Aboriginal Rights, Aboriginal Culture, And Protection, Gordon Christie

There is a common perception that elements of mainstream society are disrespectful of Aboriginal culture. This article argues that developments in the law offer promise for the protection of Aboriginal "intellectual products," manifestations of Aboriginal culture reflecting their world-view. What Aboriginal peoples would like to see protected, however, are not so much words, pictures, or acts but rather the values, beliefs, and principles that give these meaning. Such, the author argues, are best protected by mechanisms internal to Aboriginal communities. Furthermore, the lack of such mechanisms would not justify the intrusion of Canadian law, but rather raises a call within …

High Frequency (HF) radio is still a vital part of communications networks because its low cost and long distance capabilities, and still plays important roles as primary, supplemental, or redundant backup systems. Asynchronous Transfer Mode (ATM) is increasingly becoming an important part of communications, especially with LAN Emulation (LANE) specifications. Add to this the importance and increasing interest and dependency upon wireless networking, and it becomes inevitable that research into mobile ATM networking over HF radio would be considered. This study is focused on the cost justification of the different levels of packaging line automation: manual, semi-automatic, and fully automatic of canned chunk pineapple in syrup which is packed in #10 cans. The packaging line criteria and the line designs are established. The suitable machines and the labor input for each step of the packaging line are indicated. In addition, the total machine cost and the total labor input for each level of packaging line automation are shown and compared. Sediments from the Antarctic continental margin may provide detailed palaeoenvironmental records for Antarctic shelf waters during the late Quaternary. Here we present results from a palaeoenvironmental study of two sediment cores recovered from the continental shelf off Mac. Robertson Land, East Antarctica. These gravity cores were collected approximately 90 km apart from locations on the inner and outer shelf. Both cores are apparently undisturbed sequences of diatom ooze mixed with fine, quartz-rich sand. Core stratigraphies have been established from radiocarbon analyses of bulk organic carbon. Building “A Home Of Our Own:” The Construction Of The Lesbian Herstory Archives, Polly Thistlethwaite

This article traces the founding of the Lesbian Herstory Archives in the context of radical archiving and lesbian institution building. It includes an outline of problems presented by "extra-legal" or outlaw material in archival settings. Discussion of the New York Public Library's Becoming Visible exhibit reflects the 1990s growth of mainstream institutional interest in gay, lesbian, and transgender archives, and the complications this interest presents.

In the 1970s, the Forest Service used ecology in the process that led to the SalmonHuckleberry roadless area in the Mount Hood National Forest becoming a Congressionally designated Wilderness in 1984. This case study of the history of SalmonHuckleberry roadless area confirms the criticism made by environmentalists that noncommercial forest values have received much less priority than commercial uses in forest planning during the late 1960s and 1970s. This study of the area also reveals that the Forest Service's planning process was fundamentally flawed because Forest Service planners often lacked scientific data to support management decisions and downplayed the sigificnace …

Large number of small-signal models of de-to-de power converters exists already. These models usually use two techniques. The first is the averaging technique, such as: volt-second and current-second balance, state space averaging, and the averaged modeling approach. The other technique focuses on the exact modeling approach, such as: the application of time varying systems theory to linearize networks. In 1968, Czechoslovakia attempted to sweep the ashes of Stalinism from its path to socialism. The reform-movement "Prague Spring" united the nation with a goal to achieve a more just form of socialist society. When the Soviet Union and its Warsaw Pact allies invaded Czechoslovakia on August 21, 1968, they destroyed this dream.

The purpose of this thesis is to show how the SED interpreted events in Prague and presented their analysis to the East German public. Although imbedded in events in Czechoslovakia, this is an essay on German history.

Traditionally, optimizing transformations have been built into compilers. The end-user has little or no control over guiding any optimizations that may be applied by the compiler. Moreover, the compiler-writer does not have a simple way to direct the optimizations. Thus, many potentially beneficial opportunities for code optimization may be lost. We have built a system that allows the user to participate in guiding source-to-source transformations via the specification of rewrite rules. An important morphological-marker and one of the most frequently occurring speech sounds in English, the /s/ phoneme is also one of the sounds most often in need of remediation. Often, air emission during /s/ production, a particularly stubborn, often residual production error, is not remediated through traditional treatment methods, and yet the negative effect /s/ distortions have on listeners has been well-documented.

An improved self-consistent effective binary diffusion approximation for multicomponent diffusion was recently described [1]. Here we develop an analogous self-consistent effective binary interaction (SCEBI) approximation for simplifying multifluid dynamical descriptions in which each fluid is strongly coupled to the other fluids by pairwise frictional forces. The net drag force on each fluid is the summation of the drag forces due to each of the other fluids. This summation is approximated by a single term proportional to the velocity of the fluid in question relative to an appropriately weighted average velocity. Until recently, few have questioned the notion that the separation of uses in land use zoning is inherently correct. Many observers of the city are now suggesting that zoning, as it has been practiced in this country over the last 80 years, has created cities that are fractured and function poorly. Others propose that zoning should be reconsidered as a remedy for urban dysfunction. They suggest that the whole notion of zoning be rethought.

Master of Urban and Regional Planning Workshop Projects

This project will analyze the current workforce development programs and services provided by Community Based Organizations (CBBs), Community Development Corporations (CDCs), community colleges, and the Workforce Development Board (formerly TPIC) in Multnomah and Washington counties. Documentation of the gaps and/or redundancies in the provision of workforce development will be provided to the Workforce Development Network (WDN) based upon service provider interviews and research on national models in workforce development. This documentation will be provided in three forms: as a database; as a resource directory; and as an analysis of the gaps in the current system.
