Theoretical And Conceptual Lacunae In Sociological Theories Of Development: The Puerto Rican Anomaly, Dennis Malaret
Theoretical And Conceptual Lacunae In Sociological Theories Of Development: The Puerto Rican Anomaly, Dennis Malaret
Dissertations
Puerto Rico is presently facing serious economic and social problems which are characteristic of a neocolony. Many of these problems are associated with Puerto Rico's historical path of industrial development adopted in 1940s. This study, therefore, focuses on economic and development policies implemented in Puerto Rico since the early 1900s and the political and economic role the U.S. has played in such policies.
To understand Puerto Rico's structural problems, a theoretical framework has been developed. This framework combines developmentalist theories such as modernization, dependency, capitalist world economy and indigenous Puerto Rican theorizing. These theories have been critically assessed for their …

Strategic Planning And The Drug Threat, William W. Mendel Col (Ret), Murl D. Munger Col (Ret)
Monographs, Collaborative Studies, & IRPs
The primary purpose of this publication is to show how the principles and techniques of strategic and operational planning can be applied to the supply reduction side of our national effort to curb the trafficking of illicit drugs. An earlier version was published in 1991 which introduced campaign planning methodology as a means to help bridge the gap existing between the policy and strategy documents of higher echelons and the tactical plans developed at the field level. These campaign planning principles, formats, and examples of operational level techniques have been retained and updated for use as models for current interagency …

Between A Rock And A Hard Place: The United States, Mexico, And The Agony Of National Security, Donald E. Schulz Dr.
Monographs, Collaborative Studies, & IRPs
The North American Free Trade Association has accelerated its interdependence with the U.S. economy. At the same time, Mexico has been experiencing great political, economic, and social disruption, and has become the territory of origin or transit of most of the illegal drugs entering the United States. The growing interpenetration and interdependence of the two countries means that this turmoil is more likely than ever to spill over the border. Whether in the form of economic interaction, illegal immigration, or the spread of corruption and violence, what happens in Mexico increasingly affects our own national interests. By redefining U.S.-Mexican national …

The Future Roles Of U.S. Military Power And Their Implications, William T. Johnsen Dr.
Monographs, Collaborative Studies, & IRPs
As the daily headlines attest, the Department of Defense is in the midst of a Quadrennial Defense Review (QDR). Charged by Congress, the Department of Defense is examining a broad range of issues concerning U.S. military policy and strategy (inter alia, future national defense strategy, the force structure necessary to implement that strategy, the affects of technology on force structure, and the anticipated roles and missions of the Reserve Components in executing the defense strategy) that will have far-reaching consequences for the United States. Before these crucial issues are addressed, however, a more fundamental question needs to be explored: what …

Political Corruption In Sub-Saharan Africa: A Comparative Assessment Of Kenya, Nigeria, And Zaire/Congo, Kennedy Geoffrey Ondieki
Political Corruption In Sub-Saharan Africa: A Comparative Assessment Of Kenya, Nigeria, And Zaire/Congo, Kennedy Geoffrey Ondieki
UNLV Retrospective Theses & Dissertations
Legally, politically, academically, and culturally, political corruption eludes clear, precise, and comprehensive definition. It is a universal phenomenon that afflicts every political system. It means different things to different people. It manifests itself in a variety of ways in both developed and developing countries. It is considered morally, economically, politically, and socially devastating. This thesis addresses the dynamics of political corruption in sub-Saharan Africa and explores some central and perplexing questions. How is it that one of the most serious problems in sub-Saharan Africa receives such limited attention despite its magnitude, pervasiveness, and consequences? Is political corruption a cultural characteristic …

Nafta: The Effect Of The Motor Carrier Provisions On The Future Of The Agreement, Pamela C. Schmidt
Nafta: The Effect Of The Motor Carrier Provisions On The Future Of The Agreement, Pamela C. Schmidt
UC Law SF International Law Review
The motor carrier provisions of the North American Free Trade Agreement (NAFTA) provide for gradual implementation that will eventually allow Mexican trucks unfettered access to the U.S. highways. The first phase of the motor carrier provisions were scheduled to go into effect on December 18, 1995. The unilateral delay of the provisions by the Clinton administration has resulted in controversy both in the United States and Mexico. Although the motor carrier provisions are just a small part of NAFTA, they have the ability to undermine the entire Agreement.
This Note will examine the advantages and disadvantages of implementing the NAFTA …
Corruption And Organized Crime: Lessons From History, Margaret E. Beare
Corruption And Organized Crime: Lessons From History, Margaret E. Beare
Articles & Book Chapters
The intention of this paper is to serve in part as a warning to the international community concerned about corruption, to keep the focus based on the critical analysis of empirically verifiable information. In ways similar to how theorists spoke about organized crime in the 1960's and 1970's, articles today attempt to refer to corruption as if there were one agreed upon definition. However, like the concept “organized crime”, the term “corruption” involves diverse processes which have different meanings within different societies. Corruption (or a focus on corruption), may be the means toward very diverse ends and each may have …
Population And Poverty: A Review And Restatement, Geoffrey Mcnicoll
Population And Poverty: A Review And Restatement, Geoffrey Mcnicoll
Poverty, Gender, and Youth
Worldwide in the 1990s over one billion persons are estimated to have a purchasing power of below a dollar per day, the conventional demarcation of “absolute poverty.” Other dimensions of poverty, extending beyond income measures to encompass a person’s broader capabilities and social functioning, are less empirically accessible. Poverty is commonly thought to be associated with high fertility and rapid population growth (regionally, South Asia and Africa have the highest poverty rates), but that view finds little support in the extensive statistical research literature on population and poverty. However, a clear-cut depiction of such an institutionally contingent relationship is not …

New Players For The Old Tobacco Game: The Czech Republic And Romania; It's Time To Change The Rules, Susan Meyer
Northwestern Journal of International Law & Business
Cigarette and tobacco advertisements have become a part of life in the Czech Republic and Romania. In the Czech Republic, Camel cigarettes, manufactured by R.J. Reynolds, sponsored weddings in which taxis bearing the Camel logo transported guests from the wed- ding to the reception.' In Romania, Kent cigarettes, manufactured by British and American Tobacco Company (BAT), sponsored the ex- tremely popular television show "Dallas."3 Unfortunately, the health consequences of cigarette use, which lead to the annual death of three million people around the world,4 have also become a part of daily life. In 1995, almost 20% of the Czech Republic's …
Globalizing Sanctions Against Foreign Bribery: The Emergence Of A New International Legal Consensus, David A. Gantz
Globalizing Sanctions Against Foreign Bribery: The Emergence Of A New International Legal Consensus, David A. Gantz
Northwestern Journal of International Law & Business
Part I of the article begins with a review of the rationale and key legal ele- ments of the U.S. Foreign Corrupt Practices Act. Part II describes recent efforts by the United States to convince other governments and firms of the need for binding, enforceable and universally accepted rules against corrupt payments to foreign public officials. Parts III and IV survey the activities of various governmental organizations and major private sector groups that support international efforts to effectively discourage foreign bribery, re- spectively. The key sections, Parts V and VI, describe, analyze and critique the two major international conventions, the …
