At 16:10 the victim changed roles with his partner and began work. His partner withdrew 30 metres. His partner saw him work with the Schiebel An 19/2 detector, put it down and kneel to prod. Then he put the prodder aside. About 30 seconds later, at 16:20 [ten minutes before work was to stop at 16:30], the victim initiated a PROM-1 mine which "appears to have exploded directly next to his head and chest". He had not told his partner that he had found a mine.

Race Is Dead, Peter O'Brien Apr 1999

Race Is Dead, Peter O'Brien

Political Science Faculty Research

Implied in the work of Marx, Nietzsche and Weber is the declining significance of race in modernity. The field of cultural studies, led by the likes of Edward Said, sees race as constitutive of modern (European) identity. Oddly, however, Said's work is inspired by both Nietzsche's and Marx's thought. I explain this curiosity by arguing that, ironically, scholarly study of racism is actually made possible by its waning significance. Moreover, due to this increasing insignificance, students of racism must exaggerate racism's importance in order to justify their research.

Muir Center Newsletters (1981-2015)

NEWSLETTER c Reconstructing John Mum's First Public Lecture, Sacramento, 1876 by Steve Pauly, Pleasant Hill, California (Editor's Note: In our previous issue, Steve Pauley's article placed John Muir's first public talk in context. Wmere is his re-creation of some sections of the talk.) n the beginning of the long glacial winter, the lofty Sierra seems to have consisted of one vast undulated wave, in which a thousand separate mountains, with their domes and spires, their innumerable canons and lake basins, lay concealed. In the development of these, the Master Builder chose for a tool, not the earthquake nor lightning to …

A Quantitative Method For Estimating Probable Public Costs Of Hurricanes, Michael R. Boswell, Robert E. Deyle, Richard A. Smith, E. Jay Baker Apr 1999

A Quantitative Method For Estimating Probable Public Costs Of Hurricanes, Michael R. Boswell, Robert E. Deyle, Richard A. Smith, E. Jay Baker

City and Regional Planning

A method is presented for estimating probable public costs resulting from damage caused by hurricanes, measured as local government expenditures approved for reimbursement under the Stafford Act Section 406 Public Assistance Program. The method employs a multivariate model developed through multiple regression analysis of an array of independent variables that measure meteorological, socioeconomic, and physical conditions related to the landfall of hurricanes within a local government jurisdiction. From the regression analysis we chose a log–log (base 10) model that explains 74% of the variance in the expenditure data using population and wind speed as predictors. We illustrate application of the …

"Hasn't Anyone Else Done This Right?" A Field Note On The Political Realities And Perceptions In Modifying Kentucky's High Stakes Accountability System, Jane Clark Lindle Apr 1999

"Hasn't Anyone Else Done This Right?" A Field Note On The Political Realities And Perceptions In Modifying Kentucky's High Stakes Accountability System, Jane Clark Lindle

Publications

This paper is a case study of Kentucky's attempt to fix not only failing schools but a failing public school system. It reports on the policy making and implementation conundrums of the debate over Kentucky's high stakes accountability system. As a political policy analysis, the study relies on documents, media reports, and interviews with key players to expand understanding of the issues. The paper reports primary and secondary focus group and interview data from a variety of professional educators and parents. The combined frameworks of political culture and authentic policy perspectives are useful for depicting the story of Kentucky's debate …
