Liberalized Telecommunications Trade In The Wto: Implications For Universal Service Policy, Taunya L. Mclarty

Federal Communications Law Journal

The basic telecommunications commitments associated with the General Agreement on Trade in Services significantly affect market liberalization. Ultimately, a domestic legal framework that incorporates, as a part, some cost sharing for the furtherance of socially beneficial domestic policy would increase universal access benefits for some. Any detriment to those who are bearing the costs of it would be offset by the benefits that are obtained from GATS commitments on telecommunications that reduced trade barriers on services. Thus, this domestic/international arrangement could increase access to basic and enhanced services for some without decreasing universal service to any.

Despite the passage of The Civil Rights Act of 1964, women employed by an organization generally remain in the entry level positions, while their male counterparts are promoted throughout the organization's hierarchy. Although there are many theories that attempt to explain the reasons for this disparity between men and women in the workforce, one of the popular attributions is sexism. In this study, the investigator applied the theoretical framework of Modern Sexism to examine modern sexist attitudes toward female supervisors. 'Workplace diversity" is becoming something of a catch phrase in the business world. As the United States population diversifies, so must the United States workforce, or so the theory goes. In the broadcasting industry, organizations have issued mandatory minority-hiring regulations. However, a large number of minorities argue that there is much room for improvement when it comes to newsroom diversity. Studies show not only that there is an insufficient number of minorities in front of the camera, but also that there are few minorities in the executive and management offices. Reading Horizons: A Journal of Literacy and Language Arts

This article presents a rationale and procedure for evaluating literature study guides based on Langer's model for literature study and Cambourne's conditions for learning. Guides for three books are then compared using the evaluation procedure. The evaluation of five publishers' guides shows great differences in treatments of the same books.

Asessing Nafta - Part 1: Trade Flows, Foreign Direct Investment, And Corporate Strategy, Stephen Blank, Victoria Hottenrott

These three Working Papers look at NAFTA after four years. In Part I, the authors examine NAFTA's impact on trade and investment in North America; in Part II, its impact on jobs and employment; and in Part III, its impact on environmental issues. They conclude that NAFTA is an important agreement that, together with the Uruguay Round accord, will influence patterns of trade and investment in the future. To date, NAFTA has had only a modest direct impact on patterns of trade, investment, jobs, and income. NAFTA side agreements have led to changes in environmental protection policy and in the …

In the fall of 1996, the Center for Geographic Information Science (GIS) at James Madison University became involved in a Department of Defense project, under the auspices of Essex/Star Mountain, Inc. This project evaluated the data needs and data management systems for humanitarian demining in the Third World. In particular, it focused on the information needs of demining in Cambodia and in Bosnia. During the first phase of the project one team of researchers attempted to identify all sources of unclassified country data, image data, and map data. This paper presents findings from a two year field research project focusing on the public conflict that erupted over the Enola Gay exhibit at the National Air and Space Museum (NASM). This conflict did not end with people reaching consensus, ceremoniously signing documents, shaking hands and piling accolades upon one another for solving a serious problem. It can more accurately be described as a stalemate and ultimately a lose-lose proposition even in light of the many opportunities that arose that could have produced at least a partial if not total agreement. The rhizosphere is a complex of biotic and abiotic factors and their interactions. It includes the soil, the micro- and megafauna, and a variety of autotrophic species. The goal of this study is to understand the belowground dynamics of the terrestrial orchid, Sniranthes cemua. through the characterization of soil nutrients, root system morphology, and mycorrhizal infection. Interrelationships among the soil, the mycorrhizae and S. cemua may explain the role of mycorrhizae in adult chlorophyllous orchids as well as the influence of soil nutrients on mycorrhizae.
