Protecting Property With Legal Remedies: A Common Sense Reply To Professor Ayres, Richard A. Epstein Jan 1998

Protecting Property With Legal Remedies: A Common Sense Reply To Professor Ayres, Richard A. Epstein

Faculty Articles

During its twelve-year history, the Monsanto Lecture has become a major outlet for torts scholarship in the United States. Professor Ayres's current contribution to this series - Protecting Property with Puts - continues in that worthy tradition by bringing his economic acumen to the tricky question of finding the optimal legal regime to redress wrongs to property. In this lecture, he continues his recent elaboration on the path-breaking article of Guido Calabresi and A. Douglas Melamed, Property Rules, Liability Rules and Inalienability: One View of the Cathedral, which itself was the object of an enormous outpouring of scholarship on the …

Adding Nutrients To Enhance The Growth Of Endangered Sockeye Salmon: Trophic Transfer In An Oligotrophic Lake, Phaedra E. Budy, Chris Luecke, Wayne A. Wurtsbaugh

Watershed Sciences Faculty Publications

Snake River sockeye salmon Oncorhynchus nerka, listed under U.S. law as endangered in 1991 in response to a decline in anadromous adult numbers, spend their first 1–2 years in Redfish Lake, Idaho, before migrating to the sea. To determine how nutrient enhancement might influence phytoplankton, zooplankton, and fish production, we performed fertilization experiments in large enclosures in this oligotrophic lake using juvenile kokanee (lacustrine O. nerka) as analogues for endangered sockeye salmon. Fertilization of the metalimnion substantially increased chlorophyll a (150%), phytoplankton biovolume (75%), primary productivity (250%), and zooplankton biomass (200%), and moderately increased fish growth (12%) over our control …

By unifying the method of variation of parameters and Lyapunov's second method, we develop a fruitful technique which we call variational Lyapunov method. We then consider the stability theory in this new framework showing the advantage of this unification.

On Intensities Of Modulated Cox Measures, Jewgeni H. Dshalalow Jan 1998

On Intensities Of Modulated Cox Measures, Jewgeni H. Dshalalow

Mathematics and System Engineering Faculty Publications

In this paper we introduce and study functionals of the intensities of random measures modulated by a stochastic process ξ, which occur in applications to stochastic models and telecommunications. Modulation of a random measure by ξ is specified for marked Cox measures. Particular cases of modulation by ξ as semi-Markov and semiregenerative processes enabled us to obtain explicit formulas for the named intensities. Examples in queueing (systems with state dependent parameters, Little's and Campbell's formulas) demonstrate the use of the results.

Generation Of Intense Excimer Radiation From High-Pressure Hollow Cathode Discharges, Ahmed El-Habachi, Karl H. Schoenbach Jan 1998

Generation Of Intense Excimer Radiation From High-Pressure Hollow Cathode Discharges, Ahmed El-Habachi, Karl H. Schoenbach

Bioelectrics Publications

By reducing the diameter of the cathode opening in a hollow cathode discharge geometry to values on the order of 100 μm, we were able to operate these discharges in noble gases in a direct current mode up to atmospheric pressure. High-pressure discharges in xenon were found to be strong sources of excimer radiation. Highest intensities at a wavelength of 172 nm were obtained at a pressure of 400 Torr. At this pressure, the vacuum ultraviolet (VUV) radiant power of a single discharge operating at a forward voltage of 220 V and currents exceeding 2 mA reaches values between 6% …

Upper Bounds For Some Ramsey Numbers R(3, K), Stanislaw Radziszowski, Donald Kreher

Articles

Using several computer algorithms we calculate some values and bounds for the function e(3, k, n), the minimum number of edges in a triangle-free graphs on n vertices with no independent set of size k. As a consequence, the following new upper bounds for the classical two color Ramsey numbers are obtained: R(3,10)<=43, R(3,11)<=51, R(3,12)<=60, R(3,13)<=69 and R(3,14)<=78.

Precision Agriculture: The Effect Of Variable Rate Fertilizer Application On Soil Test Values, Kenneth L. Wells, James E. Dollarhide

Soil Science News and Views

Use of variable rate fertilizer spreaders (VRS) is available to farmers in many areas of Kentucky. For use of VRS, a soil fertility map must be prepared for the field to be spread which requires subdividing the field into subunits. Each subunit is then soil sampled separately. A common procedure in commercial use is to grid a field into 2.5 acre blocks and to take a composite sample of 6-8 cores along the perimeter of a circular radius of 60-80 ft from the center of each block. Each block receives a separate fertilizer recommendation based on results from the soil …

Late Season Supplemental Nitrogen On Double-Cropped Soybeans, Curt Judy, Lloyd W. Murdock Jan 1998

Late Season Supplemental Nitrogen On Double-Cropped Soybeans, Curt Judy, Lloyd W. Murdock

