Lakes are natural resources, which have many effects on the land surrounding them, They support adjacent communities by providing water and regulating temperatures, helping to define the surrounding ecosystem, and serving as sources of drinking water as well as recreation. The prolonged presence of human activity in a watershed can disturb the physical and chemical cycles of the lake and its surrounding ecosystems (Henderson-Sellers and Markland 1987). Over time, lakes undergo a process called eutrophication, a natural aging process during which the nutrient levels increase and dissolved oxygen levels decrease (Smith and Smith 1998). CRIMINAL LAW. PROHIBITION ON SLAUGHTER OF HORSES AND SALE OF HORSEMEAT FOR HUMAN CONSUMPTION. INITIATIVE STATUTE. Prohibits any person from possessing, transferring, receiving or holding any horse, pony, burro or mule with intent to kill it or have it killed, where the person knows or should know that any part of the animal will be used for human consumption. Provides that a violation constitutes a felony offense. Also adds a provision making the sale of horsemeat for human consumption a misdemeanor offense, with subsequent violations punished as felonies. AIR QUALITY IMPROVEMENT. TAX CREDITS. INITIATIVE STATUTE. Authorizes State Air Resources Board and delegated air pollution control districts to award $218 million in state tax credits annually until January 2011, to encourage air-emissions reduction through acquisition, conversion, and retrofitting of: -- vehicles, buses, and heavy-duty trucks; -- hearth products; -- construction vehicles and equipment; -- lawn and garden equipment; -- ambient air pollution destruction technology; -- off-road, nonrecreational vehicles; -- port equipment; -- agricultural waste and rice straw conversion facilities; and through research and development. Requires study of air quality market-based incentive program for prescribed burning projects. Establishes local transportation …

In recent months, environmental issues relating to land application of animal and industrial wastes have been widely debated in Kentucky. On several occasions, members of the University of Kentucky Agronomy Department have been asked to provide scientific information and technical interpretation related to these complex and controversial issues. To be certain that the public and policy makers are provided with consistent and scientifically sound information, the Agronomy Department has decided to release consensus statements on some of the major agronomic issues involved. The Upper MississippRi iver is an importanth abitat for migratingM allards. However,s iltationa nd development threaten the value of this habitat. We used banding data at a regionals cale to determinet he derivationa nd distributiono f Mallard recoveries in the Upper Mississippi to study whether changesi n habitato ccurringd uring1 961-1989w ere reflected in Mallard migration. The Upper Mississippi has attracted a constant proportion of recoveries from SW Saskatchewan, SE Saskatchewan, SW Manitoba and the Missouri River Basin during 1965-1989. We found no changes in Mallard recovery rates during 1965-1989 for any sex/age class banded in these breeding areas (P …

The United States and Canada are largely in agreement on food safety regulation issues. So, let me set up the debate between several parties not in the room. The debate at the time the Sanitary & Phytosanitary (SPS) Agreement was concluded was between the Office of the United States Trade Representative (USTR) and some consumer advocates, like Ralph Nader, and expresidential candidates, like Pat Buchanan. The claim by the USTR was that the SPS Agreement would allow an increase in trade by eliminating protectionist barriers under the guise of food safety standards while still allowing the United States to maintain …

From Loving To Romer: Homosexual Marriage And Moral Discernment, Richard F. Duncan

The dual-gender marriage requirement does not treat men and women unequally. Instead, it recognizes and celebrates the physical differences between men and women and their obvious sexual complementarity. Traditional marriage laws do not discriminate on the basis of gender; rather, they recognize the equal indispensability of both genders to the institution of marriage. The dual-gender requirement, like the decision in Loving, is animated by a moral sense that discerns the true nature of marriage. As Justice Ginsburg put it so well, most people understand that the two sexes are not fungible and that dual-gender marriages and same-sex unions are …

"They Call Me 'Eight Eyes'": Hardwick'S Respectability, Romer'S Narrowness, And Same-Sex Marriage, Richard F. Duncan

Justice White's landmark opinion in Hardwick has survived both the test of time and the many slings and arrows of outraged scholarship launched at it by law professors who believe the Constitution should be interpreted as codifying the Kama Sutra. The eminent respectability and rightness of Justice White's methodology and reasoning in Hardwick was completely vindicated in Glucksberg, the Supreme Court's latest--and one of its most significant--decisions on the meaning of fundamental rights protected by substantive due process.

Following the very successful workshop on Adela Cathcart held in Massachusetts in 1995 we hope to hold a similar workshop focusing on The Lost Princess (The Wise Woman) in New Hampshire or Maine in July 1998. Workshops actively involve all participants, there are no lectures. The Lost Princess is particularly suited for such an approach. Tinigible Body Macrophages In Regulation Of Germinal Center Reactions, John P. Smith, Gregory F. Burton, John G. Tew, Andras K. Szakal

Tingible body macrophages (TBM), long thought simply as scavengers of apoptotic lymphocytes, are located in the unique microenvironment of germinal centers in close proximity to antigen-retaining follicular dendritic cells (FDC). Observations that TBM endocytose FDC-iccosomal (immune-complex coated bodies) antigen suggested that TBM might present this antigen and help regulate the germinal center reaction. To test for antigen presentation, the ovalbumin (OVA)-specific TH hybridoma, 3DO-54.8, which produces IL-2 on receiving effective presentation of OVA, were used as responders to OVA-bearing TBM. Results showed that OVA-bearing TBM failed to induce IL-2 production. Furthermore, addition of TBM to IL- 2-inducing positive controls …
