Providing Focus On Participatory Democracy In Academic Departments Of Communication, Timothy G. Hegstrom, Shawn Spano Jan 1997

Providing Focus On Participatory Democracy In Academic Departments Of Communication, Timothy G. Hegstrom, Shawn Spano

Journal of the Association for Communication Administration

This article aims to illustrate how academic departments of communication can help contribute to a revitalized public sphere. Some of the projects to enhance participative democracy in order to show one direction in which the public sphere seems to be changing have been highlighted. Academic departments of speech communication can do much to accommodate this change by focusing more on the relationship between communication and democracy. This intention can be formally stated in university planning documents, course titles and outlines, general education guidelines, the establishment of research and consulting consortia, and in partnerships with external institutions. Benefits to the department …

Student Perceptions Of General Education At A Comprehensive University And Implications, Kenneth E. Nuss Jan 1997

Student Perceptions Of General Education At A Comprehensive University And Implications, Kenneth E. Nuss

Dissertations and Theses @ UNI

Using a case study method, I investigated how students negotiate their way through the general education program at a middle-western comprehensive university, and consequently I increased my understanding of the student perspective of this portion of their undergraduate curriculum. From 34 semistructured qualitative interviews with general education science students, I discovered that they could articulate only a dim notion of the purpose of general education. I also became aware that the university structure failed to clearly communicate to students that the faculty values the general education curriculum.

The following themes for further analysis emerged from the student interviews: the purpose …

Foucault In Cyberspace: Surveillance, Sovereignty, And Hardwired Censors, James Boyle Jan 1997

Foucault In Cyberspace: Surveillance, Sovereignty, And Hardwired Censors, James Boyle

Faculty Scholarship

This is an essay about law in cyberspace. I focus on three interdependent phenomena: a set of political and legal assumptions that I call the jurisprudence of digital libertarianism, a separate but related set of beliefs about the state's supposed inability to regulate the Internet, and a preference for technological solutions to hard legal issues on-line. I make the familiar criticism that digital libertarianism is inadequate because of its blindness towards the effects of private power, and the less familiar claim that digital libertarianism is also surprisingly blind to the state's own power in cyberspace. In fact, I argue that …

A Virtuous Warrior In A Savage World, Charles J. Dunlap Jr. Jan 1997

A Virtuous Warrior In A Savage World, Charles J. Dunlap Jr.

Faculty Scholarship

Divining the nature of future war is always problematic. President Eisenhower warned that "Every war is going to astonish you in the way it has occurred, and in the way it is carried out." The United States must, of course, be prepared to meet a wide range of contingencies. Paramount among them would be a threat posed by a "peer competitor," that is, a state capable of battling the United States with comparable forces employing largely orthodox tactics. Although it is almost certain that one will arise in the future, no nation exists today that can challenge America symmetrically as …

Building Embankments Of Fly/Bottom Ash Mixtures, Ahmed M.K. Karim, C. W. Lovell, Rodrigo Salgado Jan 1997

Building Embankments Of Fly/Bottom Ash Mixtures, Ahmed M.K. Karim, C. W. Lovell, Rodrigo Salgado

JTRP Technical Reports

This research investigates the engineering properties of mixtures of bottom ash and Class F fly ash relevant to their utilization in highway embankment construction. The research included ash samples from two major power plants in Indiana that disposed of their ash differently. The first power plant disposes of the bottom ash and fly ash separately and hence explicit mixtures were synthetically formed and tested. The second power plant disposes of the bottom ash and fly ash together in a common location and hence they become homogeneous samples for the research. Characterization of the ash included grain size analysis, specific gravity, …

Freeway Incident Likelihood Prediction And Response Decision-Making, Samer Madanat, Hongyu Pan, Pen-Chi Liu, Hualiang Teng

JTRP Technical Reports

This research project consisted of two parts. The first part developed a set of real-time incident likelihood prediction models. The second part developed a freeway incident response decision-making methodology based on sequential hypothesis testing methods. The freeway incident likelihoods predicted by the real-time prediction models act as prior probabilities for the freeway incident response decision-making system. The products of this research project will be incorporated in the Advanced Traffic Management System that is being implemented on the Borman Expressway, a 16-mile segment of I-80 in northwest Indiana. The decision-making system can be used by traffic management personnel to assist in …

Development Of A Tire Pyrolysis Process And Apparatus Using Steam Displacement Of The Combustible Atmosphere, Timothy Whitney Burrell Jan 1997

Development Of A Tire Pyrolysis Process And Apparatus Using Steam Displacement Of The Combustible Atmosphere, Timothy Whitney Burrell

Dissertations and Theses @ UNI

It is the purpose of this research to convert a batch vacuum pyrolysis process into a pyrolytic process that operates at ambient air pressure with the capabilities of a continuous material flow operation. Further, it is important to optimize the conditions of the pyrolysis process so as to reduce costs of operation and to reasonably maximize products that have value. Steam will be used to displace the combustible atmosphere which enables ambient air pressure operation and elimination of need for inert carrier gasses or evacuation of the apparatus. The use of steam also allows water traps to be used as …

Perceptions Of Businesses On Environmental Regulatory Information, Kimberly K. Gunderson Jan 1997

Perceptions Of Businesses On Environmental Regulatory Information, Kimberly K. Gunderson

Dissertations and Theses @ UNI

The purpose of this study was to determine the source and amount of information that a sample of businesses receive on environmental regulatory topics and from what sources they would prefer to receive this information. More specifically, the study demonstrated the discrepancy between the sources from which businesses currently receive their information and the sources from which they would prefer to receive it. The study also addressed how relevant this information was to the businesses and with which regulations the businesses were the most and least knowledgeable. The study was done by conducting a mail-back survey of 500 Iowa small …

Water Rights And Ecology On The Wind River Indian Reservation: The Collision Of Histories, A Tradition Of Neglect And Suggestions For Resolution, John F. Dillon

Graduate Student Theses, Dissertations, & Professional Papers

In 1989, in a four-to-four vote without opinion, the United States Supreme Court let stand a senior priority, reserved Indian water right for the Shoshone and Northern Arapaho Tribes of the Wind River Indian Reservation. Shortly thereafter, the Tribes issued a permit requiring a minimum flow of water, known as an 'instream flow/ on the Wind River for fishery, environmental and cultural purposes. In 1992 however, a Wyoming Supreme Court majority ruled the Tribes must divert their water from its stream channel in order to use it and that the State Engineer shall administer the Tribes' water. Without means to …

A Comparative Study And Estimation Of The Life-Cycle Cost Impact Of Application Of Real-Time Non-Intrusive (Rtni) Monitoring Technology To Real-Time Embedded Systems, Michael D. Lewis

Theses and Dissertations

The use of real time non-intrusive (RTNI) monitoring has had an impact on life cycle costs of existing programs through a reduction in debug time. Other areas in which RTNI monitoring can provide potential benefits to future programs are through the use of increased dynamic testing and the sharing of testing time among more engineers. There are a number of areas in which software life cycle costs are impacted by various cost drivers. To determine which areas were affected by the use of RTNI monitoring, a panel of expert users of RTNI monitoring was created using a form of the …