Soil Science News and Views

Soybeans produce their own nitrogen for crop growth with the aid of nitrogen fixing bacteria in the soil that infect the soybean root and form nodules which contain the bacteria. This is a symbiotic relationship that benefits both the plant and the bacteria. The bacteria are able to take atmospheric nitrogen and convert it into a form of nitrogen that the plant can use. Much of the nitrogen requirement for soybean production begins at seed development. Soybean physiology studies suggest that the amount of nitrogen supplied for the soybean plant from fixation in the nodules is less than the potential …

Kentucky River Basin Water Quality Assessment Study, L. Ormsbee, L. Jarrett, B. Perkins Jan 1998

Kentucky River Basin Water Quality Assessment Study, L. Ormsbee, L. Jarrett, B. Perkins

KWRRI Research Reports

The current report summarizes the work associated with the construction, calibration, and application of the CE-QUAL-W2 water quality model to the Kentucky River. In applying the model to the Kentucky River System, the primary objective was to assess the impact of the operation of low-level control valves on water quality of the Kentucky River. This was accomplished by modeling the impact of the valves for low flow conditions associated with the 1930 drought of record along with projections for the year 2020. The results of this study indicate that for the modeled scenario, the proposed valves can be used to …

Use Of Algal And Macroinvertebrate Indicators To Assess The Impact Of Agricultural Practices On Surface Water Quality In The Mammoth Cave National Park Region, Kentucky, Jeffrey D. Jack Jan 1998

Use Of Algal And Macroinvertebrate Indicators To Assess The Impact Of Agricultural Practices On Surface Water Quality In The Mammoth Cave National Park Region, Kentucky, Jeffrey D. Jack

KWRRI Research Reports

The karst aquifer underlying the Mammoth Cave area supports a unique and diverse cave aquatic ecosystem as well as providing the principal source of drinking water for many local residents of the region. This unique and fragile ecosystem is surrounded by one of the most intensively used agricultural areas in the Commonwealth with more than 80% of the surrounding region used in beef, dairy, burley tobacco and alfalfa production. Agricultural practices resulting in run-off of pollutants into the aquifer via sinkholes and sinking streams have a pronounced impact on an important drinking water source and on the cave ecosystem. The …

Kentucky's Coal Industry: Historical Trends And Future Opportunities, Gerald A. Weisenfluh, James C. Cobb, John C. Ferm, Carol L. Ruthven Jan 1998

Kentucky's Coal Industry: Historical Trends And Future Opportunities, Gerald A. Weisenfluh, James C. Cobb, John C. Ferm, Carol L. Ruthven

Information Circular--KGS

Coal has been produced in Kentucky since the late 18th century. In the early years, all mining was by underground methods, but surface mining became the dominant method during and after World War II. In recent years, surface-mine production in both fields has decreased while underground mining has increased.

In the last half of this century, the traditional steam coal market for locomotives has virtually disappeared, leaving electric power generation and coking coal for the steel industry as the principal markets. More than half of all coal produced in the State has been produced in the last 25 years. Whether …

Solute And Bacterial Transport Through Partially-Saturated Intact Soil Blocks, Edmund Perfect, Mark S. Coyne, Michael C. Sukop, Gerald R. Haszler, Virgil L. Quisenberry, Ligia Bejat Jan 1998

Solute And Bacterial Transport Through Partially-Saturated Intact Soil Blocks, Edmund Perfect, Mark S. Coyne, Michael C. Sukop, Gerald R. Haszler, Virgil L. Quisenberry, Ligia Bejat

KWRRI Research Reports

Steady-state transport of water, chloride and bacteria was measured through intact blocks of Maury and Cecil soils, under partially saturated conditions. Major objectives were to determine if transport occurs uniformly or via preferential flow paths, and if soil physical properties could be used to predict breakthrough. The blocks were instrumented with TDR probes and mounted on a vacuum chamber containing 100 cells that collected eflluent. After each experiment the blocks were sampled for soil physical properties. The fluxes showed no spatial autocorrelation and the eflluent variance was not statistically different between soils. Less than 3% of the influent bacteria appeared …

Spatial And Temporal Variability In Seepage Between A Contaminated Aquifer And Tributaries To The Ohio River, Alan E. Fryar, David L. Brown, David B. Wenner, Todd C. Rasmussen, Eric J. Wallin Jan 1998

Spatial And Temporal Variability In Seepage Between A Contaminated Aquifer And Tributaries To The Ohio River, Alan E. Fryar, David L. Brown, David B. Wenner, Todd C. Rasmussen, Eric J. Wallin

KWRRI Research Reports

Because interactions between ground water and tributaries may influence contaminant loading to rivers, we delineated seepage along Little Bayou and Bayou Creeks in McCracken County, Kentucky, during a two-year period. From the Paducah Gaseous Diffusion Plant, on the divide between the creeks, trichloroethene and technetium-99 plumes extend several km toward the Ohio River. Gaining conditions occur where the creeks are incised into coarse sediments in the river's flood plain. Such conditions were marked by upward hydraulic gradients within the bed; maximum specific discharge (q) > 0.24 m d-1; relatively narrow ranges of stream, piezometer, and bed temperatures; relatively cool …
