Restricting Application Of Three Strikes Law To Violent And Serious Felonies.

RESTRICTING APPLICATION OF THREE STRIKES LAW TO VIOLENT AND SERIOUS FELONIES. INITIATIVE STATUTE. Amends "Three Strikes" law to require mandatory increased sentences only when current conviction is for serious or violent felony such as rape, robbery or burglary. Provides that only prior convictions for serious or violent felonies will qualify for second and third "strike" sentence enhancements. Requires re-sentencing within 180 days of enactment for persons currently sentenced pursuant to "Three Strikes" law if offense for which they were sentenced or prior convictions used to increase their sentences do not qualify under this measure as serious or violent felonies. Amends Constitution to require Department of Justice to verify identity of applicants for driver's licenses or state or local public benefits; require providers of public benefits to verify lawfulness of applicant's presence in the United States; preclude state or local public benefits for any alien classified ineligible under federal law; require sponsors to reimburse state or local government for benefits paid to a sponsored alien; require schools to determine lawfulness of pupils' presence in the United States; require state and local agents and agencies to report suspected violations of immigration laws to federal authorities. IDENTITY THEFT. DISCLOSURE OF PERSONAL INFORMATION ABOUT VICTIMS. INITIATIVE STATUTE. Provides that anyone who discloses personal information about victims of identity theft is guilty of a crime. Organizations that disclose personal information to felons resulting in identity theft are liable for damages. Requires organizations with financial information to develop procedures to prevent such disclosure. Organizations that disclose personal information to parties for direct marketing are required to inform victims of their legal rights and source of information. Allows identity theft victims to request nondisclosure of personal information to parties engaging in direct marketing. Requires state agency to issue model guidelines. …

CALIFORNIA TOBACCO LITIGATION SETTLEMENT FUNDS. RESTRICTING USE TO DESIGNATED HEALTH PROGRAMS. INITIATIVE STATUTE. Creates the "Tobacco Settlement Fund" in State Treasury and, effective 1/1/2001, requires deposit in that Fund of California's share of monies received from the 1998 national tobacco litigation settlement. Further provides that 20% of the annual amount received shall be appropriated to tobacco use cessation programs, 60% to expand access to health care services, and 20% to a grant program administered by the State Department of Health Services for the purpose of expanding programs of primary care clinics, with designated portion for tobacco prevention and cessation programs. …

Structure And Function Analysis Of Lin-14, A Temporal Regulator Of Postembryonic Developmental Events In Caenorhabditis Elegans, Yang Hong, Rosalind C. Lee, Victor Ambros

During postembryonic development of Caenorhabditis elegans, the heterochronic gene lin-14 controls the timing of developmental events in diverse cell types. Three alternativelin-14 transcripts are predicted to encode isoforms of a novel nuclear protein that differ in their amino-terminal domains. In this paper, we report that the alternative amino-terminal domains of LIN-14 are dispensable and that a carboxy-terminal region within exons 9 to 13 is necessary and sufficient for in vivo LIN-14 function. A transgene capable of expressing only one of the three alternativelin-14 gene products rescues a lin-14 null mutation and is developmentally regulated by lin-4. …

Adolescent Substance Use And Adult Health Status, Ryan E. Spohn, Howard B. Kaplan

Criminology and Criminal Justice Faculty Publications

The intuitively appealing hypothesized relationship between drug use and physical health status is reexamined critically in a longitudinal perspective. Individuals who were first surveyed in Houston junior high schools in 1971 are followed up through personal interviews in the fourth decade of life. In addition to focusing on the baseline effect of drug use on health, we include latent constructs reflecting deviance and psychological maladjustment as theoretically relevant antecedent and mediating variables. Using structural equation models, we found a positive, significant relationship between adolescent substance use and poor physical health in adulthood. Chemistry Faculty Publications

Oxidative stress markers as well as high concentrations of copper are found in the vicinity of Aβ amyloid deposits in Alzheimer's disease. The neurotoxicity of Aβ in cell culture has been linked to H2O2generation by an unknown mechanism. We now report that Cu(II) markedly potentiates the neurotoxicity exhibited by Aβ in cell culture. The potentiation of toxicity is greatest for Aβ1–42 > Aβ1–40 ≫ mouse/rat Aβ1–40, corresponding to their relative capacities to reduce Cu(II) to Cu(I), form H2O2 in cell-free assays and to exhibit amyloid pathology. The copper complex of Aβ1–42 has a highly positive formal reduction potential (≈+500–550 mV versus …
