Estate Tax Aggregation Theory: Irs Continues Its Losing Ways, Martin Zern
Estate Tax Aggregation Theory: Irs Continues Its Losing Ways, Martin Zern
Faculty Working Papers and Articles
Sophisticated estate planning encompasses the concept of valuation discounting. Discounting can be accomplished by transferring fractional parts of a property interest, or arranging things so that only a fractional part is owned at death. A minority and/or market discount is claimed for the fractional interest. The IRS has unsuccessfully challenged fractionalization using an "aggregation theory" under which interests of family members in the property are combined into a majority interest, precluding a minority discount. In two 1999 Tax Court cases, the IRS also lost when it attempted to expand its "aggregation theory" to include stock held in a so-called "QTIP" …

Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)
But before telling about this work, I shall describe the structure of the project, which is collaborative in its conception and design. To ensure high quality and productivity, we have concentrated textual editing at the University of Nebraska. My colleague in the English Department, Charles Mignon, has been with the project from its beginning, and Fred Link, former chair of the English Department and director of University of Nebraska Press, joined the project shortly before he retired and has continued with it as a professor emeritus. Both brought editorial expertise to the project, one editing Edward Taylor, the other Restoration …

Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)
I mention this personal encounter because in this volume of letters from Pound to Olivia Rossetti Agresti, mostly written from St. Elizabeths, there is not a single mention of the. conditions under which he was living. He had been confined to the hospital in January 1946 after being adjudged by psychiatrists "eccentric, querulous, and egocentric," and unfit to stand trial for treason as a consequence of broadcasting over Rome radio during the war. For a year, he was housed in a barred cell in the criminal ward, then released to a general ward, and finally, toward the end of his …

"Nearer My Subject To Thee": Twenty Years Of A Documentary Editor's Engagement With Emma Goldman, Candace Falk
Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)
I am honored to be speaking today in the city where, in 1908, the editor of the St.Louis Mirror proclaimed that Emma Goldman was "the daughter of a dream" and that "there was nothing wrong with her gospel except that she was 8,000 years ahead of her age." Here, at the twentieth anniversary of the Association for Documentary Editing, the Women's Interest Network breakfast has become a time to bond in the early morning hours with my sister-editors (and brother-editors, too) and to reflect upon our own experience as women, as documentary editors, as people who have devoted many years …

Nebraska Bird Review
First of all, I want to thank Joel Jorgensen for helping write these reports for the last few years. Joel has decided to spend his limited free time on Records Committee matters; he is currently Chairman. Over the last few years, Joel has made significant contributions to Nebraska ornithology, particularly through his! meticulous counts of shorebirds in the Rainwater Basin.
This season proved interesting in terms of ranges of breeding birds, as discussed in the accounts. See, for example, Little Blue Heron, the dOWitchers. Black-billed Magpie, White-breasted Nuthatch, Sedge Wren, and the towhees. There seems to be an increasing number …

Taxonomic Status Of Bambusaspis Miliaris, B. Robusta, And B. Pseudomiliaris (Hemiptera: Coccoidea: Asterolecaniidae), C. F. Stumpf, P. L. Lambdin
Insecta Mundi
Based on an assessment of 50 morphological characters from 110 specimens of Bambusaspis miliaris (Boisduval 1869), B. robusta (Green 1908), and B. pseudomiliaris (Green 1922) from different geographic regions around the world, we conclude that these specimens represent the same species. Therefore, the taxa B. robusta and B. pseudomiliaris are considered junior subjective synonyms of B. miliaris.

