Rhodes Scholar: Defining An Opportunity, Kevin Diehl
Presidential Scholars Theses (1990 – 2006)
While amateur athletes pursue the Olympics to prove their athletic prowess, collegiate scholars try to quantify their academic success by winning a Rhodes Scholarship. Track athletes must post an acceptable qualifying time just to compete in the Olympic trials where they must earn a berth to the Olympics. Likewise, after receiving their university's formal endorsement, aspiring Rhodes Scholars have to portray their all-around qualities and dreams in an application and essay, hoping to earn the chance just to be selected for a state interview. If they are fortunate at this level, the applicants become one of two nominees from each …

Book Review: Chechnya: Tombstone Of Russian Power, Rory J. Conces
Philosophy Faculty Publications
From December 1994 to August 1996, Russia was engaged in the Chechen War, a Vietnam-style quagmire that exemplified, on the one hand, the end of Russia as a great military and imperial power, and, on the other hand, "one of the greatest epics of colonial resistance in the past century.'' No analysis can hope to understand the totality of forces that lend to the stability (or instability) of nations with large minority populations unless it first examines the conditions that led to the Russian defeat in Chechnya. At the center of that problem lies an interesting issue. What aspects of …

Unions, Wages, And Skills, Barry T. Hirsch, Edward J. Schumacher
Health Care Administration Faculty Research
Studies uniformly conclude that union wage effects are largest for workers with low measured skills. Longitudinal analysis using 1989190- 1994195 Current Population Survey matched panels produces union premium estimates equivalent across skill groups, following appropriate sample restrictions and control for worker-specific skills. Evidence from the National Longitudinal Survey of Youth on aptitude scores confirms that union workers with high measured skills have relatively low unmeasured skills. Differential selection by skill class and skill homogeneity in union workplaces results from employer and employee sorting in response to wage standardization, union organizing where skills are homogeneous, and unionized employers' reluctance to hire …

Dual Protection In An Integrated Community-Based Program: A Case Study Of Tanzania Family Health/Ministry Of Health Project In Mbeya, Grace Mbekem, Jane Chege
Reproductive Health
One of the most pressing challenges for health programs in most sub-Saharan African countries is effectively addressing the increasing prevalence of HIV/AIDS. Recent evidence suggests that controlling sexually transmitted diseases (STDs) through undertaking preventive measures, early diagnosis, and treatment significantly slows the spread of HIV/AIDS. In regard to STI/HIV, Maternal and Child Health (MCH) and Family Planning (FP) clients are described as “low risk” groups. However, in a number of sub-Saharan African countries, the reported levels of STDs are significantly high enough to justify use of limited resources to target this group for STD services. MCH/FP programs have begun to …

Reproductive Health
During the first phase of the ANE OR/TA project (1990–95), 55 studies and 23 workshops were conducted in 9 countries. In support of this effort, a dissemination strategy was produced that guided the communications activities of the first phase. Regional communications officers were hired in New Delhi and Cairo, and the project began to systematically address its objectives of communicating the findings of all studies to a diverse array of audiences within each country, subregion, and internationally. Several activities were undertaken to create a coherent and unified framework for disseminating the results of studies and informing audiences of recent project …

Sterilization: Choice, Right, Or Requirement? A Comment On The Best Interests Test In Re Eve, Laura Fraser
Sterilization: Choice, Right, Or Requirement? A Comment On The Best Interests Test In Re Eve, Laura Fraser
Dalhousie Journal of Legal Studies
In 1986 the Supreme Court of Canada rendered its decision in E. (Mrs.) v. Eve. In that case, an application was made by the mother of Eve asking the Court to consent under its parens patriae jurisdiction to the sterilization of her daughter for both menstrual management and contraceptives purposes. Eve was described by the trial judge as a 24 year old "mild to moderately" mentally incompetent person who "might be able to carry out the mechanical duties of a mother under supervision... [but] incapable of being a mother in any other sense." The Supreme Court of Canada concluded that …
Taking The Gaar Too Far: An Analysis Of Mcnichol V. The Queen, Timothy R. Hughes
Taking The Gaar Too Far: An Analysis Of Mcnichol V. The Queen, Timothy R. Hughes
Dalhousie Journal of Legal Studies
The decision of the Tax Court of Canada in McNichol v. The Queen represents the first instance in which the General Anti- Avoidance Rule (the "GAAR"), in section 245 of the Income Tax Act, has been judicially applied. The impugned transaction was a classic example of dividend or "surplus" stripping, which involves the removal of tax paid net profit from a corporation as capital rather than by a distribution of dividends. There are specific anti- avoidance measures within the Act which purport to deal with surplus stripping transactions. The Court, however, chose not to utilize such purpose-built provisions, but relied …
