Zbroker: A Query Routing Broker For Z39.50 Databases, Yong Lin, Jian Xu, Ee Peng Lim, Wee-Keong Ng

Research Collection School Of Computing and Information Systems

A query routing broker is a software agent that determines from a large set of accessing information sources the ones most relevant to a user's information need. As the number of information sources on the Internet increases dramatically, future users will have to rely on query routing brokers to decide a small number of information sources to query without incurring too much query processing overheads. In this paper, we describe a query routing broker known as ZBroker developed for bibliographic database servers that support the Z39.50 protocol. ZBroker samples the content of each bibliographic database by using training queries and …

Ethnic Variability In The Treatment Of Pain, Rafael A. Ortega, Benjamin A. Youdelman, Richard C. Havel Nov 1999

Ethnic Variability In The Treatment Of Pain, Rafael A. Ortega, Benjamin A. Youdelman, Richard C. Havel

Department of Surgery Faculty Papers

Ethnicity has been shown to be an important determinant of behavior during illness, particularly when a painful condition is present. Studies have shown that pain may be undertreated among different ethnic groups of patients. Whereas individual variations in the reaction to pain occur, available data do not support racial and/or ethnic differences in the perception of pain, leaving no justification for this discrepancy in treatment. Regardless of ethnicity, inadequate treatment of pain has been known for some time and has been referred to in recent literature as "oligoanalgesia." Lack of understanding of different ethnic and cultural groups can lead to …

An Elliptic Partial Differential Equation With A Symmetrical Almost Periodic Term, Gregory S. Spradlin Nov 1999

An Elliptic Partial Differential Equation With A Symmetrical Almost Periodic Term, Gregory S. Spradlin

Publications

In [STT], a Hamiltonian system of the form (1.0)− u′′+ u= h (t)∇ F (u) was studied, where h is an almost periodic (defined in a moment) function, and F: RN→ R a “superquadratic” potential. That is, F (q) behaves like q to a power greater than 2, with F (q)/| q| 2→ 0 as| q|→ 0 and F (q)/| q| 2→∞ as| q|→∞. For example, F (q)=| q| p− 1q with p> 1 would qualify. The authors found that (1.0) must have a nonzero solution homoclinic to zero. Since this result, many papers (see [CMN],[R1], and [ACM], for example) …

Reforming The Unbargained Contract: Avoiding Bondholder Claims For Surprise Par Calls, Robert S. Blanc, Randy D. Gordon Nov 1999

Reforming The Unbargained Contract: Avoiding Bondholder Claims For Surprise Par Calls, Robert S. Blanc, Randy D. Gordon

Faculty Scholarship

Until the last couple of decades, interest rates remained relatively stable, thus providing little incentive for corporate borrowers to seek novel ways of redeeming purportedly non-callable bonds at par. But with the advent of junk bonds and periods of great interest rate volatility, issuers have been provided with powerful incentives to explore the relatively uncharted waters of par calls. This Article examines the authority for and legality of such par calls and ultimately proposes a redefinition of the issuer-bondholder relationship. This redefinition accounts for the realities of the marketplace and should lead a return to more settled expectations in both …

Whose Who? The Case For A Kantian Right Of Publicity, Alice Haemmerli Nov 1999

Whose Who? The Case For A Kantian Right Of Publicity, Alice Haemmerli

Duke Law Journal

Rapidly developing technological opportunities for unauthorized uses of identity-from "virtual kidnapping" to digitalcasting-coincide with growing demand for a preemptive federal right of publicity that can replace the existing welter of inconsistent state laws. Progress is impeded, however, by intractable doctrinal confusion and academic hostility to the right as allegedly inimical to society's cultural need to manipulate celebrity images. Because the right of publicity is traditionally based on Lockean labor theory and analogized to intellectual property in created works, it is vulnerable to such attacks; to date, no serious attempt has been made to elaborate an alternative philosophical justification that can …

Zoning Speech On The Internet: A Legal And Technical Model, Lawrence Lessig, Paul Resnick Nov 1999

Zoning Speech On The Internet: A Legal And Technical Model, Lawrence Lessig, Paul Resnick

Michigan Law Review

Speech, it is said, divides into three sorts - (1) speech that everyone has a right to (political speech, speech about public affairs); (2) speech that no one has a right to (obscene speech, child porn); and (3) speech that some have a right to but others do not (in the United States, Ginsberg speech, or speech that is "harmful to minors," to which adults have a right but kids do not). Speech-protective regimes, on this view, are those where category (1) speech predominates; speech-repressive regimes are those where categories (2) and (3) prevail. This divide has meaning for speech …

Is The Clean Air Act Unconstitutional?, Cass R. Sunstein Nov 1999

Is The Clean Air Act Unconstitutional?, Cass R. Sunstein

Michigan Law Review

This Article deals with two linked questions. The first involves the future of the Clean Air Act. The particular concern is how the Environmental Protection Agency ("EPA") might be encouraged, with help from reviewing courts, to issue better ambient air quality standards, and in the process to shift from some of the anachronisms of 1970s environmentalism to a more fruitful approach to environmental protection. The second question involves the role of the nondelegation doctrine in American public law, a doctrine that shows unmistakable signs of revival. I will suggest that improved performance by EPA and agencies in general, operating in …

