This comment will attempt to address some of the issues surrounding the ISO 14000 standards and also the Eco-Management and Audit Scheme or EMAS standards. Part II of the comment will discuss the evolution and need for international standards such as ISO 14000 and EMAS. Part III will analyze the challenges to successful implementation of ISO and EMAS, particularly concentrating on the problems which may arise from the proliferation of information due to increased EMS audits. This article is concerned with examining the dynamics of trust-building in a pre-intervention context.' Specifically, it will analyse the concept of trustbuilding prior to the ECOWAS humanitarian interventions in Liberia and Sierra Leone, although the general thrust of my argument will no doubt apply to other African interventions.' Humanitarian intervention can be taken to mean: Intervention in a state involving the use of force (U.N. action in Iraq and Somalia or ECOWAS action in Liberia and Sierra Leone) or threat of force (U.N. action in Haiti), where the intervenor deploys armed forces and, at the least, makes clear that it …

The National Environmental Policy Act of 1969 (NEPA) was the first major environmental law in the United States. The statute "was devised to establish a comprehensive national policy which would ... guid[e] federal activity and provid[e] for a coordinated, informed approach toward dealing with environmental problems." Since NEPA's enactment, agencies have been "required to prepare environmental analyses, with input from the state and local governments, Indian tribes, the public, and other federal agencies, when considering a proposal for a major federal action." Due to conflicting lower court judgments on the propriety of prayer at public school graduation ceremonies, this question will return to the Supreme Court. This article is divided into three major sections. Part I briefly recites the history of the Establishment Clause and education. Part II examines case law relevant to prayer at public school graduation ceremonies. This section begins with a brief examination of the cases prior to Lee. We are--almost all--born into families, born into relationship. Like Mary Ann Evans, I was born a little sister--but had I encountered her "Brother and Sister" sonnets at twelve, I might have thrown the book across the room. George Eliot's fantasy of a perfected brother-sister relationship in these sonnets rings hollow and yet resonates profoundly with me. This paper presents an overview of observational and fish sampling tech­niques for investigating fish lesions, morbidity and mortality. These sam­pling techniques and investigations are much like detective work and require attention to detail, common sense, technical proficiency and experience. To solve the mystery of a fish kill, the investigator must use available evidence and clues to piece together a series of events that often have long since passed. Virginia's Pfiesteria Monitoring Program: Water Quality, Roger K. Everton, Wick T. Harlan, Jonathan W. Priest, Mark S. Alling

During the summer and early fall of 1998, 34 estuarine stations in Virginia were sampled for Pfiesteria like organisms (PLOs) and associated water quality conditions. Stations were sampled either bimonthly (20 stations) or monthly (14 stations) from June to October 1998. At each station, a set of live and Lugol' s preserved samples were collected for presumptive counts of PLOs and water quality conditions were determined. Water quality parame­ters measured included standard field parameters, nutrients (total, dissolved, and particulate), chlorophyll a, and conventional water quality indicators. From the Introduction:

Estuary-Associated Syndrome (EAS) is the name given to a potential illness characterized primarily by changes in an individual's cognitive abilities, including acute onset of memory loss or the sudden inability to solve simple problems. Other possible signs of illness include respiratory symptoms, skin rash, or gastrointestinal distress. This illness appears to arise following exposure to toxin produced by Pfiesteria piscicida, or other toxic dinoflagellates, that resides in estuary waters.

Monitoring Results For Pfiesteria Piscidida And Pfiesteria-Like Organisms From Virginia Waters In 1998, Harold G. Marshall, David W. Seaborn, Jennifer Wolny

Results of an extensive 1998 monitoring program for the presence of Pfiesteria-like organisms (PLO) in Virginia estuaries indicate these dinoflagellates are widely distributed in both the water column, and as cysts in the sediment, however Pfiesteria piscicida was not detected at this time. The highest concentrations of PLO were in estuaries along the Virginia shore line of the Potomac River, and in western Chesapeake Bay estuaries from the Little Wicomico River to the Rappahannock River. The most common PLO included Cryptoperidiniopsis sp. and Gymnodinium galatheanum. The lowest PLO concentrations were at ocean side locations. PLO were also …

Growth And Feeding Studies On The Algal Feeding Stage Of A Pfiesteria-Like Dinoflagellate, David W. Seaborn, A. Michelle Seaborn, William M. Dunstan, Harold G. Marshall

The dinoflagellate Cryptoperidiniopsis sp. was isolated from sediment samples taken from Virginia estuaries, and established in culture for subsequent growth and feeding studies. The maximum abundance, or yield, of Cryptoperidiniopsis is exponentially related to the concentration of algal prey and is saturated at about 4.00 X 105 mL-1. Salinity from 10-20 ppt and temperature between 15-25 C have no effect on the yield of this form of Cryptoperidiniopsis. Light intensity has a secondary effect in that the algal prey reproduces more quickly in higher light as they are being grazed. Growth rates of Cryptoperidiniopsis were …

An Analysis Of Physicians' Reluctance To Follow Terminally Ill Patients' Advance Directives, Norma Poirier

Harold L. Hodgkinson Award for Outstanding Dissertation

This explanatory study examined the reasons why physicians have difficulty respecting the wishes of terminally ill patients who refuse treatment. Consistent with the relevant literature, three alternative explanations were hypothesized in answering the question: fear of litigation, religious beliefs, and medical professional values.

Evidence was gathered from three different sources. Semistructured interviews were carried out with 24 emergency physicians from the Moncton Area in the Canadian province of New Brunswick and submitted to both quantitative and qualitative content analysis. Nineteen cases of terminally ill patients whose wishes not to be treated were not respected were collected and submitted to content …

Investigation On Changes In Physical And Chemical Properties Of Palm Kernel Oil During Hydrogenation, İhsan Karabulut, Muammer Kayahan

Turkish Journal of Agriculture and Forestry

Palm kernel oil was hydrogenated discontinuously for a period of 100 min at 165°C and 2,5 atm in the presence of nickel catalyst (%0,18). The changes in iodine number, fatty acid composition, trans fatty acid content and solid fat content during the hydrogenation were investigated for samples taken at 10 min intervals. According to the findings, while iodine number was gradually decreased during the reaction, trans fatty acid content increased significantly. Reaction conditions had increased effect on stearic acid formation from monoens. Trans fatty acid and total saturated fatty acid amounts increased proportionally with increase in SFC values.
