Three Generations Of Welfare Mothers Are Enough: A Disturbing Return To Eugenics In The Recent "Workfare" Law, Nicole Huberfeld

In this Article, Nicole Huberfeld examines recent changes in the welfare system, and considers whether these changes are consistent with the stated goals of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Turning to the history of “workfare,” Huberfeld reveals parallels between the reasoning of its proponents, and that of eugenicists. She argues that workfare mirrors eugenics theory because its proponents are imposing particular white, middleclass values upon the poor as a condition to providing them benefits: Through her comparison of workfare and eugenics, Huberfeld cautions against legislation that seeks to regulate the private conduct and personal decisions …

The purpose of this study was to explore the pedagogical methods of Hindu gurus that could be applicable to elementary school teaching for the inner development of students. With severe cutbacks to classroom instruction and demands by economic, political, and educational leaders for education to produce a highly skilled work force for the future of the economy, teachers are forced to use precision teaching for measurable learning. Drosophila tripunctata and Drosophila robusta are local species trapped on the University of Northern Iowa preserve off of University Avenue. Drosophila literally means "lover of dew". Tripunctata means "three points", it has 3 points on its abdomen. Robusta means "robust", of which this species definitely is. D. tripunctata are a small species, which leaves them with a low volume/surface area ratio. This means they are more susceptible to environmental extremes, particularly the loss of water. D. robusta are a large and "robust" fly, and they are more tolerant of such environmental hardships. "Desiccation" is drying out, or to remove moisture. …

The Effects Of Timbering On Plethodon Hubrichti: Short Term Effects, Norman Reichenbach, Paul Sattler

Effects of two types of timbering on populations of the Peaks of Otter salamander (Plethodon hubrichti) were determined using average numbers found during multiple night collections. Sampling was done prior to, and for two years after, timbering on four sites in each of three treatments (clearcut, shelterwood cuts, and reference). The average numbers of P. hubrichti at the reference and shelterwood cut sites were stable over time while those at the clearcut sites showed a significant decrease post-timbering. Two years after timbering, 30% of the pre-timbering populations remained at the clearcut sites. Jolly-Seber population estimates on one clearcut site decreased …

In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.

Federal law requires all states to periodically report to the Environmental Protection Agency (EPA) on the water quality of their rivers, lakes and streams and provide EPA with a listing of polluted waters. Virginia has recently prepared two reports for 1996 and boasts that only 5 percent of the Commonwealth's rivers are polluted. Under closer inspection, this information is found to be extremely misleading due to a number of serious gaps and flaws within Virginia's water quality monitoring program and its methods of data reporting and evaluation. Toxoplasma gondii is a complex protozoan parasite that can cause encephalitis (TE) in animals and humans when the immune system is suppressed (e.g. AIDS). The focus of this study has been the immuno-modulatory role of cold stress (CS) in the pathogenesis of acute murine toxoplasmosis. Female BALB/c mice subjected to CS for eight days followed by oral infection on day 9 with 20 cysts of the low-virulent T. gondii ME 49 strain. Control infection (INF) and cold stress + infection (CS + INF) mice were sacrificed at 7 to 10 day intervals to study cell mediated immunity (CMI), which is …

In resistant plants, pathogen attack often leads to rapid activation of defense responses that limit multiplication and spread of the pathogen. To investigate the signaling mechanisms underlying this process, we carried out a screen for mutants in the signaling pathway governing resistance in Arabidopsis thaliana to the bacterial pathogen Pseudomonas syringae. This involved screening for suppressor mutations that restored resistance to a susceptible line carrying a mutation in the RPS2 resistance gene. A mutant that conferred resistance by activating defense responses in the absence of pathogens was isolated. This mutant, which carries a mutation at the CPR5 locus and was …

Characterization Of Root-Associated Methanotrophs From Three Freshwater Macrophytes: Pontederia Cordata, Sparganium Eurycarpum, And Sagittaria Latifolia?, A. Calhoun, G. M. King

