We are living in an information age. Never before has so much data been globally available and instantaneously accessible. The main reason for this revolution is the arrival of the Internet; or perhaps more accurately, the World Wide Web(WWW). This thesis discusses the development of Internet and WWW servers and the latest Web technologies including Java, CORBA and Object Databases. It presents the fundamental concepts of server development and aims to study in particular dynamic WWW servers providing multimedia content. The Determinants Of Juvenile Justice Policy In France And Germany, Jacqueline A. Meyers

This dissertation assesses the factors that influence the development of juvenile justice policy in France and Germany within the context of systems theory, The project utilizes an open/closed systems framework as a way to conceptualize determinants of juvenile justice policy. France and Germany serve as two single case studies for demonstrating the open and closed dichotomy that characterize system theory with France being characterized as a closed system while Germany is characterized as an open system. This difference is demonstrated through a discussion of historical, cultural, political, social and economic variables, which shape policy development in each of these countries. …

Neural Networks In The Analysis Of Water-Soluble Sulfonylurea Herbicides Using An Lc/Ms, Joseph Michael Pompano

In this research, a hidden node pruning algorithm was developed for an artificial neural network (ANN) that automatically determined a more efficient size of the hidden layer, caused the ANN to resize itself, and then continued to train using a standard back-propagation algorithm. The hidden-node pruning algorithm was based on determining the number of significant eigenvalues present in the matrix of values produced by the hidden layer, starting with an excessive number of hidden nodes.

Eight sulfonylurea herbicides were used as the target analytes in this study. The ability of an ANN to simplify the sample preparation needed for analysis …

Despite the fact that attorneys face stringent ethical restrictions regarding claims they can make about their legal abilities, the culture of many law firms is probably the greatest barrier to effective legal marketing. Expectancy theories, which state that behavior follows rewards, support this hypothesis. Culture affects many facets of a law firm: (1) its attitude about profitability, (2) the attorneys' understanding of effective business procedures, (3) the definition of value — from the firm's perspective and the perspective of clients and prospects, (4) management structure, decision making, and accountability, and (5) attitudes about change. From Office Ladies To Women Warriors?: The Effect Of The Eeol On Japanese Women, Jennifer S. Fan

In this Article, Jennifer Fan argues that existing laws in Japan do not adequately protect working women from sex discrimination. Specifically, Fan examines the Equal Employment Opportunity Law (EEOL), a law designed to prevent discrimination against women in the workplace, and concludes that the EEOL is little more than a paper tiger that preserves the status quo. After briefly discussing the legal sources of protection for working women in Japan before the passage of the EEOL, Fan examines the creation of the EEOL, its substantive provisions, and its legal impact. In his essay The Hedgehog and the Fox, Isaiah Berlin used an ancient Greek proverb comparing these animals as a metaphor to express a deep division among thinkers and writers in their understanding of the human condition. In this essay, I extend the metaphor to contrast the differing approaches to risk management taken by the public sector in the exercise of its sovereign functions and that taken by members of the private sector in the conduct of commercial transactions. My definition of creativity in environmental law is any legal initiative that advances the subject with new levels of analysis, structure, or institutional bridges. There are two requirements: improvement on function and novelty. Law is better if it increases the prospect of protecting the natural world or its inhabitants. Law is novel if it combines mandate, process, or structure in unusual ways.

There are reasons to suspect that environmental law as a field may be more creative than other legal subjects such as trust and estates, contracts, property, or tax law. One reason, as Oliver Houck has said, is that …
