Precedential Cascades: An Appraisal, Eric Talley Jan 1999

Precedential Cascades: An Appraisal, Eric Talley

Faculty Scholarship

About a half century ago, a handful of social scientists began to formalize what was to become the analytical heart of neoclassical economics. Under the broad rubric of "general equilibrium theory," these scholars demonstrated (in varying degrees of mathematical sophistication) the longstanding intuition behind the so-called "invisible hand": that is, that competitive markets could convert apparent disarray and fragmentation into order and harmony. More explicitly, general equilibrium theory demonstrated how a decentralized collection of self-interested individuals could, through competitive market transactions, allocate scarce goods and services in a socially efficient manner. An equally powerful corollary attended this central insight: that …

The simulation allows predicting the motions or vibrations of linkages, forces and torques in joints, motor currents, and system response times as well as evaluating stability and characteristic frequencies of the drive system The simulation tools were implemented as macro components in macro component libraries using the EASY5* Dynamic System Modeling, Simulation, and Analysis software by the Boeing Company. Application of the developed macro components allows fast and efficient modeling of a variety of different drive …

A Woman's Field Is Made At Night: Gendered Land Rights And Norms In Burkina Faso, Michael Kevane, Leslie C. Gray Jan 1999

A Woman's Field Is Made At Night: Gendered Land Rights And Norms In Burkina Faso, Michael Kevane, Leslie C. Gray

Economics

Gendered social norms and institutions are important determinants of agricultural activities in southwestern Burkina Faso. This paper argues that gendered land tenure, in particular, has effects on equity and efficiency. The usual view of women as holders of secondary, or indirect, rights to land must be supplemented by a more nuanced understanding of tenure. Women's rights are in fact considerably more complex than the simple right to fields from their husbands. First, women's rights to property obtained from men may be coupled with other rights and obligations. In many ethnic groups, women have share rights to the harvest of their …

The Appeal Provision Of Florida's Criminal Punishment Code: Unwise And Unconstitutional, Robert Batey, Stephen M. Everhart Jan 1999

The Appeal Provision Of Florida's Criminal Punishment Code: Unwise And Unconstitutional, Robert Batey, Stephen M. Everhart

University of Florida Journal of Law & Public Policy

This article addresses whether this startling new appeal provision in Florida’s Criminal Punishment Code is constitutional: Can the state give itself the right to appeal downward departure sentences but deny the reciprocal right of the defendant to appeal upward departure sentences? Part II of this article sets the background for answering this question by briefly sketching the history of sentencing guidelines in Florida, and how the new appeal provision undermines the wise policy behind those guidelines. Part III then outlines the infirmities of the new appeal provision under the double jeopardy, right-to-appeal, due process, and proportionality provisions of both the …

Homosexuality, Birth Order, And Evolution: Towards A Equilibrium Reproductive Economics Of Homosexuality;, Edward M. Miller Jan 1999

Homosexuality, Birth Order, And Evolution: Towards A Equilibrium Reproductive Economics Of Homosexuality;, Edward M. Miller

Department of Economics and Finance Working Papers, 1991-2006

The survival of a human predisposition for homosexuality can be explained by sexual orientation being a polygenetic trait that is influenced by a number of genes. During development these shift male brain development in the female direction. Inheritance of several such alleles produces homosexuality. Single alleles make for greater sensitivity, empathy, tendermindedness, and kindness. These traits make heterosexual carriers of the genes better fathers and more attractive mates. There is a balanced polymorphism in which the feminizing effect of these alleles in heterosexuals offsets the adverse effects (on reproductive success) of these alleles contribution to homosexuality. A similar effect probably …

Analysis Of The Gal-Chen–Zhang Single-Doppler Velocity Retrieval, Steven Lazarus, Alan Shapiro, Kelvin Droegemeier Jan 1999

Analysis Of The Gal-Chen–Zhang Single-Doppler Velocity Retrieval, Steven Lazarus, Alan Shapiro, Kelvin Droegemeier

