The purpose of this study was to study recreational reading in third, fourth, and fifth grade urban students in a school district in Southeastern Virginia. The widely-used Accelerated Reader (AR) was the tool examined in the promotion of recreational reading. Recreational reading studies have been done on a broad economic spectrum (Advantage Learning Systems, 1997; Paul, 1996; Paul, VanderZee, Rue & Swanson, 1996). A gap in knowledge exists as to whether recreational reading programs, using AR, are effective with the urban elementary students. This research examined current educational practices utilized by administrators and teachers to provide services to students with emotional disturbances in an urban school district in the least restrictive environment. In addition, training needs to improve the delivery of education services to students identified as emotionally disturbed also were identified. Data was gathered through the use of a survey and was expanded through focus group interviews. All schools in the urban school district which provide services to students identified as emotionally disturbed were requested to participate in this research. This two-part study used quasi-experimental research methodologies to analyze and assess students' perceptions of the level of their personal interaction, overall interaction, observed interaction, attitude, satisfaction and direct participation in synchronous computer-based interactive remote instruction (IRI) and two-way audio/one-way video (TELETECHNET) intra-urban distance learning environments. For the first part of this study 101 subjects were measured during a semester of instruction in three 4-week interval observations. In the last several years, there has been a growing demand for mobility to cope with the increasing population. All kinds of transportation have responded to this demand by expanding their networks and introducing new ideas. Rail transportation introduced the idea of high-speed trains and air transportation introduced the idea of high-speed civil transport (HSCT). In this expanding world, the noise legislation is felt to inhibit these plans. Accurate computational methods for noise prediction are in great demand.

Few cases from the October 1997 Supreme Court term received as much public attention as Swidler & Berlin v United States, which held that the attorney-client privilege survives the death of the client in federal criminal proceedings. If one focuses solely on the issue actually decided in the case, that degree of attention is surprising. The issue had not generated a split among the federal circuits, and there were relatively few decisions-federal or state-squarely on point. The Court's holding was thus unlikely to have a major impact on American law; the paucity of prior case law demonstrates that the question …

The First Amendment provides that "Congress shall make no law... abridging.., the right of the people.., to petition the Government for a redress of grievances."1 Unlike the First Amendment's speech, press, and religion clauses, this "Petitions Clause" has not spawned an extensive body of case law or academic commentary. The right to petition has been, in many ways, the First Amendment's poor relation.

THE ESSAYS COLLECTED in this issue of Victorian Literature and Culture seek to introduce Victorianists to some of the many Anglo-Jewish writers of nineteenth-century England. What differentiates this moment in Anglo-Jewish scholarship from most previous considerations is that we do not purport to fill a falsely constructed “void” of Anglo-Jewish literary silence; on the contrary, this collection seeks to amplify the fullness of nineteenth century Anglo-Jewish literary life. The Midas Touch: The Lethal Effect Of Wealth Maximization, Jeanne L. Schroeder

The article critically examines the concept of wealth maximization in law and economics, arguing that it is fundamentally flawed due to its inability to account for the distinction between exchange value and use value. Wealth maximization, rooted in the masculine regime of possession and exchange, represses the feminine act of enjoyment, leading to a paradox where achieving its goal would result in the collapse of the market system. The analysis draws on Lacanian theory to explore the sexual impasse underlying this paradox, suggesting that the pursuit of wealth without consideration for enjoyment is self-destructive and unsustainable.

"This research focused on the analysis and design of rigid retaining walls subjected to earthquakes and considered nonlinear foundation soil properties. The simultaneous sliding and rocking movements of retaining walls were considered. Seven field conditions, including moist, submerged, perched and saturated backfill with a sloping drain, were specified by design codes. A computer program capable of computing displacement using real time history records or equivalent sinusoidal motions was developed. Finally, a dynamic design procedure was proposed for practicing engineers.

"The Southern Fire Clay District of Missouri was intensely mined during the late-1800’s to mid-1900’s for its valuable resource of high refractory clays deposited within Pennsylvanian sinkholes “paleosinks”. Mining operations have produced modifications in the Ozark aquifer, which in effect has possibly increased the instability of this paleokarst terrain and the potential of further environmental impacts to the land. Evidence supporting this hypothesis are: (1) A southerly shift in the regional groundwater divide relative to the topographic divide. Spin-Up In A Tank Induced By A Rotating Bluff Body, R. Daniel Maynes, J. Klewicki, P. Mcmurty

Spin-up of a turbulent flow in a cylindrical tank caused by a rotating bluff body has been investigated using flow visualization, fluid velocity measurements, and hydrodynamic torque measurements. During the spin-up process three distinct temporal regimes exist. These regimes are: (i) a build-up regime where the torque and the tangential velocity fluctuations in the close proximity of the body remain constant; (ii) a decay regime where these quantities decay with power-law relations; and (iii) a mean flow steady state where these values remain relatively constant. The design and fabrication of a micropolarizer array for imaging polarimetry is described for the 3–5-μm-wavelength region. Each micropolarizer consists of a 475-nm-period Mo wire grid in a 16 μm × 16 μm aperture. Interference lithography is used to generate the small grating features through an etch mask layer. Arrays of 256 × 256 micropolarizers at three distinct angular orientations have been fabricated that permit the measurement of the first three Stokes vector components in each pixel of an imaging polarimeter. Microwave radiometers, while traditionally utilized in atmospheric and oceanic studies, can also be used in land surface applications. However, the problem of undesirable atmospheric effects caused by clouds and precipitation must be addressed. In this paper, temporal composite surface brightness images are generated from special sensor microwave/imager (SSM/I) data with the aid of new algorithms to eliminate small-scale distortion caused by clouds or precipitation. Mean, second-highest value, modified maximum average (MMA), and hybrid compositing algorithms are compared. In a data sample of 78.3 pb−1 collected in 1996 and 1997 by the ALEPH detector at centre-of-mass energies from 161 to 184 GeV, invisible decays of a Higgs boson have been searched for in the reaction e+e− → hZ, where the Z can decay into e+e−, µ+µ− or q¯q. No evidence for a signal is found and limits on the production cross section are derived as a function of the Higgs boson mass. These results are combined with those obtained in an update of the analyses of the ALEPH data taken at LEP 1. For a production cross section …

The mass of the W boson is obtained from reconstructed invariant mass distributions in W-pair events. The sample of W pairs is selected from 57 pb−1 collected with the ALEPH detector in 1997 at a centre-of-mass energy of 183 GeV.

The military orders , especially the first, the Order of the Poor Knights of the Temple of Solomon (Knights Templar) played a critical role in the preservation of the Crusader kingdoms in Palestine between 1119 and their fall in 1291. It is generally acknowledged that part of the Templars' success, in both Palestine and Spain, stemmed from their ability to deal with the Muslim enemy in a variety of situations. This naturally involved some assimilation of the Templars into the local culture during the 12th and 13th centuries.
