Legalization Of The Birth Control Pill In Japan Will Reduce Reliance On Abortion As The Primary Method Of Birth Control, Evy F. Mcelmeel Sep 1999

Legalization Of The Birth Control Pill In Japan Will Reduce Reliance On Abortion As The Primary Method Of Birth Control, Evy F. Mcelmeel

Washington International Law Journal

The United Nations has decreed that access to a variety of methods of birth control is a basic human right, that prevention of pregnancy, not termination, is the goal of birth control, and that abortion is an unacceptable method of birth control. Until recently, condoms and the rhythm method were the only legal forms of contraception in Japan. The high failure rates of these methods, coupled with access to abortion on demand, made abortion the de facto primary method of birth control in Japan. The Japanese government's recent decision to end the ban on oral contraceptives will reduce the number …

Law And Discretion In The Contemporary Chinese Courts, Margaret Y.K. Woo Sep 1999

Law And Discretion In The Contemporary Chinese Courts, Margaret Y.K. Woo

Washington International Law Journal

The last twenty years of Chinese legal reforms have been particularly interesting to scholars and activists alike. During this period, Chinese legal reforms have moved from purely substantive changes in economic laws to the realm of domestic structural reforms of the court system. Today, legal reformers are discussing the use of open trials, adversarial advocacy, and even judicial independence. This Article explores how far some of these reforms may go by considering the path of structural and procedural changes adopted by the Chinese courts in the past twenty years. It includes an analysis of the tension faced by all legal …

Faculty Evaluation In Management Institutes, Aruna Mankidy Sep 1999

Faculty Evaluation In Management Institutes, Aruna Mankidy

IIMB Management Review

Performance evaluation is one area which has constantly remained under scrutiny. In the globalised environment. with competition becoming a way of life. it has become one of the prime concerns of organisations. Management experts have steadily engaged themselves in devising means and ways to evaluate the performance of organisations and individuals within organisations. New paradigms are emerging in the process of measurement. The process of evaluation today is more specific. explicit and quantified as against the largely prevalent confidential and judgmental one. It now aims at improvement rather than a one time assessment. Implied in it, therefore. is the feedback …

Americanization And Cultural Preservation In Seattle's Settlement House: A Jewish Adaptation Of The Anglo-American Model Of Settlement Work, Alissa Schwartz Sep 1999

Americanization And Cultural Preservation In Seattle's Settlement House: A Jewish Adaptation Of The Anglo-American Model Of Settlement Work, Alissa Schwartz

The Journal of Sociology & Social Welfare

This article examines the dual agendas of Americanization and preservation of Ashkenazic Jewish culture through an historical analysis of the work of Seattle's Settlement House, a social service center founded in 1906 by elite, Americanized Jews to serve poorer, immigrant Jews of Ashkenazic and Sephardic origin. Such analysis is set against the ideological backdrop of Anglo-Americanism which pervaded the field of social work in its early efforts at self-definition and professionalization.P articulara ttentioni s paid to the role of the arts at Settlement House, with comparisons to Chicago's Hull-House, the prototypical American settlement operating at the turn of the century. …

A Commentary: Why Civil Commitment Laws Don't Work The Way They're Supposed To, Philip D. Arben

The Journal of Sociology & Social Welfare

It is often presumed that the legal rights of those who are mentally ill or alleged to be mentally ill are adequately protected by the changes in civil commitment statutes that most states instituted during the 1970s. The author who participated in the writing of these reform statutes recently observed 63 civil commitment hearings. The gap between the stated requirements of the statute and the actual conduct of the commitment hearings was substantial. This paper attempts to explain why the reality has failed to meet the promise.

