A two-volume encyclopedia obviously cannot cover either the breadth or depth of topics available in much larger works. The more than 250 entries here range from "addiction" to "workers' compensation." All relate to rural America, though some fail to provide distinctly rural views because of the narrowing of the nation's rural and urban cultures.
The entries can be categorized as agricultural, human, socioeconomic, resource, technological, and institutional. Some fit more than one category. Examples of agricultural entries include "hydroponics," "apiculture," "dairy farming," "dryland farming," and "livestock production." "Ethnicity," "African Americans," "health care," "literacy," and "values of residents" represent human entries. …

Grasslands are integral to the economic health of Canada's rural prairies, making up 30% of the agricultural land base in Canada's three prairie provinces. These grasslands support agriculture, through grazing of livestock, and recreation, such as hunting and ecotourism. These grasslands are also environmentally significant, providing habitat for native plants and animals. The economic and environmental significance of these grasslands should not be undervalued. Economic opportunities and environmental policies and regulations affect the management of these lands. Current issues that may affect how the prairie is used include the: potential species-at-risk legislation, other initiatives for biodiversity enhancement, greenhouse gas regulations …

The transition of air/ground communications, from its present analog structure to a new digital communications architecture, will span a 10-year time frame. Testing to date indicates that the potential for interference from the digital system to the analog system would be critical, especially for General Aviation (GA) aircraft. This type of interference can be described as short, random bursts of noise capable of completely obliterating parts of the voice communication. The subsequent degrading effects on voice radio communications could jeopardize flight safety. Toward Designing The Optimal Total Cavopulmonary Connection: An In Vitro Study, Ann E. Ensley, Patricia Lynch, George P. Chatzimavroudis, Carol Lucas, Shiva Sharma, Ajit P. Yoganathan

Background. Understanding the total cavopulmonary connection (TCPC) hemodynamics may lead to improved surgical procedures which result in a more efficient modified circulation. Reduced energy loss will translate to less work for the single ventricle and although univentricular physiology is complex, this improvement could contribute to improved postoperative outcomes. Therefore to conserve energy, one surgical goal is optimization of the TCPC geometry. In line with this goal, this study investigated whether addition of caval curvature or flaring at the connection conserves energy.
Methods. TCPC models were made varying the curvature of the caval inlet or by flaring the anastomosis. …

Regulatory agencies intervene in risky situations by outlawing practices that impose risks on society or by proscribing practices that reduce risk. Because public resources for enforcing regulation are limited, public policy has recently emphasized maximizing the benefit from enforcement by considering the risk reduction achievable from each intervention. This emphasis requires a shift of resources to monitoring situations in which regulatory violations are most likely, their welfare effects are most serious, and their detection is probable and relatively inexpensive. This article is a risk-based monitoring model applied to the Food and Drug Administration's (FDA) import monitoring program. Although some components …

Wanted Posters, Bulletproof Vests, And The First Amendment: Distinguishing True Threats From Coercive Political Advocacy, Leigh Noffsinger
Washington Law Review
In February 1999, an Oregon jury returned a $107 million verdict for doctors who successfully argued that antiabortion activists' propaganda, in the form of posters and a web site, constituted true threats in violation of federal law. The judge rejected the activists' argument that the First Amendment protected their speech and instructed that if a reasonable person would have foreseen that the communication would be interpreted as threatening, the jury must find in favor of the plaintiffs. This Comment argues that the dichotomy of analysis under two leading U.S. Supreme Court cases has led to conflicting standards that provide insufficient …
