Evaluation Of A Continuous Performance Test., Sandi Louise Spera

Continuous performance tests are frequently used to measure attention and impulsivity in children and adults. These instruments are particularly popular for assessing Attention Deficit Hyperactivity Disorder. The ecological validity of continuous performance tests has not yet been established as acceptable (Barkley, 1991). Additionally, questions remain regarding the diagnostic utility of these instruments. This study examined the ecological validity and diagnostic utility of the Conners' Continuous Performance Test (CPT; Conners, 1995). Specifically, the relationship between CPT scores and behavior in a classroom setting was investigated. The Winter 1999 issue of the Alaska Justice Forum presents Alaska and U.S. figures on correctional populations over an eleven-year period from 1988 to 1998, during which time Alaska's prison population grew by 57 percent and its rate of incarceration grew by 18 percent, while the overall state population grew by only 16 percent. The Bureau of Justice Statistics reports that over 570,000 of the nation's prisoners (51%) reported the use of alcohol or drugs while committing their offense. Uniform Crime Reports statistics show that the overall rate of reported crime in Alaska grew by 7 percent from 1988 through …

Part I of this Article scrutinizes the current definition of genocide in view of its theoretical circumscription in the Genocide Convention and with special reference to the judgment of the International Criminal Tribunal for Rwanda in Prosecutor v. Akayesu. Part II considers the validity and the application of the principle of universal jurisdiction to the crime of genocide, and the consequent duty of states to bring perpetrators of genocide to justice. The Effects Of Deregulation On Competition: The Experience Of The United States, Richard A. Posner

Most economists agree that the net effect of the deregulation movement in the United States has been to increase efficiency, with resulting increases in consumer welfare. Because deregulation contemplates the substitution of competition for regulation as the “regulator” of the deregulated markets, deregulation increases the importance of antitrust law as a means of preventing unregulated firms from eliminating competition among themselves by mergers or price-fixing agreements. This is a particularly important point to remind Europeans, in view of the fact that historically antitrust has played a smaller role in European than U.S. law. Medical Radiation Exposures For Diagnostic Radiology In Malaysia, K.H. Ng, B.J.J. Abdullah, S. Sivalingam

The medical radiation usage for diagnostic radiology in Malaysia (a Level II country) for 1990-1994 is reported, enabling a comparison to be made for the first time with the United Nations Scientific Committee on the Effects of Atomic Radiation Report. In 1994, the number of physicians, radiologists, x-ray units, and x-ray examinations per 1,000 population was 0.45, 0.005, 0.065, and 183, respectively. (Level I countries had averages of 2.6, 0.072, 0.35, and 860, respectively). In 1994, a total of 3.6 million x-ray examinations were performed; the annual effective dose per capita to the population was 0.05 mSv, and the collective …

In an effort to address the global crisis of HIV/AIDS and to reduce the spread of other sexually transmitted infections (STIs), maternal and child health/family planning (MCH/FP) programs have attempted to integrate the management of STIs into their services. This integration was endorsed at the 1994 International Conference on Population and Development in Cairo. However, as noted in this report, programs have encountered a number of difficulties as they try to effectively manage STIs in an MCH/FP setting. In particular, the effective detection and treatment of STIs has proven difficult among MCH/FP populations. This current study was developed to help …

The biotechnological field of genetic engineering is advancing so rapidly that some scientists predict that within the next decade, technology will be available that will enable people to genetically engineer their offspring. This ability could be used for purposes as diverse as curing a genetic disease or selecting certain "favorable" characteristics for one's progeny.

While there seem to be some potential benefits to such technology, there are specific dangers as well. Throughout the short history of genetic engineering, scientists have found that there are sometimes unanticipated negative effects that arise with genetic manipulation. Espousing colorblindness as the defining feature of the Equal Protection Clause, a bare majority of the Justices of the United States Supreme Court has outlawed almost all race and gender-conscious government programs such as affirmative action, legislative redistricting and school desegregation. The doctrinal foundation of colorblindness is government neutrality. Colorblindness also envisions vigorous enforcement of anti-discrimination laws as the substitute for race-conscious measures to achieve racial equality. However, equal protection neutrality remains amorphous, undefined and structureless, and it often provides a safe harbor for race disadvantaging laws that do not measure up to the Court's standard of invidious discrimination. On March 26,2000, Vladimir Putin was elected president in Russia. He had been Russia's interim president since December 31,1999, when Boris Yeltsin stepped down in a surprising act. Putin was Yeltsin's final prime minister, appointed less than six months prior to becoming acting president.

Putin, as the next president of Russia, will be guided by Russia's 1993 constitution and by Yeltsin's example. This Note examines the process of adoption of the 1993 constitution and the way in which it has been implemented and followed over the last seven years.