"He's Not Mr. Right, He's More Like Mr. Now"* Patrifocal And Matrifocal Discourses Among Homeless Mothers In Kentucky, Joanna M. Badagliacco

The Journal of Sociology & Social Welfare

What strategies do homeless mothers use to cope with their situations? In-depth interviews in Kentucky of 68 homeless mothers with children revealed similarities and differences among the women, as well as a con tinuum of approaches to gender relations. Although differing in race/ethnicity and place of origin (rural vs. urban) among other factors, the overwhelming majority of the women experienced unstable and abusive households and social relationships while growing up. Most did not complete high school and had their first births while still teenagers. Moreover, two primary approaches to gender relations were observed. These approaches delimit a continuum along which …

Implementation Problems In The Development Of Urban Community Services In The People's Republic Of China: The Case Of Beijing, Agnas K.C. Yeung, Kwok Kin Fung, Kim Ming Lee Sep 1999

Implementation Problems In The Development Of Urban Community Services In The People's Republic Of China: The Case Of Beijing, Agnas K.C. Yeung, Kwok Kin Fung, Kim Ming Lee

The Journal of Sociology & Social Welfare

To review the ten year implementation of the community service policy of the People's Republic of China, community service implementers and academics located in Beijing were interviewed. By employing implementation theories as a framework of analysis, a number of implementation problems are identified. In terms of policy characteristics and the structuring of implementation, this case shows that the objectives are not specific enough. The decentralized implementation strategy allows the implementers too much discretionary power. The shortage of qualified and motivated personnel further complicate the issue. Lastly, the policy environment of Beijing does not lend adequate support to the policy.

Failed Revolt, Faulty Edition: Review Of Designs Against Charleston: The Trial Record Of The Denmark Vesey Slave Conspiracy Of 1822Edward A. Pearson, Ed., Charles H. Lesser

Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)

On June 19, 1822, a court composed of two magistrates and five freeholders convened in Charleston, South Carolina. The discovery of a planned slave revolt led by Denmark Vesey, a free black carpenter, had alarmed the city just days earlier. Before the summer was out, Vesey and thirty-four enslaved men were hanged and about the same number sentenced to be transported outside the United States. Lionel H. Kennedy and Thomas Parker, the two magistrates who presided over the trials, published An Official Report of the Trials of Sundry Negroes ... later that year:, but Kennedy and Parker's version of the …

The Charm And Challenges Of Living In Nebraska’S Rural Communities, John C. Allen, Rebecca Filkins, Sam Cordes

Publications from the Center for Applied Rural Innovation (CARI)

Nebraska’s rural communities have experienced many changes in recent years. Depopulation and pressures to consolidate some of their services and government offices are only some of the challenges they are currently facing. How have these changes affected rural Nebraskans’ perceptions of their communities and the services available? Do their perceptions differ by the size of their community, the region in which they live, or by their occupation?

This report details results of 3,036 responses to the 1999 Nebraska Rural Poll, the fourth annual effort to take the pulse of rural Nebraskans. Respondents were asked a series of questions about their …

An Organizing Framework For Specifying And Maintaining Catholic Identity In American Catholic Higher Education, Christopher M. Janosik Sep 1999

An Organizing Framework For Specifying And Maintaining Catholic Identity In American Catholic Higher Education, Christopher M. Janosik

Journal of Catholic Education

All Catholic institutions are increasingly involved in discussions about what constitutes Catholic identity. It is a pressing question for schools, universities, hospitals, and social service agencies. As the debate proceeds on the possible implementation of formal norms for Catholic universities according to Ex Corde Ecclesiae, the question of Catholic identity becomes a most crucial for Catholic colleges and universities. Through a content analysis of literature on Catholic higher education, the author suggests a framework for specifying the content of Catholic identity. Within a structure of three major influences which are delineated in 18 categories, Catholic identity is described as a …

A Spacial Analysis Of Contextual Effects On Education Accountability In Kentucky, Timothy C. Pitts, Edward B. Reeves Sep 1999

A Spacial Analysis Of Contextual Effects On Education Accountability In Kentucky, Timothy C. Pitts, Edward B. Reeves

Faculty Research at Morehead State University

The Kentucky Education Reform Act of 1990 mandated changes in the methods of funding education in Kentucky. The newly adopted methods of funding primary and secondary schools have brought questions of accountability to the forefront in Kentucky's tests of achievement, called KIRIS tests. These methods, however, ignore the geographical context for teachers, schools, and school districts. At this time, the accountability movement has given little attention to how much socioeconomic context influences educational outcomes. Furthermore, there is almost no recognition in the research literature that socioeconomic factors are spatially distributed and thus can be subjected to geographic analysis. The purpose …
