It is a long-established principle that presidential impeachment is an appropriate remedy only for “high Crimes and Misdemeanors” of a public nature (with the possible exception of private crimes so heinous that the President “cannot be permitted to remain at large”). The crux of this Essay's argument is that the President's affair with Monica Lewinsky was a private matter that was not rendered “public” simply because Mr. Clinton lied about it. With its vote against removing the President, the Senate seemed to agree.

Segmental Distribution Of Common Synaptic Inputs To Spinal Motoneurons During Fictive Swimming In The Lamprey, James T. Buchanan, Stefan Kasicki
Biological Sciences Faculty Research and Publications
These experiments were designed to measure the degree of shared synaptic inputs coming to pairs of myotomal motoneurons during swimming activity in the isolated spinal cord of the lamprey. In addition, the experiments measured the decrease in the degree of shared synaptic inputs with the distance between the motoneurons to assess the segmental distribution of these shared inputs. Intracellular microelectrode recordings of membrane potential were made simultaneously on pairs of myotomal motoneurons during swimming activity induced with an excitatory amino acid. The swim cycle oscillations of motoneuron membrane potentials were removed with a digital notch filter, thus leaving the fast …

The National Center for Education Statistics (NCES) of the U.S. Department of Education used the Fast Response Survey System (FRSS) to conduct the National Student Service-Learning and Community Service Survey in spring 1999. This is the first survey to provide reliable national estimates of the percentage of public elementary, middle, and high1 schools incorporating service-learning into their course curriculum, as well as providing the most recent data on school engagement in community service.

The number of at-risk youth in California public high schools has steadily increased over the last forty years, challenging school administrators to find I effective educational strategies to help them succeed academically and flourish I as contributing members of society. This need for effective educational options I is compounded by the demands of modern society (California Department of Education 1995) and a 1 percent annual population growth within the state (California Legislative Analyst's Office 1998).

The Dumping Of The New Carissa: An Analysis Of The Emergency Provisions Of The London Convention, Jill S. Murakami

The London Convention prohibits the dumping of hazardous materials into the ocean. This prohibition may, however, be suspended in emergencies. The bow of the M/V New Carissa ("New Carissa "), which contained approximately 135,000 gallons of oil, was dumped into the Pacific Ocean under the emergency provisions of the London Convention. An analysis of the dumping of the New Carissa illustrates the weaknesses of these provisions. As written, the provisions are ambiguous and open to varying interpretations. As a result, nations may use the emergency provisions as loopholes to dump substances that they would otherwise be prohibited from dumping, thereby …