Winning The Battle, Losing The War?: Judicial Scrutiny Of Prisoners' Statutory Claims Under The Americans With Disabilities Act, Christopher J. Burke

Michigan Law Review

When he was convicted in 1994 of drunken driving, escape, and resisting arrest, Ronald Yeskey was sentenced to serve 18 to 36 months in a Pennsylvania prison. In addition, the judge recommended that Yeskey be sent to a motivational boot camp operated by the state. Upon successful completion of the boot camp program, Yeskey's sentence would then be reduced to six months. Although he eagerly wanted to participate, the prison refused him entrance into the boot camp program because of his history of hypertension, and also denied him admission into an alternative program for the disabled. As a result, he …

Staking Out The Border Between Comandeering And Conditional Preemption: Is The Driver's Privacy Protection Act Constitutional Under The Tenth Amendment?, Rachel F. Preiser Nov 1999

Staking Out The Border Between Comandeering And Conditional Preemption: Is The Driver's Privacy Protection Act Constitutional Under The Tenth Amendment?, Rachel F. Preiser

Michigan Law Review

Congress passed the Driver's Privacy Protection Act of 1994 ("DPPA") in response to state sales of personal information contained in motor vehicle records to individuals and to direct marketing companies who use it to identify select groups of prospective customers for particular products. Thirty-four states sell their department of motor vehicles ("DMV") records to individual citizens and to direct marketers, essentially allowing their unregulated distribution to any party seeking them. This practice of selling and distributing personal information has serious implications for the privacy and safety of individual citizens. In considering the DPP A, Congress dwelt in particular on the …

Investigation Of Image Feature Extraction By A Genetic Algorithm, Steven P. Brumby, James P. Theiler, Simon J. Perkins, Neal R. Harvey, John J. Szymanski, Jeffrey J. Bloch, Melanie Mitchell Nov 1999

Investigation Of Image Feature Extraction By A Genetic Algorithm, Steven P. Brumby, James P. Theiler, Simon J. Perkins, Neal R. Harvey, John J. Szymanski, Jeffrey J. Bloch, Melanie Mitchell

Computer Science Faculty Publications and Presentations

We describe the implementation and performance of a genetic algorithm which generates image feature extraction algorithms for remote sensing applications. We describe our basis set of primitive image operators and present our chromosomal representation of a complete algorithm. Our initial application has been geospatial feature extraction using publicly available multi-spectral aerial-photography data sets. We present the preliminary results of our analysis of the efficiency of the classic genetic operations of crossover and mutation for our application, and discuss our choice of evolutionary control parameters. We exhibit some of our evolved algorithms, and discuss possible avenues for future progress.

Choice Or Commonality: Welfare And Schooling After The End Of Welfare As We Knew It, Martha Minow Nov 1999

Choice Or Commonality: Welfare And Schooling After The End Of Welfare As We Knew It, Martha Minow

Duke Law Journal

Reflecting market rhetoric but also potentially advancing spiritual and religious values, school voucher plans dominate current debates on education reform. These voucher plans would enable parents to use public dollars to select private schools, including parochial ones, for their children. Moreover, the recent federal welfare reform includes the "charitable choice" provision, which enables states to issue vouchers to individuals who can redeem them for services and aid from private, including religious, entities. In this Article, Professor Minow predicts that constitutional challenges to these plans under the religion clauses are likely to result in judicial approval of school vouchers and judicial …

A New Numerical Model Of Coupled Inland Ice Sheet, Ice Stream, And Ice Shelf Flow And Its Application To The West Antarctic Ice Sheet, Christina L. Hulbe, D. R. Macayeal Nov 1999

A New Numerical Model Of Coupled Inland Ice Sheet, Ice Stream, And Ice Shelf Flow And Its Application To The West Antarctic Ice Sheet, Christina L. Hulbe, D. R. Macayeal

Geology Faculty Publications and Presentations

We have developed a dynamic/thermodynamic finite element numerical model that couples inland ice sheet, ice stream, and ice shelf dynamics. This new model stands apart from other whole ice sheet models in its explicit treatment of ice stream flow. Additionally, the model accounts for both horizontal and vertical advection and diffusion of temperature in the flowing ice. In present day simulations of the West Antarctic Ice Sheet (WAIS), modeled ice velocity agrees well with observed ice flow. In particular, the model reproduces the pattern of speed variation across ice streams although the continuous downstream speed up of ice flow cannot …

Global CWD Repository

After lunch four of the deminers were tasked to build a bridge over a creek to allow better access to the area being cleared. The remaining deminer and the supervisor cleared a one metre wide lane in order to examine a tripwire that had been spotted outside the working area. When they got close to the tripwire the supervisor took over clearance and worked for 20 minutes. Then he "stood up, turned around and requested two more small pickets to mark his lane". While doing this he "lost his footing" and took a step backwards over his base stick with …
