The Sps Agreement Of The World Trade Organization And International Organizations: The Roles Of The Codex Alimentarius Commission, The International Plant Protection Convention, And The International Office Of Epizootics, Terence P. Stewart, David S. Johanson

The proper fanctioning of the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) of the World Trade Organization (WTO) depends in part upon three international organizations, the Codex Alimentarius Commission (Codex), the International Plant Protection Convention (IPPC), and the International Office of Epizootics (OIE). The SPS Agreement states that the sanitary and phytosanitary (SPS) standards of these organizations are the benchmark international standards for WTO members, and recent WTO decisions demonstrate the importance of international standards in the settlement of WTO disputes involving SPS measures. The Codex, IPPC, and OIE also provide valuable services that benefit the …

Steady State Memetic Algorithm For Partial Shape Matching, Ender Ozcan, Chilukuri K. Mohan
Electrical Engineering and Computer Science - All Scholarship
Shape matching techniques are important in machine intelligence, especially in applications such as robotics. Currently, there are three major approaches to shape recognition: statistical, syntactic and neural approaches. This paper presents a fourth approach: evolutionary algorithms. A steady state memetic algorithm is shown to be successful in matching shapes even when they are partially obscured, and even in the presence of noise in the input image.

Food Habits And Dietary Overlap Of Newly Settled Red Drum (Sciaenops Ocellatus) And Atlantic Croaker (Micropogonias Undulatus) From Texas Seagrass Meadows, M. Andres Soto, G. Joan Holt, Scott A. Holt, Jay Rooker
Gulf and Caribbean Research
Food habits and dietary overlap of newly settled larval and juvenile red drum and Atlantic croaker were examined during the period when the two species co-occur in seagrass nurseries. A total of 274 red drum (4.00 - 19.99 mm SL) and 205 Atlantic croaker (8.00 - 17.99 mm SL) were used for this analysis. Of the red drum stomachs examined, 8.4% were empty while 28.8% of Atlantic croaker stomachs contained no food. Major prey items identified for both species were calanoid copepods, harpacticoid copepods and mysid shrimp across all size classes. Ontogenetic trophic niche shifts were detected for red drum …

Floral Sex Ratios And Gynomonoecy In Aster (Asteraceae), Robert I. Bertin, Maureen A. Kerwin

Gynomonoecy is the sexual system in which female and bisexual flowers occur on the same plant. This system has received little attention despite the considerable work on other plant sexual systems in the past few decades. Our study examines one hypothesized advantage of having two flower types on a plant, namely that this arrangement permits flexibility in allocation of resources to male and female reproductive functions. We examined 16 species of Aster (Asteraceae), a genus of gynomonoecious, perennial herbs. Plants in this genus produce heads consisting of a whorl of female flowers around a cluster of bisexual flowers. Among field-grown …

This Article analyzes the influence of non-governmental actors on the negotiations of the Framework Convention on Climate Change (FCCC or the Convention). In particular, it evaluates the methods employed by NGOs in furthering their substantive agendas, the interaction among various non-governmental actors, and the results of their efforts. This Article considers two kinds of NGOs: business and environmental. Environmental NGOs (ENGOs) are the self-defined representatives of environmental interests. They campaign for the strict reduction of all gases that induce climate change. On the other side, business NGOs (BNGOs) typically represent the interests of those industries that are involved in the …

The Expression And Maturation Of The Ornithine Decarboxylase Antizyme Peptide In Chinese Hamster Ovary Cells, Lisa Kozinski

The polyamines, spermidine and spermine, and their precursor, putrescine are cations that are absolutely necessary for cell growth and viability. A protein called ornithine decarboxylase antizyme was previously found to be a regulator of both polyamine biosynthesis and transport in mammalian cells. Although there is only one gene for antizyme, two forms of the protein (29.5 kDa and 24 kDa) are known to coexist. Some researchers speculate that expression of the shorter peptide (24 kDa) results from initiation of translation at a second start downstream from the primary AUG. An alternative hypothesis is that a post-translational modification of the 29.5 …

At times, the law appears confusing and unfair. Criminal defendants receive the strictest of all standards of review: "guilt beyond a reasonable doubt." But why are the accused afforded greater constitutional protections than the victim? One reason may be found by examining the intent of the authors of the United States Constitution. Our founding fathers wanted Americans to escape the kind of persecution suffered under English rule. From its inception, the Constitution and the laws that followed were based on public policy and ethics. This legal precedence is used to interpret new laws.
