The concept of human dignity has emerged in the United States in recent decades as an important theoretical and sometimes practical source of individual rights and liberties. Human dignity is cited in jurisprudential writings and discussed in some court opinions as a means of enhancing the broad phrases of the Bill of Rights and the Fourteenth Amendment. This Essay examines the pivotal role that the late Justice William J. Brennan, Jr., played on the United States Supreme Court in making concepts of human dignity a valued and essential part of rights formulation. This essay explores Justice Brennan 's vision of …

Suspicionless Drug Testing And Chandler V. Miller: Is The Supreme Court Making The Right Decisions, Ross H. Parr

During the last decade, the United States Supreme Court has rendered four major decisions regarding the validity of suspicionless drug testing policies. Such drug testing policies have become a common way for employers and other interested parties-including the government-both to deter the use of drugs and to determine who is acting under the influence of illegal narcotics. Because government officials often randomly select individuals for drug testing, some of these individuals have charged that a governmental drug testing policy violates the Fourth Amendment. A portable, object-oriented library for simulation of general Multi-layer Feedforward Neural Networks (MLFNs) is described. Unlike all-encompassing neural network simulation environments, the library was designed to allow convenient use in existing programs and in applications where training and testing data are generated using separate, often complex simulations.
The library' s design goals include modularity, portability, efficiency, correctness, compactness, and type-safety. To demonstrate how these objectives are met, competing architectural choices are presented, along with the criteria used for determining the strategy actually implemented. Florida pompano (Trachinotus carolinus) are highly prized food and sport fish indigenous to coastal areas of the southeastern United States. A commercially valuable fishery has historically existed in the Gulf of Mexico and on the South Atlantic seaboard. Efforts to economically culture Florida pompano in a captive environment were only partially successful. Four experiments were performed to explore the physical and environmental requirements of Florida pompano and other closely related species in the Family (Carangidae):

The functions and methods of the NOU Records Committee are described in its bylaws (NOU Records Committee 1986). The committee's purpose is to provide a procedure for documenting unusual bird sightings and to establish a list of all documented birds for Nebraska. THE OFFICIAL LIST OF THE BIRDS OF NEBRASKA was first published in 1988 (NOU Records Committee 1988) and has been appended seven times (Mollhoff 1989, Grenon 1990, 1991, Gubanyi 1996a, 1996b, 1996c, Brogie 1997). On 29 April 1998, while working with school children from the Chadron Public Schools, Ruth banded a Pine Siskin at Nebraska's Chadron State Park, Dawes County. Approximately seven and a half months later, on 12 December, this same bird was recovered beneath a feeder in Springfield, Oregon. The Pine Siskin was dead, perhaps a victim of disease sweeping the siskin population on the West Coast. This particular occurrence is noteworthy for the distance traveled both west and north.

Dear Fellow Birders,
It is with deep regret that I inform you of the death of Harvey L. Gunderson on Tuesday, 23 February, 1999, in Minneapolis, Minnesota.
Harvey was born in Gary, Minnesota, on 11 June, 1913, and went On to become Associate Director Of the University Of Nebraska State Museum. Along the way, Harvey received a Bachelor’s Degree from Concordia College, Moorhead, MN, a Master's Degree from the University Of Minnesota and a Ph.D. from the University Of Michigan.

Larry Einemann kindly pointed out that in the Spring Report all his sightings from Pioneer's Park should have been attributed to Wilderness Park at Pioneer's Boulevard (in Lincoln). Larry noted that Pioneer's Park is a manicured Lincoln city park which is not good for birds except for in the vicinity of the embedded Chet Ager Nature Center. This was my (WRS) error; personally I have trouble even finding the Wilderness Park entrances, let alone naming them properly!

I estimate that 215 bird species currently breed or have previously bred in Nebraska. This number compares with a total of 330 species that breed or have bred in the Great Plains region south of Canada, as I defined that region in my book on the breeding birds of the Great Plains (Johnsgard, 1979).
Grasslands or potential grasslands make up about 81 percent of the Great Plains' vegetation, and probably represented about 96 percent of Nebraska's original vegetation. Only in the Sandhills region is that vegetation type still essentially intact; the tall-grass prairie of eastern Nebraska is Virtually gone. In …

On 5 October, 1997, we joined Joel G. Jorgensen and John Sullivan for a pelagic trip on Lake McConaughy. A similar trip in late September 1996 yielded a Sabine's Gull, but we were really hoping to see a jaeger. From 7:00 to 8:30 a.m. we gradually worked our way from the dam towards the western end of the lake. Besides moderate numbers of Franklin's and Ring-billed Gulls, there were few birds on the lake. A Compilation Of Published Records Of The Ivory-Billed Woodpecker In Texas: Voucher Specimens Versus Sight Records, Clifford E. Shackelford
Bulletin of the Texas Ornithological Society
I reviewed all published reports of the Ivory-billed Woodpecker (Campephilus principalis), including specimen and sight records from Texas. A total of 25 published records and two U. S. Biological Survey unpublished reports revealed three specimen records and 44 sight records. Also, a sound voucher of the "double-knock" of a presumed Ivory-bill in Texas appears on an album of bird songs. This compilation reveals additional reports not published in Oberholser (1974), which is considered to be the main source of historical data for Texas. The intent of this paper, many decades later, is not to determine the validity of each sight …

A Continuous Process For The Conversion Of Vegetable Oils Into Methyl Esters Of Fatty Acids, Hossein Noureddini, D Harkey, V Medikonduru

A continuous process for the transesterification of triglycerides to methyl esters was investigated in a pilot plant. The process was equipped with a motionless and a high-shear mixer. The experimental studies explored variations in the mixing intensity, stoichiometry, and catalyst concentration on the overall conversion. The combined as well as individual effect of mixers was examined. The developed process resulted in high conversions of vegetable oils into methyl esters. Conversion of triglycerides to methyl esters in excess of 98% was achieved. Larger excess amounts of alcohol favored higher conversions. The motionless and high-shear mixers each provided adequate mixing for the …
