Oct. 1998 (Undated), Final Terms Of Reference Sent To Applicants Reflecting A Change Strengthening The Transparency Of Cao Reports, Cao

CAO Creation Pre-1999

At the Fall meeting in 1998, Mr. James Wolfensohn provided a draft proposed Terms of Reference for the Compliance Advisor/Ombudsman. The Board of Directors and the NGOs decided that if the proposed CAO could be made more independent and include compliance, they would not pursue the Panel concept. The Archive includes the Initial CAO ToR (Sept. 24, 1998), the Final ToR sent to applicants (Oct. 1998), the Cover Letter to the Search Committee (Dec. 1, 1998), and Talking Points about the CAO position (Sept. 1998).

Beginning Farmer Education In Iowa: Implications To Extension, Larry D. Trede, Scott Whitaker Oct 1998

Beginning Farmer Education In Iowa: Implications To Extension, Larry D. Trede, Scott Whitaker

Journal of Extension

A needs assessment of beginning farmer education in Iowa with implications to Extension is described in this article. Beginning farmers viewed Extension as a major educational provider. These farmers rated experiential learning, problem solving, and critical thinking as important skills in the future. Using a variety of instructional techniques, including cutting-edge technologies, for program delivery were preferred. Programs related to the "business management of farming rated very high as current and future topics. these results support current and future program efforts by extension in beginning farmer education, particularly for programs delivered at the local.

Using Electronic Media To Convey Timely Information, Howard Siegrist, Greg Labarge, Steven Prochaska

Journal of Extension

For the past three years, Ohio State University Extension specialists and agents have utilized e-mail and fax services to convey weekly crop management and pest development concerns to crop consultants, farmers, and agronomy service personnel. Survey results confirm that this educational delivery is popular among industry personnel and farmers alike. E-mails and faxes get accessed and read before regular mail. Participants appreciate the timeliness of information provided electronically.

The Economic Crisis And Asean States' Security, Sheldon W. Simon Dr. Oct 1998

The Economic Crisis And Asean States' Security, Sheldon W. Simon Dr.

Books, Monographs & Collaborative Studies

Asia's financial crisis has quickly become a global one. Its implications far transcend purely economic or financial considerations. In fact, the crisis that began with the fall of Thailand's Baht in 1997 now embraces the entire world and has caused governments to fall in Asia and Russia. To understand the dynamics of the crisis and its consequences for U.S. security, the Strategic Studies Institute and the National Bureau of Research on Asia organized a conference in Seattle, Washington, on June 9-10, 1998. At that conference Professor Sheldon Simon presented this paper. He outlines the impact of this crisis on the …

Incorporating Vertical Discontinuities In Power-Bus Modeling Using A Mixed-Potential Integral Equation And Circuit Extraction Formulation, Jun Fan, Hao Shi, James L. Drewniak, Todd H. Hubing, Richard E. Dubroff, Thomas Van Doren Oct 1998

Incorporating Vertical Discontinuities In Power-Bus Modeling Using A Mixed-Potential Integral Equation And Circuit Extraction Formulation, Jun Fan, Hao Shi, James L. Drewniak, Todd H. Hubing, Richard E. Dubroff, Thomas Van Doren

Electrical and Computer Engineering Faculty Research & Creative Works

Noise on the DC power-bus attributed to device switching is among the primary sources of EMI and signal integrity problems. A mixed-potential integral equation formulation with circuit extraction approach is used to model the planar multi-layer power-bus geometry, which can also include arbitrary shaped power regions on multiple layers. Incorporating vertical discontinuities, e.g., decoupling capacitor interconnects, is a critical aspect of the modeling, and must be done properly since they are included as a lumped element model and not a part of the MPIE formulation. Agreement with experimental results demonstrate the present approach.

Orientalist Commercializations: Tibetan Buddhism In American Popular Film, Eve Mullen Oct 1998

Orientalist Commercializations: Tibetan Buddhism In American Popular Film, Eve Mullen

Journal of Religion & Film

Many contemporary American popular films are presenting us with particular views of Tibetan Buddhism and culture. Unfortunately, the views these movies present are often misleading. In this essay I will identify four false characterizations of Tibetan Buddhism, as described by Tibetologist Donald Lopez, characterizations that have been refuted by post-colonial scholarship. I will then show how these misleading characterizations make their way into three contemporary films, Seven Years in Tibet, Kundun and Little Buddha. Finally, I will offer an explanation for the American fascination with Tibet as Tibetan culture is represented in these films.

The Globalizing State, Alfred C. Aman Oct 1998

The Globalizing State, Alfred C. Aman

Vanderbilt Journal of Transnational Law

he primary purpose of this Article is to consider the relationship of globalization to domestic law, a topic that, for the most part, has been neglected by the legal literature to date. In so doing, this Article shall develop the concept of the globalizing state, a theory of the state based on states' new roles in furthering global competitiveness, as well as the transformative effects of these new roles on the state itself. This Article refers to globalization as an interpretive approach to issues no longer classifiable--or even understandable--in terms of classic dichotomies of domestic and global, public and private, …

The Messianic Figure In Film: Christology Beyond The Biblical Epic, Matthew Mcever Oct 1998

The Messianic Figure In Film: Christology Beyond The Biblical Epic, Matthew Mcever

Journal of Religion & Film

With the decline and fall of the religious epic, christology (the study of the person of Christ) in film has moved into genres outside of the biblical spectacular. Deliberate attempts to harmonize the Gospels and offer a literal rendition of the life of Jesus have proven mediocre to some and offensive to others. What has proven more successful is the Messianic Figure: a formula in which the central character is a non-conformist or unlikely redeemer who transforms lives and ultimately undergoes martyrdom. Four films offer the prototype of such a character: Cool Hand Luke (1967), One Flew Over the Cuckoo's …

Competition And Cooperation, Saul Levmore Oct 1998

Competition And Cooperation, Saul Levmore

Michigan Law Review

When do competitors share assets and other opportunities for mutual gain? Conversely, when do they prefer to distinguish themselves by establishing firm boundaries that produce a minimum of sharing or cooperation despite potential gains from trade? Why, for example, do competing law schools in a single city cooperate so little in offering joint programs and economizing on certain costs even as they use the same casebooks in their courses and borrow from one another's libraries? Why do two competing auto makers rarely sell one another components or use the same expert advertising agency or law firm but then quite often …

Flattening The Claims Of The Flat Taxers, Neil Brooks Oct 1998

Flattening The Claims Of The Flat Taxers, Neil Brooks

Dalhousie Law Journal

The idea that income tax rate brackets should be flattened has gained some support among neoclassical economists, right-wing think-tanks and Canadian politicians. Those propounding the idea argue that flattening the rate structure will simplify the tax system and reduce tax avoidance and evasion. They also argue that it would usher in an era of increased economic prosperity by encouraging talented Canadians to work harder, save and invest more, and remain in Canada. In defending progressive taxation, this article takes issue with each of these claims. It concludes that the fundamental differences between those who support flat taxes and those who …
