Letter To The Faa Regarding Modified Standards For Bird Strike Impacts, Paul F. Eschenfelder Mar 1999

Letter To The Faa Regarding Modified Standards For Bird Strike Impacts, Paul F. Eschenfelder

Bird Strike Committee-USA/Canada Joint Annual Meeting: 1st (1999)

The Air Line Pilots Association (ALPA), representing the safety interests of 53,000 professional airline pilots flying for 51 airlines in the United States and Canada, has reviewed the notice of proposed rulemaking (NPRM) in the referenced docket. The NPRM proposes modified standards to which engines are certified with respect to their ability to withstand impacts from birds or similar wildlife hazards. We feel the proposed standard is a step in the right direction, but cannot under any circumstances be considered attainment of a goal. As outlined below, the data used in developing the NPRM has been superseded by more accurate …

The Peculiar Motions Of Early-Type Galaxies In Two Distant Regions -- V. The Mg-- Relation, Age And Metallicity, M. Colless, D. Burstein, R. L. Davies, R. K. Mcmahan, R. P. Saglia, G. Wegner

Dartmouth Scholarship

We have examined the Mg—σ relation for early-type galaxies in the EFAR sample and its dependence on cluster properties. A comprehensive maximum likelihood treatment of the sample selection and measurement errors gives fits to the global Mg—σ relation of Mg b′=0.131 log σ −0.131 and Mg2=0.257 log σ −0.305. The slope of these relations is 25 per cent steeper than that obtained by most other authors owing to the reduced bias of our fitting method. The intrinsic scatter in the global Mg— σ relation is estimated to be 0.016 mag in Mg b′ and 0.023 …

Irrigation Water Balance Fundamentals, Charles M. Burt Mar 1999

Irrigation Water Balance Fundamentals, Charles M. Burt

BioResource and Agricultural Engineering

Water balances are essential for making wise decisions regarding water conservation and water management. The paper defines the essential ingredients of water balances, and distinguishes between farm and district-level balances. An example of a hypothetical district-level balance is provided. The importance of listing confidence intervals is highlighted. Classic errors in water balance determination are noted

Water Balance-Related Performance Indicators For International Projects, Charles M. Burt, Stuart W. Styles Mar 1999

Water Balance-Related Performance Indicators For International Projects, Charles M. Burt, Stuart W. Styles

BioResource and Agricultural Engineering

A unique study to examine the impacts of irrigation project modernization was funded by the Research Committee of the World Bank and managed by the International Program for Technology Research in Irrigation and Drainage (IPTRID). The project examined 16 irrigation projects in 10 developing countries, 15 of which have been partially modernized in some aspects of hardware and/or management. Besides developing specific recommendations for donor agencies interested in irrigation project modernization, this project also accomplished the following: 1. A Rapid Appraisal Process (RAP) was developed to quickly (within a week) evaluate an irrigation project to assess what type of modernization …

Surficial Slip Distribution On The Central Emerson Fault During The June 28, 1992, Landers Earthquake, California, Sally F. Mcgill, Charles M. Rubin Mar 1999

Surficial Slip Distribution On The Central Emerson Fault During The June 28, 1992, Landers Earthquake, California, Sally F. Mcgill, Charles M. Rubin

All Faculty Scholarship for the College of the Sciences

We present the results of our mapping of a 5.6‐km length of the central Emerson fault that ruptured during the 1992 Landers earthquake in the southwestern Mojave Desert, California. The right‐lateral slip along this portion of the rupture varied from about 150 to 530 cm along the main rupture zone. In some locations a total of up to 110 cm of additional right‐lateral slip occurred on secondary faults up to 1.7 km away from the main rupture zone. Other secondary faults carried up to several tens of centimeters of left‐lateral or thrust displacement. The maximum net vertical displacement was 175 …

Renormalized Effective Qcd Hamiltonian: Gluonic Sector, David G. Robertson, E.S. Swanson, A.P. Szczepaniak, C.R. Ji, S.R. Cotanch Mar 1999

Renormalized Effective Qcd Hamiltonian: Gluonic Sector, David G. Robertson, E.S. Swanson, A.P. Szczepaniak, C.R. Ji, S.R. Cotanch

Physics Faculty Scholarship

Extending previous QCD Hamiltonian studies, we present a new renormalization procedure which generates an effective Hamiltonian for the gluon sector. The formulation is in the Coulomb gauge where the QCD Hamiltonian is renormalizable and the Gribov problem can be resolved. We utilize elements of the Głazek and Wilson regularization method but now introduce a continuous cut-off procedure which eliminates non-local counterterms. The effective Hamiltonian is then derived to second order in the strong coupling constant. The resulting renormalized Hamiltonian provides a realistic starting point for approximate many-body calculations of hadronic properties for systems with explicit gluon degrees of freedom.