Notes On A New Mealybug (Hemiptera: Coccoidea: Pseudococcidae) Pest In Florida And The Caribbean: The Papaya Mealybug, Paracoccus Marginatus Williams And Granara De Willink, Douglass R. Miller, Douglas J. Williams, Avas B. Hamon
Insecta Mundi
Paracoccus marginatus Williams and Granara de Willink, here called the papaya mealybug, was first detected in the United States in Hollywood, Florida in 1998. By the end of 1998 it was found in four localities in the state and has since spread to nine localities in five counties. This mealybug appears to have moved through the Caribbean area since its 1994 detection in the Dominican Republic. The pest is reported to cause serious damage to tropical fruit, especially papaya, and has been detected most frequently, in Florida, on hibiscus. It is now known from Antigua, Belize, the British Virgin Islands, …
Book Review: A World Catalogue Of Families And Genera Of Curculionoidea (Insecta: Coleoptera) (Excepting Scolytidae And Platypodidae) By Alonso-Zarazaga, M. A. And C. H. C. Lyal 1999., Charles W. O'Brien
Insecta Mundi
The authors of this superb catalogue deserve accolades for the splendid job they have performed in recording this list of all genus and family group names of all weevils, excluding only Scolytidae and Platypodidae, treated recently by others. Included are 5444 valid genera and 64 1 valid subgenera, with all of their synonyms. The fact that this work covers the World is unique in itself and the accuracy of the spelling and citations make it a pleasure to use. The bibliography includes more than three thousand citations. Type species are cited for all genera, and both type species and genera …
Stability Of Self-Similar Solutions For Van Der Waals Driven Thin Film Rupture, Thomas P. Witelski, Andrew J. Bernoff
Stability Of Self-Similar Solutions For Van Der Waals Driven Thin Film Rupture, Thomas P. Witelski, Andrew J. Bernoff
All HMC Faculty Publications and Research
Recent studies of pinch-off of filaments and rupture in thin films have found infinite sets of first-type similarity solutions. Of these, the dynamically stable similarity solutions produce observable rupture behavior as localized, finite-time singularities in the models of the flow. In this letter we describe a systematic technique for calculating such solutions and determining their linear stability. For the problem of axisymmetric van der Waals driven rupture (recently studied by Zhang and Lister), we identify the unique stable similarity solution for point rupture of a thin film and an alternative mode of singularity formation corresponding to annular “ring rupture.”
Vertical Stratification In Color Complexes Of Ithomiine (Nymphalidae) Butterflies, September 1999, Elizabeth Levitt
Vertical Stratification In Color Complexes Of Ithomiine (Nymphalidae) Butterflies, September 1999, Elizabeth Levitt
Monteverde Institute: Tropical Ecology and Conservation
Ithomiine (Nymphalidae) butterflies are vertically stratified by color pattern in neotropical forests. Each of the five color patterns recognized represents a mimicry complex of several sympatric species. Vertical stratification between color complexes of Ithomiines has been attributed to crypticity and host plant stratification. Here, I study stratification between the clearwing and golden-translucent complexes in Monteverde, Costa Rica. As in other studies, clearwings tend to fly lower than golden-translucents. Host plants do not correspond well to flight heights for these species, however. Within complexes species are also vertically stratified with most similar species tending to separate, possibly to aid in mate …

Cellular/Dendritic Array Tip Morphology During Directional Solidification Of Pb-5.8 Wt Pct Sb Alloy, L. Yu, G. L. Ding, J. Reye, S. N. Ojha, Surendra N. Tewari
Chemical & Biomedical Engineering Faculty Publications
Cellular/dendritic array tip morphology has been examined in directionally solidified and quenched Pb-5.8 wt pet Sb alloy by a serial sectioning and three-dimensional image reconstruction technique. There is a large scatter in the tip radius, the nearest neighbor spacing, and the mushy zone length, even among the immediately neighboring cells and dendrites. This scatter may be caused by the natural convection (in the mushy zone and in the bulk melt at the array tip), which also produces macrosegregation along the length of the directionally solidified samples. Even in the presence of convection, however, the tip radii are observed to be …
A Favorable Legal Environment For Voucher Programs, Mark E. Chopko
A Favorable Legal Environment For Voucher Programs, Mark E. Chopko
Journal of Catholic Education
A pressing legal issue at the close of the millennium is the use of public tax dollars to assist parents, especially lower income parents, with the rising tuition at private schools. The idea of vouchers, as they have been commonly named, has been argued in legal circles for decades. However, the 1990s have seen a particular urgency on this issue as several states have passed legislation implementing pilot programs. This article summarizes the current state of the debate, reviews significant legal cases, and highlights the differences among individual states in their interpretation and application of the law. While maintaining that …
