Parity nonconservation (PNC) was studied in p-wave neutron resonances of 103Rh in the neutron energy range 30 to 490 eV. The helicity dependence of the neutron total cross section of rhodium was determined by capture measurements with the time-of-flight method at the Manuel Lujan Neutron Scattering Center at the Los Alamos National Laboratory. A total of 32 p-wave resonances were studied and statistically significant longitudinal asymmetries were observed for resonances at En=44.5, 110.8, 321.6, and 432.9 eV. A statistical analysis treating the PNC matrix elements as random variables yields a weak spreading widthΓw=(1.42-0.59+1.21 …

Judicial Deference And Sexual Discrimination In The University, Mark Bartholomew Sep 1999

Judicial Deference And Sexual Discrimination In The University, Mark Bartholomew

Buffalo Women's Law Journal

Tenure discrimination plaintiffs confront a judiciary that regularly defers to the administrative judgments of universities. Strangely, however, student plaintiffs suing under Title IX do not confront the same deferential posture. This occurs even when the student plaintiffs are suing their professors over classroom speech and academic freedom is at stake. After presenting the evidence of an asymmetrical application of judicial deference to the university, the Article critiques the Supreme Court’s decision in Gebser v. Lago Vista Independent School District to weaken the remedial powers of Title IX relative to Title VII. The Article then explores the arguments for and against …

A Comparison Of The Transition Of Special Needs Students To Regular Education Students, Anita Burnette Sep 1999

A Comparison Of The Transition Of Special Needs Students To Regular Education Students, Anita Burnette

Masters Theses & Specialist Projects

This study investigated the success of transition from school to community life of special needs students in comparison to a similar population served in regular education. Graduates of a western Kentucky high school over a three year period composed the population for the study- Variables observed were KIRIS test results, economic status, and successful transition as measured by the KIRIS Adult Report to Life. Results indicated special needs students were as successful in the transition process as the population to which they were compared. Results have implications that transition plans and teams are necessary for some regular education students as …

Screen Printing Process Design Of Experiments For Fine Line Printing Of Thick Film Ceramic Substrates, Jianbiao Pan, Gregory L. Tonkay, Alejandro Quintero Sep 1999

Screen Printing Process Design Of Experiments For Fine Line Printing Of Thick Film Ceramic Substrates, Jianbiao Pan, Gregory L. Tonkay, Alejandro Quintero

Industrial and Manufacturing Engineering

Screen printing has been the dominant method of thick film deposition because of its low cost. Many experiments in industry have been done and many models of the printing process have been developed since the 1960's. With a growing need for denser packaging and a drive for higher pin count, screen printing has been refined to yield high resolution prints. However, fine line printing is still considered by industry to be difficult. In order to yield high resolution prints with high first pass yields and manufacturing throughput, the printing process must be controlled stringently.

This paper focuses on investigating the …

Makaira Sp., Cf. M. Nigricans Lacépède, 1802 (Teleostei: Perciformes: Istiophoridae) From The Late Miocene, Panama, And Its Probable Use Of The Panama Seaway, Harry L. Fierstine Sep 1999

Makaira Sp., Cf. M. Nigricans Lacépède, 1802 (Teleostei: Perciformes: Istiophoridae) From The Late Miocene, Panama, And Its Probable Use Of The Panama Seaway, Harry L. Fierstine

Biological Sciences

A nearly complete rostrum (USNM 358534) similar in morphology to the extant bluc marlin, Makaira nigricans Lacepede 1802, is identified from the GaUln Formation (late Miocene, Panama). Identification is based on comparison with a large series of Recent istiophorid species and with fossil species of the genus Makaira. The Gatlin specimen and additional examples from other fossil vertebrates provide evidence that the ancient Panama Seaway probably was a travel route between the Atlantic and Indo-Pacific for large marine vertebrates during the middle Miocene to earliest Pliocene. This is the first record of an istiophorid billfish from the Gatlin Fonnation and …

Groping For Autonomy: The Federal Government And American Hospitals, Robert B. Hackey Sep 1999

Groping For Autonomy: The Federal Government And American Hospitals, Robert B. Hackey

Health Sciences Faculty Publications

This article chronicles the slow but steady emergence of countervailing power in the hospital industry since mid-century. The transformation of American health care policymaking reflects the federal government's growing fiscal obligations as the single largest purchaser of health care. As John Kenneth Galbraith [1956,113] notes, "Power on one side of a market creates both the need for, and the prospect of reward to, the exercise of countervailing power from the other side." The federal government's effort to exercise countervailing power over health care providers shows no sign of abating in the future, for Medicare and Medicaid costs threaten the stability …
