Cost Estimating And Forecasting For Highway Work In Kentucky (Study Kyspr-94-158), James D. Stevens Sep 1998

Cost Estimating And Forecasting For Highway Work In Kentucky (Study Kyspr-94-158), James D. Stevens

Kentucky Transportation Center Research Report

Starting 1 July 1992, KRS45.245 granted the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%.

Estimates developed using current methods were not sufficiently accurate to preclude cost overruns in excess of 15%. Estimates were prepared before design began in order for the project to be included in the six-year plan. These estimates were not revised after a more detailed scope was available.

There were 562 overruns >15% at a cost of approximately $265 million during the period 7/1/92-7/1/98. All overruns were approved …

A Feedback-Driven Proportion Allocator For Real-Rate Scheduling, David Steere, Ashvin Goel, Joshua Gruenberg, Dylan Mcnamee, Calton Pu, Jonathan Walpole

Computer Science Faculty Publications and Presentations

In this paper we propose changing the decades-old practice of allocating CPU to threads based on priority to a scheme based on proportion and period. Our scheme allocates to each thread a percentage of CPU cycles over a period of time, and uses a feedback-based adaptive scheduler to assign automatically both proportion and period. Applications with known requirements, such as isochronous software devices, can bypass the adaptive scheduler by specifying their desired proportion and/or period. As a result, our scheme provides reservations to applications that need them, and the benefits of proportion and period to those that do not. Adaptive …

Software Tools For Solid Freeform Fabrication, Robert Franceschini Sep 1998

Software Tools For Solid Freeform Fabrication, Robert Franceschini

Link Foundation Modeling, Simulation and Training Fellowship Reports

A structured design methodology played a key role in the VLSI (Very Large Scale Integration) revolution. In this methodology, the design is abstracted at different levels (viz. system, function, logic, circuit, and layout) taking into account concerns relevant to a particular level of abstraction. This allows development of CAD tools that can describe, synthesize, and simulate the design at high levels of abstraction independent of the details of the lower levels. In recent years, many researchers have observed that the lessons learned from the "VLSI experience" could be profitably applied to new classes of manufacturing processes called SFF (Solid Freeform …

Vision-Based Tracking With Dynamic Structure Light, Mark A. Livingston

Link Foundation Modeling, Simulation and Training Fellowship Reports

The term virtual reality (VR) has been used in the popular press to describe systems that completely replace the user's view with computer graphics, a view of a synthetic world. Such systems allow building designers to visualize the "completed" building and potential problems in the design before construction. A VR system might allow scientists to view environments as large as galaxies or as small as atoms as if they were human-sized. The primary benefit in these cases would be to interact in more natural ways with objects that, due to their sizes, are usually beyond our reach. In academic literature, …

Two-pion correlations from Pb1Pb collisions at 158 GeV/c per nucleon are measured by the NA44 experiment at CERN. Multidimensional fits characterize the emission volume, which is found to be larger than in S-induced collisions. Comparison to the RQMD model is used to relate the fit parameters to the actual emission volume.

Fictional Persona Test: Copyright Preemption In Human Audiovisual Characters, Peter K. Yu Sep 1998

Fictional Persona Test: Copyright Preemption In Human Audiovisual Characters, Peter K. Yu

Faculty Scholarship

Whether a producer's copyright in human audiovisual characters preempts the actors' rights of publicity claims is the focus of this Note. Part I outlines the framework of state right of publicity law and traces the development of case law involving such a right. Because "[a]dvertisers who want to run a particular advertisement nationally must comply with the law of all fifty states," this Note focuses on the right of publicity of the state with the broadest interpretation-the state of California. This Part shows that, under existing California right of publicity law, virtually anything evoking one's personal identity, including copyrighted materials, …

The Feasibility Of Launching Small Satellites With A Light Gas Gun, H. Gilreath, A. Driesman, W. Kroshl, M. White, H. Cartland, J. Hunter

Small Satellite Conference

This paper summarizes a study conducted for the Defense Advanced Research Projects Agency of the technical and economic feasibility of using a light gas gun to launch small satellites. The launcher concept is based upon a distributed-injection gun, which, in principle, can produce high muzzle velocities at relatively low acceleration levels. To establish initial system requirements for the launcher and spacecraft, the deployment of a large constellation of telecommunications satellites is chosen as a reference mission. This choice reflects the dominance of telecommunications in current commercial LEO market projections, but the results obtained for this mission are later generalized to …

The Rockot Launch System, Peter Freeborn, Mark Kinnersley

Small Satellite Conference

EUROCKOT Launch Services GmbH has been founded by Daimler-Benz Aerospace of Germany and Khrunichev State Research and Production Space Center of Russia to offer world-wide cost effective launch services on the Rockot launch system. The Rockot commercial program is described. Rockot can launch satellites weighing up to 1850 kg into polar and other low earth (LEO) orbits. The Rockot launch vehicle is based on the former Russian SS-19 strategic missile. The first and second stages are inherited from the SS-19, the third stage named Breeze is newly developed and has multiple ignition capability. The Rockot launch system is flight proven. …

Launch Of "Smallsats" Using Low-Cost Sounding Rocket: Technologies, Methods, And Practices , Eric Schindwolf, Bruce Swanson, William Millard

Small Satellite Conference

A system study has been conducted to investigate the use of established sounding rocket technologies, methods, and practices to lower the cost of placing small lightweight satellites into low earth orbit. The cost savings gained in utilizing such technologies are largely due to the simplification of booster design and operations. Launching a 150 kilogram satellite into a 200 nautical mile, sun-synchronous orbit was selected as the target requirement. Designs and operating practices developed for Sandia National Laboratories' Strypi class suborbital sounding rockets have been applied to a vehicle configuration with sufficient boost performance to meet this target. The "Super-Strypi" spinning …
