Strengthening Humanitarian Demining And Related Activities Through The Emphasis On Comparative Advantages, Joe Lokey Oct 1998

Strengthening Humanitarian Demining And Related Activities Through The Emphasis On Comparative Advantages, Joe Lokey

The Journal of Conventional Weapons Destruction

One of the foundations of contemporary economic systems is that expertise can create value. Based on this notion, it follows that economic efficiency results if every person does what he or she does best. Preferences, competencies, and resource capacity in the world of economics and trade drive these choices. In humanitarian pursuits, the trade aspects are less clear, and the financial aspects are less relevant, but the efficiencies gained from applying limited resources to a global crisis are still clear and relevant.

Using Narrative Picture Books To Build Awareness Of Expository Text Structure, Mary C. Mcmackin Oct 1998

Using Narrative Picture Books To Build Awareness Of Expository Text Structure, Mary C. Mcmackin

Reading Horizons: A Journal of Literacy and Language Arts

For many students, reading in the content areas presents quite a challenge. The transition from an emphasis on narrative texts in the lower grades to expository texts in the upper grades is not always easy. This article describes a system I use for introducing expository text structure through the use of narrative picture books. My goal is to develop an understanding of expository text structure with simple texts so that students will be able to transfer these understandings to more cognitively dense content area materials.

Erasing Boundaries: Global Resource Sharing In The 21st Century, Robert A. Seal Oct 1998

Erasing Boundaries: Global Resource Sharing In The 21st Century, Robert A. Seal

University Libraries: Faculty Publications and Other Works

Academic libraries have long been accustomed to participating in cooperative ventures with neighboring institutions as well as with those in other regions of their country. In large part, such activities have grown out of a desire to reduce or control costs, as well as to provide users with a broader base of materials for research, study, and teaching. Because not even a well-developed national library is able to fulfill all its users' needs all the time, today's university libraries must depend upon one another to fulfill those needs. For many decades, the resource sharing tradition has been particularly strong among …

The State Children's Health Insurance Program: How Much Latitude Do The States Really Have?, Richard Hegner Oct 1998

The State Children's Health Insurance Program: How Much Latitude Do The States Really Have?, Richard Hegner

National Health Policy Forum

The State Children's Health Insurance Program (CHIP) — a major program to cover low-income, uninsured children — was passed as part of the Balanced Budget Act of 1997. Its passage was part of a trend of a shifting balance of power between the federal and state governments, particularly in the policy areas of health and social welfare. This issue brief explores the degree of freedom afforded the states by CHIP, the factors guiding state decision making and planning, and the factors influencing the states' various decisions about CHIP. It also discusses state options in four basic areas: participation or nonparticipation …
