The Internet has demonstrated the ability to empower its users by giving them more accurate information about matters of political, professional, and organizational concerns. While many believe that the Internet will fundamentally change political discourse, others argue that it is just another communications tool among many that may affect how governments function, but it will not affect democratic discourse. The thesis argues that unless some requirements are met, the Internet potential as a new democratic forum will not be fulfilled. Exploration Of Namibian Adolescents’ Sexual Knowledge, Attitudes And Behavior, Shamani-Jeffrey Shikwambi

The purpose of this study was to examine the relationship between sexual knowledge, sexual attitude, and sexual behavior among Namibian adolescents.

Data were collected by using a ~edified version of the Prevention Minimum Evaluation Data Set (PMEDS) instrument. The participants were 45 twelfth graders, of which 23 were females and 22 males.

Analysis of the data included an examination of intercorrelation between sexual knowledge, sexual attitude, and sexual behavior, and an investigation of gender differences among these three variables. Pearson correlations were calculated for each variable and t-tests were run to look for the gender difference. Multiple regression was also …

An Assessment Of The Collective Resources Base Of Florida Community College Library Collections: A Profile With Interpretative Analysis, Anna H. Perrault, John N. Depew, Richard Madaus, Ann Armbrister, Jeannie Dixon

The Florida Community College Assessment Project is the first reported statewide assessment for community college collections using quantitative data extracted from a network information system. The collection analysis is based upon bibliometric data extracted from LINCC, the Library Information Network for Community Colleges, in Florida. The analysis of the aggregated resources base by imprint year shows that the resources of Florida community colleges are significantly out of date with outdated materials prevalent in all major subject divisions including the sciences and health sciences. Beyond The Hero Judge: Institutional Reform Litigation As Litigation, Margo Schlanger

In 1955, in its second decision in Brown v. Board of Education, the Supreme Court suggested that federal courts might be called upon to engage in long-term oversight of once-segregated schools. Through the 1960s, southern resistance pushed federal district and appellate judges to turn that possibility into a reality. The impact of this saga on litigation practice extended beyond school desegregation, and even beyond the struggle for African-American equality; through implementation of Brown, the nation’s litigants, lawyers, and judges grew accustomed both to issuance of permanent injunctions against state and local public institutions, and to extended court oversight of compliance. …

Adoption In The Progressive Era: Preserving, Creating, And Re-Creating Families, Chris Guthrie, Joanna L. Grossman

The history of adoption law and practice has received scant attention from legal scholars and historians. Most of what little scholarship there is focuses on the history of adoption to the mid-nineteenth century, when the first adoption statutes emerged in the United States. Although the enactment of these statutes has been hailed as "an historic moment in the history of Anglo-American family and society" and "the most far-reaching innovation of nineteenth-century custody law," few scholars have made an effort to document the actual operation of adoption law following the enactment of these landmark statutes.

This Article aims to explain the peculiarity involved in the law's redefining children in two contexts in which such redefinitions seem least felicitous. Toward this effort, Part II, following this introductory section, outlines the developing preference within society and within the law for individualism within American families, especially insofar as adults are concerned. Part III considers the depth of social ambivalence about that preference with regard to understandings of children and childhood. A Divided Attention Task To Measure Functional Auditory Comprehension Deficits In Aphasia, Bruce Dewayne Bane

This experiment assessed auditory comprehension in the presence of a divided attention task. Words and nonwords were embedded within the commands of the first subtest of the Revised Token Test (RTT) to comprise the divided attention RTT (dRTT). A statistically significant poor performance was found on the dRTT compared to the RTT. Further, the subjects' performance was found not to change from the beginning to the end of the dRTT suggesting that learning and fatigue were not meaningful variables in their performance. In Reclaiming Social Rights: International and Comparative Perspectives, Paul Hunt, formerly a Visiting Fellow with the Harvard Human Rights Program, now at the University of Waikato, New Zealand, grapples with the historical and political marginalization of social rights, and offers visionary but practical plans for reclaiming them. By "social rights," Hunt means the rights set out in Articles 11- 14 of the International Covenant on Economic, Social and Cultural Rights (ICESCR), including an adequate standard of living, food, shelter, health, and education. Interdependency theory would give caregivers "maximum autonomy, authority, and assistance," in recognition of every child's need for a caregiver and every caregiver's need for support from institutions and other people." Accordingly, the law respecting child visitation would not recognize legal relationships or status. Rather, the central question is whether the claimant for child visitation has "provid[ed] the caretaker child unit with support in a reliable and respectful way, and whether that supportive relationship will continue" into the future. During the academic year 1965-66, at the height of the civil rights movement, the University of Michigan Law School faculty looked around and saw not a single African-American student. The absence of any black students was not, it should hardly need saying, attributable to a policy of purposeful exclusion. A black student graduated from the Law School as early as 1870, and in the intervening years a continuous flow of African-American students, though not a large number, had been admitted and graduated. Some went on to distinguished careers in the law.
