Hate Crime Laws And Sexual Orientation, Elizabeth P. Cramer
Hate Crime Laws And Sexual Orientation, Elizabeth P. Cramer
The Journal of Sociology & Social Welfare
This article provides definitions for hate crimes, a summary of national data on hate crime incidents, and descriptions of federal and state hate crime laws. The author presents various arguments in support of and against hate crime laws, and the inclusion of sexual orientation in such laws. The author contends that it is illogical and a violation of the Fourteenth Amendment to exclude sexual orientationf rom hate crime laws. The perpetratorso f hate crime incidents, regardess of the target group, have similar motives and perpetrate similar types of assaults; the victims experience similar physical and psychological harm. Excluding a class …

Reservation-based scheduling delivers a proportion of the CPU to jobs over a period of time. In this paper we argue that automatically determining and assigning this period is both possible and useful in general purpose soft real-time environments such as personal computers and information appliances. The goal of period adaptation is to select the period over which a job is guaranteed to receive its portion of the CPU dynamically and automatically. The choice of period represents a trade-off between the amount of jitter observed by the job and the overall efficiency of the system. Secondary effects of period include quantization …

Criminalizing Money Laundering As A Method And Means Of Curbing Corruption, Organized Crime, And Capital Flight In Russia, Sam Chung
Washington International Law Journal
In the wake of the post-Soviet privatization in the Russian Federation, corruption and organized crime have flourished, contributing to capital flight, economic instability, and the collapse of Russia's financial system. Over the same period, Russian legislators have worked to reform the legal system in order to facilitate their country's transition to democracy and the rule of law. In 1997, legislative efforts led to the enactment of a new criminal code that emphasizes the rights of the individual as opposed to the power of the government. More recently, several draft bills targeting money laundering activities and banking reform have been introduced …

Judged, Lawrence Neuberger
Judged, Lawrence Neuberger
Theses
Judged is a film about the subconscious battle between good and evil. The way I see it, every person has a good side and a bad side. No matter how good a person is, there is always an evil side lurking in the back of their mind. Not every person acts upon this evil side. For some people, this evil side just takes over. For some others it is brought out by some other act. In this instance, a normal man is recruited to go to war. A gun is put in his hands and he is forced to kill. …

The Use Of Silica And Alumina To Catalyze The Addition Of Hydrogen Chloride To Alkenes, Ying Liu
The Use Of Silica And Alumina To Catalyze The Addition Of Hydrogen Chloride To Alkenes, Ying Liu
Theses
The use of pre-heated silica gel and alumina along with a chlorinating agent, generates HC1 in situ, which has been found to add to norbornadiene ( IX ). Treated in this fashion, norbornadiene readily results in the formation of two isomers, exo-5- chloronorbornene ( XI ) and 3-chloronotricyclene ( XII ) at room temperature in methylene chloride, with ejco-5-chloronorbornene being the predominant product ( 70% 1% ). In promoting the hydrohalogenation reaction, silica gel was found to be less efficient compared to alumina, but undesired diadducts appeared to be less prominent when silica gel rather than alumina was used. Deuterated …

The Virtual University: Lessons From A Virtual Cross-Cultural Learning Situation In International Management, Mikael Søndergaard, Jeanette Lemmergaard, Paul Donnelly, Marta B. Cálas
Conference papers
This paper addresses some issues regarding virtual learning and the future of traditional universities. Specifically, it considers these issues by reflecting on the following: First, it focuses on the repercussions of information technologies for teaching and learning in "cross-cultural" courses. It critically assesses, via three recent examples, how these approaches influence teaching and learning in the context of international management courses. Second, drawing from the above examples, the paper reflects more broadly on the implications of these technologies: (1) for new forms of knowing and knowledge production; and (2) for the future of institutional conditions of universities.

Qos Scalability For Streamed Media Delivery, Charles Krasic, Jonathan Walpole
Qos Scalability For Streamed Media Delivery, Charles Krasic, Jonathan Walpole
Computer Science Faculty Publications and Presentations
Applications with real-rate progress requirements, such as mediastreaming systems, are difficult to deploy in shared heterogenous environments such as the Internet. On the Internet, mediastreaming systems must be capable of trading off resource requirements against the quality of the media streams they deliver, in order to match wide-ranging dynamic variations in bandwidth between servers and clients. Since quality requirements tend to be user- and task-specific, mechanisms for capturing quality of service requirements and mapping them to appropriate resource-level adaptation policies are required. In this paper, we describe a general approach for automatically mapping user-level quality of service specifications onto resource …
Comparison Of Magnetic Images Using Point And Thin-Film Magnetic Force Microscopy Tips, Sy_Hwang Liou
Comparison Of Magnetic Images Using Point And Thin-Film Magnetic Force Microscopy Tips, Sy_Hwang Liou
Sy-Hwang Liou Publications
The magnetic images of a magnetic reference sample were compared using point and thin-film magnetic force microscopy (MFM) tips. The thin film MFM tip was made by magnetron sputtering of an amorphous metal. The point MFM tip was made by an ion milling process that produces a small magnetic particle on the cantilever. Our results clearly demonstrated that the volume of magnetic material involved in the tip-sample interaction is much reduced in the case of the point tip compared to that of the thin film tips. By comparing the magnetic images of a tri-bit pattern on a magnetic reference sample, …

