This initial Action Plan covers the 1995-1999 time frame; thus, substantial progress already has been made in implementing many of the actions contained in the CCMP and some progress has been documented for all of the actions. This combined Action Plan presents a summary of progress made in implementing each of the 41 individual actions contained in the CCMP. In keeping with the flexible management approach advocated in the Plan, partners were not required to comply with rigid reporting guidelines. Research on biodiversity, landscape ecology, grazing management, greenhouse gas effects, control of invasive species, riparian ecology, sustainable development, and related fields is forging a new and broader understanding of the Great Plains and its grassland ecosystems. This research documents dramatic changes that are taking place across the Great Plains and their consequences. Explorers and colonists in the American grasslands viewed the landscape as barren and its people as savage. Both the land and its people needed to be controlled, and this often led to the destruction of both the environment and its inhabitants. Our perception of the landscape influences our actions toward it. As we redefine our perception of the landscape, we act differently toward it. Comparative Ecology Of Bison And Cattle On Mixed-Grass Prairie, Allen Steuter, Lori Hidinger

We study bison (Bos bison) herds that are managed year-long without protein or energy supplements in large mixed prairie pastures in Nebraska, South Dakota, and North Dakota. We also manage cattle (B. taurus) grazing during the growing season in separate, but adjacent pastures. Management reflects the divergent evolution of bison and cattle with their respective human cultures and landscapes. Bison exhibit a stronger preference for the perennial grasses that form the prairie matrix, and they are strongly attracted to open landscapes during the growing season. Cattle include more forbs in their diet, and they use wooded …

The Great Plains consisted of several million square kilometers of native perennial grasslands in the middle of the nineteenth century. Most is still grassland, but on more than half the area native perennials have been replaced by single species annuals harvested for grain. For many of us who live and work in the region, the term grassland is reserved for native perennial grasslands, one of the elements of the current mosaic of land cover types that comprise the contemporary Great Plains. Grasslands are integral to the economic health of Canada's rural prairies, making up 30% of the agricultural land base in Canada's three prairie provinces. These grasslands support agriculture, through grazing of livestock, and recreation, such as hunting and ecotourism. These grasslands are also environmentally significant, providing habitat for native plants and animals. The economic and environmental significance of these grasslands should not be undervalued. Economic opportunities and environmental policies and regulations affect the management of these lands. This is the latest of many efforts over the past century to classify North America's natural, undisturbed biological communities as they existed in pre-agrarian times and in many places continue to exist today. Its authors' stated objective is to integrate existing works into a hierarchical synthesis that can lead to a standardized system for researchers, land managers, conservation groups, and government agencies. The influence of human activities on riparian zone vegetation differs markedly by ecoregion and stream size. Large rivers, dams and water diversions affect ecological processes more than local land uses do. However, for small streams, the reverse is generally true. Examples demonstrating these relationships include studies completed on the Missouri River in North Dakota, the Platte River in Nebraska, and Foster Creek in western South Dakota. On the Missouri River, damming has stopped river meandering and the regeneration of riparian forests in gaps between reservoirs. Ecosystem, species and genetic dimensions of biodiversity have eroded since widespread settlement of the Great Plains. Conversion of native vegetation in the region followed the precipitation gradient, with the greatest conversion in the eastern tallgrass prairie and eastern mixed-grass types. Areas now dominated by intensive land uses are "hot spots" for exotic birds. However, species of all taxa listed as threatened or endangered are well-distributed across the Great Plains. These species are often associated with special landscape features, such as wetlands, rivers, caves, sandhills and prairie dog towns. Quoting extensively from Rachel Carson's monumental Silent Spring, he outlines how balanced her view of pest control and environmental protection has proved to be and adopts that view in developing the thesis of Nature Wars.

Essay: The Great Plains “Wilderness” As A Human-Shaped Environment, Dan Flores

This essay suggests that there is a discrepancy between historical accounts of the "natural" state of the Great Plains by European explorers and the likely strong influence of the North American Indians resident in the area. The preconceived notion of the "Great American Wilderness" appears to have obscured the explorers' perceptions of the many ways in which the indigenous peoples had manipulated and influenced both the vegetation and the abundance of animal life in the Plains. Clearly, this challenge of the "total wilderness" paradigm has major implications for future restorations in the Great Plains.