Ocean Engineering and Marine Sciences Faculty Publications

The authors present herein an analysis of a single-Doppler velocity retrieval (SDVR) technique whereby the unobserved wind components are determined from single-Doppler radar data. The analysis is designed to provide information about the behavior and/or sensitivity of the SDVR scheme as a function of various internal and external parameters as well as about observational errors and weights. Results presented for retrieval of both the mean and local flow indicate that the SDVR breaks down if the reflectivity gradient vanishes or if a reflectivity isoline is locally perpendicular to the radar beam. In the absence of reflectivity or radial velocity errors, …

Educational Research Abstracts, G. Bass Jr.

Journal of Mathematics and Science: Collaborative Explorations

Editors' Note: As noted in previous issues of the Journal of Mathematics and Science: Collaborative Explorations, the purpose of this Educational Research Abstract section is to present current published research on issues relevant to math and science teaching at both the K-12 and college levels. Because educational research articles are published in so many different academic journals, it is a rare public school teacher or college professor who reads all the recent published reports on a particular instructional technique or curricular advancement. Indeed, the uniqueness of various pedagogical strategies has been tacitly acknowledged by the creation of individual journals dedicated …

Technology And The 21st Century Battlefield: Recomplicating Moral Life For The Statesman And The Soldier, Charles J. Dunlap Colonel Jan 1999

Technology And The 21st Century Battlefield: Recomplicating Moral Life For The Statesman And The Soldier, Charles J. Dunlap Colonel

Books, Monographs & Collaborative Studies

The author starts from the traditional American notion that technology might offer a way to decrease the horror and suffering of warfare. He points out that historically this assumption is flawed in that past technological advances, from gunpowder weapons to bombers, have only made warfare more--not less--bloody. With a relentless logic, Colonel Dunlap takes to task those who say that the Revolution in Military Affairs has the potential to make war less bloody. He covers the technological landscape from precision-guided munitions and Information Warfare to the use of space for military operations to raise issues that could pose difficult ethical, …

Lack Of Time-Delay Robustness For Stabilization Of A Structural Acoustics Model, George Avalos, Irena Lasiecka, Richard Rebarber Jan 1999

Lack Of Time-Delay Robustness For Stabilization Of A Structural Acoustics Model, George Avalos, Irena Lasiecka, Richard Rebarber

Department of Mathematics: Faculty Publications

In this paper we consider a natural robustness question for a model for structural acoustics. This model, which has been of great interest in recent years, is represented by a wave equation in R^2 coupled to a Kelvin--Voigt beam; the coupling is natural physically, and is represented mathematically by highly unbounded operators. We assume that the observation consists of point evaluation of the beam position, the beam velocity, and the wave velocity. We are interested in the effect of arbitrarily small delays in the feedback loop on a controller that uses these observations. We show that it is not possible …

A Synthesis For Testability Scheme For Finite State Machines Using Clock Control, Kent L. Einspahr, Shashank K. Mehta, Sharad C. Seth Jan 1999

A Synthesis For Testability Scheme For Finite State Machines Using Clock Control, Kent L. Einspahr, Shashank K. Mehta, Sharad C. Seth

School of Computing: Faculty Publications

A new method is proposed for improving the testability of a finite state machine (FSM) during its synthesis. The method exploits clock control to enhance the controllability and observability of machine states. With clock control it is possible to add new state transitions during testing. Therefore, it is easier to navigate between states in the resulting test machine. Unlike prior work, where clock control is added to the circuit as a postdesign step, here, clock control is considered in conjunction with a symbolic scheme for encoding the states of the FSM. The encoding is shown to result in significant reductions …

A Dual Encryption Protocol For Scalable Secure Multicasting, Lakshminath R. Dondeti, Sarit Mukherjee, Ashok K. Samal Jan 1999

A Dual Encryption Protocol For Scalable Secure Multicasting, Lakshminath R. Dondeti, Sarit Mukherjee, Ashok K. Samal

