Theoretical And Conceptual Lacunae In Sociological Theories Of Development: The Puerto Rican Anomaly, Dennis Malaret

Puerto Rico is presently facing serious economic and social problems which are characteristic of a neocolony. Many of these problems are associated with Puerto Rico's historical path of industrial development adopted in 1940s. This study, therefore, focuses on economic and development policies implemented in Puerto Rico since the early 1900s and the political and economic role the U.S. has played in such policies.

To understand Puerto Rico's structural problems, a theoretical framework has been developed. This framework combines developmentalist theories such as modernization, dependency, capitalist world economy and indigenous Puerto Rican theorizing. The North American Free Trade Association has accelerated its interdependence with the U.S. economy. At the same time, Mexico has been experiencing great political, economic, and social disruption, and has become the territory of origin or transit of most of the illegal drugs entering the United States. Legally, politically, academically, and culturally, political corruption eludes clear, precise, and comprehensive definition. It is a universal phenomenon that afflicts every political system. It means different things to different people. It manifests itself in a variety of ways in both developed and developing countries. It is considered morally, economically, politically, and socially devastating. This thesis addresses the dynamics of political corruption in sub-Saharan Africa and explores some central and perplexing questions. The motor carrier provisions of the North American Free Trade Agreement (NAFTA) provide for gradual implementation that will eventually allow Mexican trucks unfettered access to the U.S. highways. The first phase of the motor carrier provisions were scheduled to go into effect on December 18, 1995. The unilateral delay of the provisions by the Clinton administration has resulted in controversy both in the United States and Mexico. Although the motor carrier provisions are just a small part of NAFTA, they have the ability to undermine the entire Agreement.

The intention of this paper is to serve in part as a warning to the international community concerned about corruption, to keep the focus based on the critical analysis of empirically verifiable information. In ways similar to how theorists spoke about organized crime in the 1960's and 1970's, articles today attempt to refer to corruption as if there were one agreed upon definition. However, like the concept “organized crime”, the term “corruption” involves diverse processes which have different meanings within different societies. Worldwide in the 1990s over one billion persons are estimated to have a purchasing power of below a dollar per day, the conventional demarcation of “absolute poverty.” Other dimensions of poverty, extending beyond income measures to encompass a person’s broader capabilities and social functioning, are less empirically accessible. Poverty is commonly thought to be associated with high fertility and rapid population growth (regionally, South Asia and Africa have the highest poverty rates), but that view finds little support in the extensive statistical research literature on population and poverty. Cigarette and tobacco advertisements have become a part of life in the Czech Republic and Romania. In the Czech Republic, Camel cigarettes, manufactured by R.J. Reynolds, sponsored weddings in which taxis bearing the Camel logo transported guests from the wed- ding to the reception.' In Romania, Kent cigarettes, manufactured by British and American Tobacco Company (BAT), sponsored the ex- tremely popular television show "Dallas."3 Unfortunately, the health consequences of cigarette use, which lead to the annual death of three million people around the world,4 have also become a part of daily life. Part I of the article begins with a review of the rationale and key legal ele- ments of the U.S. Foreign Corrupt Practices Act. Part II describes recent efforts by the United States to convince other governments and firms of the need for binding, enforceable and universally accepted rules against corrupt payments to foreign public officials.
