This Issue Brief is intended as one of several in the Managed Behavioral Health Care Issue Brief Series that deals with managed behavioral health care from a purely legal point of view.

Since the enactment of Medicaid in 1965, states have had the option of offering beneficiaries enrollment in managed care arrangements. With the advent of mandatory managed care reaching millions of beneficiaries (including a growing proportion of disabled recipients), the amount and scope of litigation involving Medicaid managed care plans can be expected to grow. These guidelines are the product of five working groups of physicians, administrators, attorneys, ethicists, social workers, nurses, hospital chaplains, and critical care nurses from Wisconsin. Dr. John Stanley, Professor Emeritus, Lawrence University, convened the group in 1994 and they presented this final document to the Wisconsin health care community in October 1998.

These documents are not meant to be strict guidelines to be imposed, but rather resources that present the best thinking and practice at a particular time and place.

The Roddey McMillan Record (RMR) is Winthrop’s monthly multicultural student publication. Model For Trace Metal Exposure In Filter-Feeding Flamingos At Alkaline Rift Valley Lake, Kenya, Yarrow M. Nelson, Ramesh J. Thampy, Gideon K. Motelin, Jackson A. Raini, Cynthia J. Disante, Leonard W. Lion

Civil and Environmental Engineering

Abstract—Toxic trace metals have been implicated as a potential cause of recent flamingo kills at Lake Nakuru, Kenya. Chromium (Cr), copper (Cu), lead (Pb), and zinc (Zn) have accumulated in the lake sediments as a result of unregulated discharges and because this alkaline lake has no natural outlet. Lesser flamingos (Phoeniconaias minor) at Lake Nakuru feed predominantly on the cyanobacterium Spirulina platensis, and because of their filter-feeding mechanism, they are susceptible to exposure to particle-bound metals. Trace metal adsorption isotherms to lake sediments and S. platensis were obtained under simulated lake conditions, and a mathematical model was …

For 36 years, the Council has been presenting these conferences for the purpose of advancing knowledge in the field of vertebrate pest management.
