Afn Implementation Study: Proposals To The United States Congress To Implement Recommendations Of The Alaska Natives Commission Pursuant To P.L. 104-270, Victor Fischer, Pete Spivey Apr 1999

Afn Implementation Study: Proposals To The United States Congress To Implement Recommendations Of The Alaska Natives Commission Pursuant To P.L. 104-270, Victor Fischer, Pete Spivey

ISER Reports

The AFN Implementation Project is part of a continuum of reports highlighting the critical situation of Alaska Natives and proposing actions to address problems. Each report, each hearing, each resolution, each act is built on what came before and is a step toward resolving problems and meeting the aspirations of Alaska's Native peoples. The AFN process found that although most previously identified social, cultural, and economic problems persist, progress is being made. Innovations are coming about in areas of self-governance, education, delivery of health and other services, and other endeavors. Such progress has come about through both the efforts of Alaska …

Demographic And Social Consequences Of Oil And Gas Development In Siberia, 1960s-Early 1990s, Eugene V. Logunov Apr 1999

Demographic And Social Consequences Of Oil And Gas Development In Siberia, 1960s-Early 1990s, Eugene V. Logunov

Arctic and Northern Studies

The main goal of this thesis is to study the demographic and social consequences of rapid oil and gas development in Siberia, to show the experience of solving or failing to solve of wide range of social and cultural issues, and to sum up the results of both the economic impact on the social-cultural processes and the social impact on industrial production. In three decades, the number of new settlers in the Tyumen province was no less than 2,000,000 people. Such a pace of settling previously uninhabited territories with extreme environmental conditions had never occurred before in world practice. This …

Fatigue Behavior Of Conventional And Rubberized Asphalt Mixes, Stephan K. Saboundjian Apr 1999

Fatigue Behavior Of Conventional And Rubberized Asphalt Mixes, Stephan K. Saboundjian

Engineering

One of the main distress modes of flexible pavements is the fatigue cracking of the asphalt concrete surface layer. The addition of crumb-rubber modifier (CRM), obtained from scrap tires, to asphalt-aggregate mixtures has shown promise in enhancing their fatigue behavior. In this study, conventional unmodified and CRM modified asphalt-aggregate mixtures are evaluated in terms of their fatigue behavior. Controlled-strain flexural beam fatigue tests are conducted in the laboratory over a wide range of temperatures. Experimental results are compared in terms of flexural, tensile and compressive stiffnesses, phase angle, fatigue life and cumulative dissipated energy. Results showed that CRM mixes are …

New Instrumentation For The Detection Of Sulfur Dioxide In The Remote Atmosphere, Dennis Keith Nicks Apr 1999

New Instrumentation For The Detection Of Sulfur Dioxide In The Remote Atmosphere, Dennis Keith Nicks

Chemistry and Biochemistry

Sulfur gases are an important chemical component of the atmosphere. Gaseous sulfur compounds effect the acidity of rainwater and are important precursors to aerosol particles which affect public health, climate and visibility of scenic vistas such as the Grand Canyon. Sulfate aerosols are also known to participate in ozone catalysis in the stratosphere. A vast majority of the gaseous sulfur cycling through the atmosphere will exist as sulfur dioxide (SO2) at some time during its atmospheric lifetime. Since SO 2 is a primary component of the atmospheric sulfur cycle, quality measurements of this gas are important to understanding the cycling …

Institutional Structure And The Optimal Level Of Lying, Rodney F. Hiser Apr 1999

Institutional Structure And The Optimal Level Of Lying, Rodney F. Hiser

Economics

This study is an interdisciplinary comparative analysis of two institutional structures and their relation to lying. The author examines institutional structure through an institutional continuum with contrasting ideal-types at opposing ends. These ideal-types are the "private property order" and the "bureau." The author models lying as a benefit-cost analysis and examines lying through a two-person model of society called the "information relation." Using the information relation, he shows the problem of lying is an agency problem between the informer and the informee. In two separate analyses, the author evaluates the ideal-types' tendencies to either allow or hinder lying. In the …

Climate Change And Alaska's Forests: People, Problems, And Policies, Roger Burnside, Glenn Juday, Matthew Berman Apr 1999

Climate Change And Alaska's Forests: People, Problems, And Policies, Roger Burnside, Glenn Juday, Matthew Berman

ISER Reports

Forests cover over one-third of the total land area of Alaska, and forests border the communities in which about 90 percent of Alaska’s residents make their homes. Climate change has begun to affect the growth and condition of these forests (Juday et al. 1998). Plausible amounts of additional climate change would likely change both the extent and the character of Alaska’s forests (Juday et al. 1998). Alaska residents and public officials would face significant challenges in coping with hypothesized global change effects in its forests. Forest managers face the dilemma of being required to implement often irreversible plans that influence …