The transition of air/ground communications, from its present analog structure to a new digital communications architecture, will span a 10-year time frame. Testing to date indicates that the potential for interference from the digital system to the analog system would be critical, especially for General Aviation (GA) aircraft. This type of interference can be described as short, random bursts of noise capable of completely obliterating parts of the voice communication. The subsequent degrading effects on voice radio communications could jeopardize flight safety. This goal is to introduce freshman industrial engineering students to various aspects of industrial engineering and being an engineer. Simulation is one of industry’s most used operations research. Comparative Civilizations Review
Integration is simultaneously an epistemology, psychology, sociology of change and theory of history. It is the theoretical foundation of Sorokin’s general sociology and later works on the crisis of modernity, altruism and social reconstruction. This paper delineates the evolution of the concept from Social and cultural Dynamics to Sorokin’s work at the Harvard Research Center in Creative Altruism. What results from this chain of historical analysis is an integrated conceptual approach to the nature of humanness, knowledge, conflict resolution, and prosocial forms of human organization. A central precept of death penalty jurisprudence is that only the "death worthy" should be condemned, based on a "reasoned moral response" by the sentencing authority. Over the past decade, however, the Supreme Court has distanced itself from its painstaking efforts in the 1970s to calibrate death decision making in the name of fairness. Compelling proof of this shift is manifest in the Court's decisions to permit victim impact evidence in capital trials, and to allow jurors to be instructed that sympathy for capital defendants is not to influence capital decisions. The methods for production of recessed oxygen microelectrodes developed by Whalen, et al. (1967) and improved upon by Linsenmeier, et al. (1987) are dated production methods by the standards of sensor production of the current time. The production process for this type of polarographic oxygen sensing electrode has remained unchanged for over 10 years, and is a time consuming, extremely low-yield process. The goal of this project has been to use the techniques of micromanufacturing available at the Institute for Micromanufacturing at Louisiana Tech University to construct a recessed oxygen microelectrode with a batch process that has higher yield than …

A Comparison Of Student Achievement, Self-Esteem, And Classroom Interactions In Technology -Enriched And Traditional Elementary Classrooms With Low Socioeconomic Students, Michael Shawn Page

The purpose of this study was to compare the attainments of elementary students in technology-enriched classrooms and students in traditional classrooms, while considering performance levels in student achievement, self-esteem, and classroom interactions. Student achievement was measured by the reading and mathematics sections of the Iowa Tests of Basic Skills (ITBS) and the California Achievement Test (CAT). Composite self-esteem, as well as subscale self-esteem levels, was measured by the Coopersmith Self-Esteem Inventories (CSEI), and classroom interaction analysis measurements were conducted using an adaptation of Flanders Interaction Analysis System.

Micro-channel flows have been computed to investigate the influence of Navier-Stokes formulation for the slip-flow boundary condition, and a micro-polar fluid model, respectively.
The results of the slip boundary condition show that the current methodology is valid for slip-flow regime (i.e., for values of Knudsen number less than approximately 0.1). Drag reduction phenomena apparent in some micro-channels can be explained by slip-flow theory. These results are in agreement with some computations and experiments.
An ad hoc micro-polar fluid model is developed to investigate the influence of micro effects, such as micro-gyration, in micro-scale flows. The foundation of the ad hoc …

Wanted Posters, Bulletproof Vests, And The First Amendment: Distinguishing True Threats From Coercive Political Advocacy, Leigh Noffsinger

In February 1999, an Oregon jury returned a $107 million verdict for doctors who successfully argued that antiabortion activists' propaganda, in the form of posters and a web site, constituted true threats in violation of federal law. The judge rejected the activists' argument that the First Amendment protected their speech and instructed that if a reasonable person would have foreseen that the communication would be interpreted as threatening, the jury must find in favor of the plaintiffs.
