TRIBAL GAMING. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends Constitution to exempt gaming activities and facilities operated on Indian lands according to federal law from prohibition against lotteries and casino gambling. Authorizes tribal gaming to include specified card games, lottery games, slot machines, and other games if later authorized by Legislature. Reenacts 1998 initiative measure (Proposition 5) that mandates specific tribal-state gaming compact terms and conditions. Future restriction of gaming on Indian lands subject to voter approval. Declares this measure and ballot referendum related to tribal gaming do not conflict and, if both approved, should be reconciled to greatest possible extent. …

But many realized that the Act—which guaranteed 12 weeks unpaid leave for employees of large businesses—was only a cautious first step. The US continues to lag far behind most other nations in providing paid time off for employees needing to care for family members or their own non-work-related illnesses.
States have begun to examine ways to expand both federal and state family and medical leave policies to make them accessible to more workers. State Temporary Disability Insurance …

Access To Home Health Services Under Medicare's Interim Payment System, Nora Super
Access To Home Health Services Under Medicare's Interim Payment System, Nora Super
National Health Policy Forum
This issue brief explores the impact of the interim payment system (IPS) for home health agencies established under the Balanced Budget Act of 1997 (BBA). IPS was intended to constrain program outlays by imposing limits on spending per beneficiary and spending per visit in the existing cost-based reimbursement system. This issue brief examines the impact of the IPS on access to home health care, including home health agencies' responses to the payment system and its impact on provider availability and, ultimately, access to care for the sickest or most expensive populations
