Improving Police Officer Performance Appraisal, Leslie D. Simpson
Theses
This thesis will examine the development of American police management practices and organizational structure from its inception during the eighteenth century to the present. The organizational structure and management philosophy will be discussed concerning the influence they have on police officer performance appraisal.
Private sector business organizations have undergone monumental changes in management philosophy during the past twenty years. Most successful enterprises have shifted to a form of quality management that recognizes the benefits of employee participation in management programs. With emphasis on customer service, quality, process improvement, and human resource management American businesses are regaining their leadership role in …
St. Louis Juvenile Rehabilitation Facilities: Current State And Future Needs, Phillip Eugene Hyslop
St. Louis Juvenile Rehabilitation Facilities: Current State And Future Needs, Phillip Eugene Hyslop
Theses
Juvenile crime has steadily risen in the United States over the past ten years. There appears to be no decrease in the juvenile crime rate in sight. New facilities to hold juvenile offenders are being built, but the juvenile crime rate continues to rise. Most states are passing tougher laws against juvenile offenders. Many states are certifying juveniles who commit violent crimes as adults.
Both California and Florida spend more on corrections than they spend on higher education. Other states are not far behind. The average cost of incarcerating a juvenile for one year is between $35,000 to $641 000. …

Peremptory Pragmatism: Religion And The Administration Of The Batson Rule, A. C. Johnstone
Faculty Law Review Articles
This article argues that religion-based peremptory challenges, while avoiding substantial administrative and privacy costs, allow litigants to strike potentially biased jurors and thus vindicates the Constitution's guarantee of a trial by an impartial jury. Part I explains the pragmatic value of the peremptory challenge and how courts accommodate the peremptory challenge under equal protection principles as applied to race, sex, and other personal characteristics. Part II describes the Minnesota Supreme Court's refusal to extend Batson to religion in State v. Davis, and other courts' approaches to the religion question before and after the Supreme Court denied certiorari to Davis …

Local Tv News And The Death Penalty: Social Construction Of A Nebraska Execution, Jeremy Harris Lipschultz, Michael L. Hilt
Communication Faculty Publications
This paper focused on the September 2, 1994 execution of Harold Lamont "Walkin' Willie" Otey. Coverage of the execution by the four Omaha, Nebraska television stations was examined. The Otey execution is seen from a social construction of reality perspective. The television portrayal of a confrontation on the night of the execution between supporters and Opponents of capital punishment is seen as a mediated view of what happened that night. The public image of the death penalty as appropriate justice is seen as influenced by media coverage.

An Open Courtroom: Should Cameras Be Permitted In New York State Courts?, Jay C. Carlisle
Elisabeth Haub School of Law Faculty Publications
On June 30, 1997, the State of New York became one of the nation's few states which does not permit audio-visual coverage of court proceedings. There are several potent arguments in the determination of whether cameras should be permitted in courtroom proceedings. This article will briefly summarize the history of the use of cameras in New York State courts, and then, set out the arguments for and against their use in the state's judicial system. The article is prompted by the book entitled “An Open Courtroom: Cameras in New York Courts” which was published in 1997 by the New York …