Cross Cultural Issues In Village Administration: Observations On Water And Sanitation Operations And Management In Western Alaska, Sharman Haley, Taylor Brelsford Apr 1999

Cross Cultural Issues In Village Administration: Observations On Water And Sanitation Operations And Management In Western Alaska, Sharman Haley, Taylor Brelsford

ISER Reports

The villages of Western Alaska are in various stages of transition from hauling water and human waste by hand, to technologically sophisticated Arctic design piped systems. The transition involves not only technological change and adaptation, but also the development of new institutions and work relations appropriate to the administration and management of complex systems. The implicit norms of these new institutional relations and culture of work are based in Anglo-Saxon Protestant culture; in very many respects these norms are alien to traditional Yup'ik Eskimo people. Bi-cultural Natives are in a unique position to meet these challenges and facilitate the transition …

Safe Landing: Charting A Flight Path Through The Clouds, Scott Goldsmith Apr 1999

Safe Landing: Charting A Flight Path Through The Clouds, Scott Goldsmith

ISER Reports

Everybody’s got an idea about where to find the roughly $1 billion we’ll need to balance the state budget every year from now on. It’s hard to evaluate these proposals, because the budget is complicated—and it’s hard to imagine how much $1 billion really is. This paper looks first at why some popular ideas can’t raise $1 billion a year, although they can certainly help. Then, in the foldout, we try to help Alaskans see through the clouds obscuring the “Safe Landing” strategy, which we first talked about in 1992. This strategy says that dealing with such a big deficit …

Achieving Alaska Native Self-Governance: Toward Implementation Of The Alaska Natives Commission Report, Victor Fischer, Thomas Morehouse, Stephen Cornell, Jonathon Taylor, Kenneth Grant Apr 1999

Achieving Alaska Native Self-Governance: Toward Implementation Of The Alaska Natives Commission Report, Victor Fischer, Thomas Morehouse, Stephen Cornell, Jonathon Taylor, Kenneth Grant

ISER Reports

Renewed attention recently has been focused on Alaska’s Native communities. News accounts, government reports, and academic studies make it clear that Native communities continue to struggle with serious socioeconomic problems despite extensive federal and state programs designed to address them. The public debates arising out of the U. S. Supreme Court’s decision in the Venetie case, the formation of the governor’s Rural Governance Commission (not to mention previous commissions), and continuing subsistence conflicts highlight unresolved questions about what Native, state, and federal institutions should do to address the problems of village Alaska. Finally, the recent Alaska Inter-Tribal Council (AITC)-Rural Alaska …

Kids Count Alaska 1998-1999, Norman Dinges, Claudia Lampman, Shawna Ragan Apr 1999

Kids Count Alaska 1998-1999, Norman Dinges, Claudia Lampman, Shawna Ragan

ISER Reports

How are Alaska’s children doing at the end of the twentieth century? Many are doing just fine—growing up healthy and safe. But others are not so fortunate. They live in poverty; they grow up without their fathers; they drop out of school; they have babies when they are children themselves. Too many—and even one is too many—die accidentally or intentionally. To help Alaska’s children, policymakers and others need reliable information about conditions affecting children. In the past decade or so, scientists have discovered that babies are born with the raw materials for brain development—about 100 million brain cells—but that most …

Alaska Wood Products Industry - 1998 Sawmill Survey, Alexandra Hill

ISER Reports

This report is part of the proceeding from the USDA sponsored Alaska Value-Added Forest Products Workshop held in Sitka, Alaska in September 1999. In 1998, the Forest Service, University of Alaska Cooperative Extension Service, and the Alaska Department of Commerce jointly funded a survey of Alaska sawmills, which was conducted by the Institute of Social and Economic Research (!SER) at the University of Alaska Anchorage. This paper discusses the survey and its results. The 1998 survey covered mill capacity, employment, total production, production by type of product and export or domestic sale, log consumption by species and original timber ownership, …

Blood Organochlorines, Immune Function And Health Of Free-Ranging Northern Fur Seal Pups (Callorhinus Ursinus), Kimberlee Beth Beckmen Apr 1999

Blood Organochlorines, Immune Function And Health Of Free-Ranging Northern Fur Seal Pups (Callorhinus Ursinus), Kimberlee Beth Beckmen

Biological Sciences

This study examined organochlorine (OC) contaminant levels in blood and milk along with immune function and health of northern fur seals ( Callorhinus ursinus) from St. George Island, Alaska. This portion of the Pribilof Islands breeding stock has undergone a long-term decline between 4 and 6% per year for unknown reasons. To examine the possible role of neonatal OC exposure on health, two cohorts of pups (69 total) and 33 matched periparturient dams were captured for blood and milk sample collection. From the second cohort of 49 neonates, 43 were re-sampled 29 to 51 days later. OCs were extracted from …