School of Computing: Conference and Workshop Papers

In this paper we propose a dual encryption protocol for scalable secure multicasting. Multicasting is a scalable solution for group communication. It howevel; poses several unique security problems. We use hierarchical subgrouping to achieve scalability. Third party hosts or members of the multicast group are designated as subgroup managers. They are responsible for secret key distribution and group membership management at the subgroup level. Unlike existing secure multicast protocols, our protocol need not trust the subgroup managers with the distribution of data encryption keys. The dual encryption protocol proposed in this paper distributes encrypted data encryption keys via subgroup managers. …

Routing And Wavelength Assignment (Rwa) With Power Considerations In All- Optical Wavelength-Routed Networks, Maher Ali, Byrav Ramamurthy, Jitender S. Deogun

School of Computing: Conference and Workshop Papers

Routing and wavelength assignment (RWA) is an important problem that arises in wavelength division multiplexed (WDM) optical networks. Previous studies have solved many variations of this problem under the assumption of perfect conditions regarding the power of a signal. In this paper, we investigate this problem while allowing for degradation of routed signals by components such as taps, multiplexers, and fiber links. We assume that optical amplifiers are preplaced. We investigate the problem of routing the maximum number of connections while maintaining proper power levels. The problem is formulated as a mixed-integer nonlinear program and two-phase hybrid solution approaches employing …

Routing Algorithms For All-Optical Networks With Power Considerations: The Unicast Case, Maher Ali, Byrav Ramamurthy, Jitender S. Deogun Jan 1999

Routing Algorithms For All-Optical Networks With Power Considerations: The Unicast Case, Maher Ali, Byrav Ramamurthy, Jitender S. Deogun

School of Computing: Conference and Workshop Papers

In this paper, we investigate the problem of routing connections in all-optical networks while allowing for degradation of routed signals by different optical components. To overcome the complexity of the problem, we divide it into two parts. First, we solve the pure RWA problem using fixed routes for every connection. Second, power assignment is accomplished by either using the smallest-gain first (SGF) heuristic or using a genetic algorithm. Numerical examples on a wide variety of networks show that (a) the number of connections established without considering the signal attenuation was most of the time greater than that achievable considering attenuation …

Evaluation Of Stream Depletion Considering Finite Stream Width, Shallow Penetration, And Properties Of Streambed Sediments, Vitaly A. Zlotnik, Huihua Huang, James J. Butler Jr. Jan 1999

Evaluation Of Stream Depletion Considering Finite Stream Width, Shallow Penetration, And Properties Of Streambed Sediments, Vitaly A. Zlotnik, Huihua Huang, James J. Butler Jr.

Department of Earth and Atmospheric Sciences: Faculty Publications

Commonly used methods for estimation of pumping-induced stream depletion are based on a series of idealistic assumptions about the stream-aquifer interface. In many cases, however, these assumptions are not consistent with field conditions. In order to obtain stream-depletion estimates that are based on assumptions more appropriate for conditions often faced in the field, a new analytical model is proposed. This model, which incorporates the effects of finite stream width, shallow stream penetration, and a low permeability streambed, is based on the Dupuit assumptions and a steady-state representation of flow across the streambed. A general solution for stream depletion is developed …

Protecting Communication Departments: Reflections On The Nebraska Experience, Ronald Lee, William J. Seiler Jan 1999

Protecting Communication Departments: Reflections On The Nebraska Experience, Ronald Lee, William J. Seiler

Department of Communication Studies: Faculty Publications

Eight years ago, in the first week of the 1991 fall semester, the Acting Senior Vice Chancellor for Academic Affairs announced a series of vertical budget cuts that included the elimination of the University of Nebraska–Lincoln’s department of Speech Communication (now Communication Studies). Over the next seven months the department fought against the proposed action. In March 1992, the Budget Reduction Review Committee voted against the Vice Chancellor’s recommendation. Later in the month, the Academic Planning Committee also voted to rescind the budget cutting measure.

These actions ended the battle and assured the continuation of the department. In an earlier …