Studies of the effects of substrate temperature T, on the evolution of CO( 1 10)/Cr(002) texture, magnetic and physical grain size, intergrain-interaction, anisotropy, orientation ratio of remanence and coercivity were investigated experimentally. It is found that the hcp- Co(l10)hcc-Cr(002) texture is improved with increasing T, from 27OC to 265°C. The intergrain-interaction, magnetic and physical grain size decrease with increasing Ts and reach their minima at T,- 265°C where the magnetic grain size is close to the physical grain size. The correlation between the film microstructure and magnetic properties is studied systematically.

Non-Repudiation In An Agent-Based E-Commerce System, Chin Chuan Liew, Wee-Keong Ng, Ee Peng Lim, Beng Suang Tan, Kok-Leong Ong
Research Collection School Of Computing and Information Systems
Abecos is an agent-based e-commerce system under development at the Nanyang Technological University. A key factor in making this system usable in practice is strict security controls. One aspect of security is the provision of non-repudiation services. As protocols for non-repudiation have focused on -message non-repudiation, its adaptation to afford non-repudiation in a communication session for two agents in Abecos is inefficient. In this work, we investigate and propose a protocol for enforcing non-repudiation in a session. The protocol is believed to be applicable in any e-commerce system; agent- or not agent-based.
Deconstructing The Forced Assimilation Of Deaf People Via De'via Resistance And Affirmation Art, Patricia Durr
Deconstructing The Forced Assimilation Of Deaf People Via De'via Resistance And Affirmation Art, Patricia Durr
Articles
Historically many outstanding artists who were deaf have contributed to the visual arts, such as: Louis Frisino, Felix Kowalewski, Granville Redmond, Cadwallader Washbum, and Regina Olson Hughes. While these distinguished artists have enhanced the field of art, their work has not focused on the Deaf experience itself. With a heightened appreciation, acceptance, and acknowledgment of Deaf culture and American Sign Language (ASL), we see a virtual explosion of Deaf artists moving away from mainstream art to art that gives voice to their unique cultural experiences. This movement in the United States is known as Deaf View/Image Art (De'VIA). This paper …

A Review Of Automated Stellar Spectral Classification And Surveys, Ted Von Hippel, Coryn A.L. Bailer-Jones
A Review Of Automated Stellar Spectral Classification And Surveys, Ted Von Hippel, Coryn A.L. Bailer-Jones
Publications
Modern spectroscopic surveys and automated classifiers are becoming so inextricably linked that it is difficult even to summarize one without discussing the other. Some of the automated classifiers are being built because of current analysis needs, though with a clear anticipation of future, larger surveys. Other automated classifiers are being designed specifically for future surveys. Automated classifiers may be applied to databases already in hand, to real-time analysis at the telescope, or one day to on-board satellite analysis where the raw data are too bulky to save and transmit. In addition, many current spectroscopic surveys target galaxies. These surveys may …

Workplace Violence: Exploring The Dangers For Air Force Leadership, Shawn R. Jones
Theses and Dissertations
The repeated occurrences of workplace violence throughout society today require the Air Force to evaluate its own workplaces and determine if a threat exists. This research explored violence in the workplace and established the possibility that workplace violence can affect the Air Force. Additionally, Air Force Climate Assessment Surveys were evaluated to find information that could be useful in detecting early warning signs of potential workplace violence. A number of examples of violence that occurred within Air Force workplaces highlighted the threat for Air Force leadership. With over 1,680 incidents of workplace violence reported to the AFOSI in a 5-year …
The Development Of Laser Cost Estimating Relationships (Cers) From Commercial Data, Michael J. Nolette, Steven L. Seeley
The Development Of Laser Cost Estimating Relationships (Cers) From Commercial Data, Michael J. Nolette, Steven L. Seeley
Theses and Dissertations
The Post Cold War acquisition environment has been marked by significant budget reductions and the greater use of commercial practices. In this austere and rapidly changing acquisition environment, accurate cost estimates are paramount to maximize the use of the DoD's critical resources. The advancement of laser technology has spawned a large variety of military laser applications such as the Airborne Laser (ABL), Space Based Laser (SBL) and a host of other smaller programs. Furthermore, the Air Force Laboratory's Directed Energy Applications for Tactical Airborne Combat (DEATAC) Study (the sponsoring activity of this thesis research) is considering a host of airborne …
