The states of Europe and the European Union are facing one of the greatest challenges since the founding of the European Community in the 1950s. The collapse of the Soviet Union and end of the Cold War have served to strengthen the position of the European Union as a guarantor of democracy, peace, and fundamental human rights in Europe. However, crises such as the Balkan conflicts of recent years have also exposed inherent weaknesses in the Union's ability to respond to the changing international environment. In underwater acoustic communication, (ACOMMs), ocean surface and bottom conditions create multi path propagation's for the transmitted signal that result in Inter symbol Interference (ISI) at the receiver. Generally, Equalization, Diversity IBeam forming, and Channel Coding are three independent techniques that are used to improve received signal quality. Equalization compensates for ISI created by a band-limited, time-dispersive channel through implementation of specialized filtering schemes within the receiver. The coefficients of the equalizer need to be continuously adjusted to compensate for the variability in the channel. Electrical Resistivity Of A Thin Metallic Film, Horacio E. Camblong

Physics and Astronomy

The electrical resistivity of a pure sample of a thin metallic film is found to depend on the boundary conditions. This conclusion is supported by a free-electron model calculation and confirmed by an ab initio relativistic Korringa-Kohn-Rostoker computation. The low-temperature resistivity is found to be zero for a free-standing film (reflecting boundary conditions) but nonzero when the film is sandwiched between two semi-infinite samples of the same material (outgoing boundary conditions). In the latter case, this resistivity scales inversely with the number of monolayers and is due to the background diffusive scattering by a finite lattice.

The demand for a centralized lessons learned database has made it clear that there is value in consolidating the experience derived from the numerous de-mining missions by a variety of teams in a variety of countries. Consequently, the James Madison University Mine Action Information Center developed a methodology for collecting, validating, and distributing lessons-learned within the mine action community.

Going home to the family ranch is a multi-faceted decision to be made following careful analysis of the whole picture. It is important to identify all the players, choose the right timing, define individual roles, and measure what is most valuable. Combined with these factors is the need to establish partnerships with unlikely partners. The plague of urban sprawl threatening every ag enterprise in the nation makes it continually important that we in the beef industry establish a positive relationship with those not associated with ag. Most cattlemen agree that instrument technology, combined with mechanisms to trace livestock through the processing chain, would assist in developing a true "value- or qualitybased" marketing system--where economic signals are transmitted across the entire production chain so that customer preferences are communicated to producers. Tatum et al. Over the past couple of decades, the beef cattle industry has become a confusing place to exist. Messages have been conveyed to producers at a fast and furious pace. This would not be a problem if these messages were consistent and if they were compatible with each other, yet this is far from the real situation. Daryl Tatum has been known to occasionally coin the term to describe confusion as “someone being lost in his/her own fog”. Unfortunately, this verbage very accurately describes the beef cattle production environment of the 1990s.
