In 1985, when the FCC began the competitive process of deciding who would be licensed to provide cellular telephone service to Portland, Maine, chaos and irony reigned. Thirteen years later, after a bitter legal battle among local telephone companies, a provider was finally selected. At one point or another, all three branches of government became involved. The license itself changed hands three times during the case and, in essence, three different telephone systems were constructed. Ultimately, the case was decided on the basis of whether the FCC complied with a preexisting federal law, the Paperwork Reduction Act, in adopting the …

Introduction: This study reports information gathered through a web site evaluation of the 35 municipalities in Onondaga County. The results will be included in a report to each municipality. The report rates municipal web sites. It gives a score (on a scale of 1 to 110) for each site and ideas for the improvement of each site. It also provides information on how to develop a web site for those municipalities interested in starting this process

Sampling Weed Spatial Variability On A Fieldwide Scale, Sharon A. Clay, G. Jason Lems, Frank Forcella, Michael M. Ellsbury, C. Gregg Carlson, David E. Clay

Site-specific weed management recommendations require knowledge of weed species, density, and location in the field. This study compared several sampling techniques to estimate weed density and distribution in two 65-ha no-till Zea mays–Glycine max rotation fields in eastern South Dakota. The most common weeds (Setaria viridis, Setaria glauca, Cirsium arvense, Ambrosia artemisiifolia, and Polygonum pensylvanicum) were counted by species in 0.1-m2 areas on a 15- by 30-m (1,352 points in each field) or 30- by 30-m (676 points in each field) grid pattern, and points were georeferenced and data spatially analyzed. Western Australia's wetline fishery potentially includes every licensed fishing boat in the State and encompasses a number of inter-relationships between various boats and commercial fisheries. This study covers the 'wetline' or open access fishery, which encompasses those activities associated with the unrestricted Western Australian fishing boat licence (FBL). The activities associated with this fishery involve any commercial fishing which is not covered by fisheries legislation.

Video and photometric observations of a meteor-triggered “jet” event in association with the occurrence of a sprite were collected during the SPRITES '98 campaign. The event raises interest in the question of possible meteoric triggering of upper atmospheric transients as originally suggested by Muller [1995]. The event consisted of three stages: (1) the observation of a moderately bright meteor, (2) the development of a sprite in the immediate vicinity of the meteor as the meteor reached no lower than ∼70 km altitude, and (3) a slower-forming jet of luminosity that appeared during the late stages of the sprite and propagated …

Several different types of programs have been introduced to translate organizational goals into performance measurement and feedback systems that can be transferred to the shop floor level for employees. An overreaching assumption has been made that there must be subsets of objectives in order to motivate shop floor employees. In the field of human resources, performance management systems have been designed as vehicles for goal translation from top management to lower levels. The total quality management literature introduces hoshin planning as another formula for disseminating goals between layers within the organization.

There have been many breakthroughs in birth control technologies, many of which have been beneficial for women. However, many feminists who advocate reproductive freedom also warn that freedom for some might lead to further oppression for others. The case in point is the practice of tubal ligation in the United States. Conflict theory indicates that the field of medicine is a social structure that is based upon capitalistic ideology and serves to perpetuate inequality. Feminist theory argues that medicine systematically disempowers women and that notions of family are very narrowly defined. This study examined the prevalence of tubal ligation among …

The purpose of this study was to determine the degree of substance use (alcohol, tobacco, and other drugs) among members of the lesbian community. Additionally, the investigator attempted to determine if there was a relationship between negative social identity and low selfesteem that is reflected in higher rates of substance abuse. The data collection method employed in this study was a type of nonprobability sampling procedure referred to as a purposive sample.