Root-associated methanotrophic bacteria were enriched from three common aquatic macrophytes: Pontederia cordata, Sparganium eurycarpum, and Sagittaria latifolia. At least seven distinct taxa belonging to groups I and II were identified and presumptively assigned to the genera Methylosinus, Methylocystis, Methylomonas, and Methylococcus. Four of these strains appeared to be novel on the basis of partial 16S ribosomal DNA sequence analysis. The root-methanotroph association did not appear to be highly specific, since multiple methanotrophs were isolated from each of the three plant species. Streptomyces soil rot is a destructive disease of sweetpotato (Ipomoea batatas) that causes yield loss resulting from decay of the feeder root system and reduced quality due to the presence of necrotic lesions on the storage roots. It is managed by the use of resistant cultivars, but variability of the pathogen has not been previously assessed. This study compared 36 strains of the pathogen Streptomyces ipomoeae from different locations in the United States and Japan. The strains could be separated into three groups on the basis of their ability to inhibit the growth of one another in in vitro assays. …

An Investigation On The Influence Of Feline Flea Allergy On The Fecundity Of The Cat Flea, Beth J. Mcdonald, Carol S. Foil, Lane D. Foil

Survival, egg production and egg viability of fleas allowed to feed on eight flea-allergic and six flea-naive cats were compared. Fifty fleas, in feeding cages or free roaming, were allowed to feed on the cats. Flea-allergic cats removed significantly more free-roaming fleas than did flea-naive cats. Female fleas produced fewer eggs on flea-allergic cats than on flea-naive cats regardless of feeding method. There was no significant difference in egg viability between the two groups. The data suggest that flea-allergic cats efficiently removed fleas by grooming and that they also produce unknown factor(s) that affect the fecundity of fleas.

Isolation, Culture And Characterization Of A Primary Fibroblast Cell Line From Channel Catfish, Quiyang Zhang, Richard K. Cooper, William R. Wolters, Terrence R. Tiersch

A primary cell line (designated as CCf) derived from caudal fin tissue of channel catfish, Ictalurus punctatus, was developed using explant techniques. The cell line grew fastest in media supplied with FBS and channel catfish serum. The duplication time of the cell line under optimal conditions was ~56 h at a plating density of 1.1 x 105 cells/ml. The cell line has been propagated continuously for 25 passages (1:4 dilution per passage), cryopreserved, and recovered successfully at different passages. The cultured cells had fibroblastic morphology, and synthesized fibronectin and Type I and III collagens in the cytoplasm. The cell line …

A survey of egg parasitoids of the leafhopper Homalodisca coagulata was conducted in California, Florida and Louisiana. The mymarid wasp Gonatocerus ashmeadi was found to be the most common natural enemy in all locations sampled; G. fasciatus and the trichogrammatid Zagella sp. are recognized as potential biological control agents for introduction into southern California.

A low-molecular-weight recombinant Brucella abortus protein reactive with antibodies from a variety of naturally and experimentally infected hosts and T lymphocytes from experimentally infected mice was identified and given the designation BA14K. The gene encoding BA14K was cloned and characterized, and the predicted amino acid sequence of this immunoreactive protein showed no significant homology with previously described proteins. Sequences homologous to the cloned fragment encoding BA14K were identified by Southern blot analysis of genomic DNAs from representatives of all of the currently recognized Brucella species. Studies employing BA14K should contribute to our efforts to better understand the antigenic specificity of …

Can Money Whiten? Exploring Race Practice In Colonial Venezuela And Its Implications For Contemporary Race Discourse, Estelle T. Lau

The Gracias al Sacar, a fascinating and seemingly inconceivable practice in eighteenth century colonial Venezuela, allowed certain individuals of mixed Black and White ancestry to purchase "Whiteness" from their King. The author exposes the irony of this system, developed in a society obsessed with "natural" ordering that labeled individuals according to their precise racial ancestry. While recognizing that the Gracias al Sacar provided opportunities for advancement and an avenue for material and social struggle, the author argues that it also justified the persistence of racial hierarchy.
