The scores were analyzed using a repeated measures t test and non-parametric analysis, which did not find …

Assessing In-Service Education: Identifying Barriers To Success, Claudia C. Mincemoyer, Timothy W. Kelsey

This study examined Pennsylvania's in-service education process for county Extension educators. All county educators were surveyed to determine preference for in-service delivery, format, and type, perceived amount of voice in determining in-service offerings, and reasons for not attending in-service training. Ways to integrate the in-service process into the plan of work process were also investigated. County Extension educators find it increasingly difficult to commit time to in-service education. They desire more distance-delivered training and an active voice in planning and selecting in-services. Changes made to Pennsylvania's in-service and plan of work processes as a result of this study are discussed.

Assessing Your Collaboration: A Self Evaluation Tool, Lynne M. Borden, Daniel F. Perkins

Many scholars have studied the collaborative process and have suggested that there are several key factors that promote or inhibit the collaborative process. Given the importance of these factors, a self-evaluation tool was developed to assist existing and forming groups. This self-evaluation tool examines thirteen, factors that can influence the collaborative process. The information gained from this tool can provide group members with an understanding of the strengths and challenges they face as they work to reach their goals.

Community Coalitions: Identifying Changes In Coalition Members As A Result Of Training, Georgia L. Stevens, Kathleen Ann Lodl

Educating citizens to be better able to serve on community coalition members is an important role of Cooperative Extension. The purpose of this project was to identify changes community coalition members perceived as a result of training and being a coalition member. Areas measured were changes in: (a) skills in coalition building, (b) actions on public policy, and (c) knowledge of community needs related to youth issues. Results of paired t-tests showed that participants had significantly greater coalition building skills and increased actions on public policy. Implications of these findings and ways to effectively implement coalition member education are discussed.

In considering how best to tackle this topic, I ultimately decided that in Nebraska the "best" approach is usually the "most straight forward" one. Given that much of the conversation about distance education is filled with myth and marketing hype, I decided what we could best contribute to the conversation would be the facts. While some of the other authors may have a better in-depth grasp of distance education opportunities and realities in Nebraska, Erik and I come as native Nebraskans with a good understanding of the history, economy, communities and cultures in our home state.
