Ecology Of The Eastern Cottonmouth (Agkistrodon P. Piscivorus) At Back Bay National Wildlife Refuge: A Comparative Study Of Natural And Anthropogenic Marsh Habitats, Chad Lee Cross

Biological Sciences Theses & Dissertations

Mark-recapture sampling and radiotelemetry were used to investigate populations of the eastern cottonmouth, Agkistrodon p. piscivorus, in both natural and anthropogenic marsh habitats at Back Bay National Wildlife Refuge (BBNWR), Virginia Beach, Virginia from autumn 1995 to late spring 1998. Mark-recapture subjects were captured, marked by ventral scale-clipping, and released back into the population. A modified Schnabel Census estimator was used to estimate population sizes and corresponding densities in both marsh systems based on a total of 244 captures of 222 individuals. Most snakes were found >0.05 in from water, but it was apparent that proximity to water played …

Reliability Of The Dynamic Gait Index In Vestibular Disorders, Diane M. Wrisley Jan 1998

Reliability Of The Dynamic Gait Index In Vestibular Disorders, Diane M. Wrisley

Rehabilitation Sciences Theses & Dissertations

The purpose of this study was to examine the inter-rater and intra-rater reliability of the Dynamic Gait Index (DGI) when used with patients with vestibular disorders. Subjects included 30 patients aged 27-88 years, with vestibular disorders, who were referred for vestibular rehabilitation. Subjects' performance on the DGI was concurrently rated by two physical therapists experienced in vestibular rehabilitation to determine inter-rater reliability. To determine intra-rater reliability each subject repeated the DGI one-hour later. Percent agreement and kappa statistics were calculated for individual DGI items. Kappa statistics for individual items were averaged to yield a composite kappa score of the DGI. …

A Framework For Controlling Quality Of Sessions In Multimedia Systems, Alaa S. Youssef Jan 1998

A Framework For Controlling Quality Of Sessions In Multimedia Systems, Alaa S. Youssef

Computer Science Theses & Dissertations

Collaborative multimedia systems demand overall session quality control beyond the level of quality of service (QoS) pertaining to individual connections in isolation of others. At every instant in time, the quality of the session depends on the actual QoS offered by the system to each of the application streams, as well as on the relative priorities of these streams according to the application semantics. We introduce a framework for achieving QoSess control and address the architectural issues involved in designing a QoSess control laver that realizes the proposed framework. In addition, we detail our contributions for two main components of …

The Environmental Justice Misfit: Public Participation And The Paradigm Paradox, Eileen Gauna Jan 1998

The Environmental Justice Misfit: Public Participation And The Paradigm Paradox, Eileen Gauna

Faculty Scholarship

This Article argues that current administrative processes fail to effectively incorporate an important form of public participation in decision-making -- the participation by communities bearing the greatest environmental risks. This Article advocates an "environmental justice style" public participation model as a more promising approach because it calls for a recasting of the role of community participation in environmental decision-making -- a recasting which transcends traditional, modern, and proposed decision-making paradigms.Part II of this Article provides a brief history of the environmental justice movement. Part III addresses the role of the public under three models of administrative policy and decision-making: the …

A Nineteenth Century Habeas Corpus Mill: The Chinese Before The Federal Courts In California, Christian G. Fritz Jan 1998

A Nineteenth Century Habeas Corpus Mill: The Chinese Before The Federal Courts In California, Christian G. Fritz

Faculty Scholarship

Law has long been acknowledged as central to the Chinese experience in nineteenth century America, but legal historians have only recently shown a revived interest in this subject. Most of this renewed interest has focused on the experience of the Chinese before the courts and their efforts as a beleaguered minority to secure judicial protection from the discrimination they faced. Nonetheless, relatively little attention has been given to the many thousands of habeas corpus cases brought by the Chinese after 1882 in California's federal courts. San Francisco's federal judges sought to hear Chinese habeas corpus cases with judicial fairness and …

Analytic Gain And Phase Margin Design, Chaouki T. Abdallah, D. Famularo, Peter Dorato Jan 1998

Analytic Gain And Phase Margin Design, Chaouki T. Abdallah, D. Famularo, Peter Dorato

Electrical & Computer Engineering Faculty Publications

In 5, algorithms are presented for analytic gain and phase margin design. Without special care however, the compensator computed with this algorithm is not a real rational function. In 3, it is shown that with some care, a real rational compensator for phase margin design can be computed from the theory in 5. In this paper both gain and phase margin problems are reduced to interpolation problems with positive-real functions, which saves a step in the algorithm shown in 5, where interpolation is done with bounded-real functions, in the case of gain margin design.

Introductory Remarks And Keynote Speaker Address, Edward L. Flippen, Derek R. B. Bevan

Richmond Journal of Law & Technology

In other industries, experts may see up to four issues a day, but for us, the Conference is an opportunity to share ideas with colleagues, regulators, and others who shape national regulatory policy. For that reason, we have built into our schedule a formal gathering to discuss these issues, and we trust that all of you will take advantage of this meaningful opportunity. Of course, we have to thank Tony Gambardella and his committee for putting on such a wonderful program today, and I am pleasantly surprised that this conference is a joint- venture opportunity with the State Corporation Commission …

The De Minimis Exemption Of Stored Value Cards From Regulation E: An Invitation To Fraud., Sean M. O'Connor

Richmond Journal of Law & Technology

How valuable is $100? To a student? To a single unemployed parent? To a well-compensated professional? The Federal Reserve Board apparently believes that the potential loss of $100 is not a tremendous burden on anyone. In a recently proposed rule, the Board exempts stored value cards that contain less than $100 from the same regulations that protect consumers from most types of fraud associated with ATM, debit, and credit cards. Regulation E (Reg E) currently regulates the electronic funds transfers (EFTs) that are at the heart of ATM/debit/credit card transactions by requiring printed receipts, error resolution procedures, periodic statements, initial …

There Is No Speed Barrier In The Universe And One Can Construct Any Speed, Florentin Smarandache Jan 1998

There Is No Speed Barrier In The Universe And One Can Construct Any Speed, Florentin Smarandache

Branch Mathematics and Statistics Faculty and Staff Publications

In this short paper, as an extension and consequence of Einstein-Podolski-Rosen paradox and Bell’s inequality, one promotes the hypothesis that: There is no speed barrier in the universe and one can construct any speed, even the infinite speed (instantaneous transmission).

Future research: to study the composition of faster-than-light velocities and what happens with the laws of physics at faster-than-light velocities?
