It is shown that most of the energy deposited by fast charged particles traversing matter occurs through ionization, i.e., the ejection of electrons during the atomic collision. The important mechanisms of ionization are identified and several methods of calculating the relevant differential and total cross sections are described. These include both classical and quantum theoretical methods and two semi-empirical models. The calculational methods were intended only for light, bare-ion projectiles, and care must be exercised in extending them to heavy, dressed projectiles.

The Wilsonian Dilemma, Mark Hall
The Wilsonian Dilemma, Mark Hall
Faculty Publications - Department of History and Politics
This essay explores James Wilson’s approach to the so-called “Madisonian Dilemma. ” I first explain how the tension between majority rule and minority rights was more extreme for Wilson than for most founders. I then show how his view of human nature and moral epistemology allowed him to resolve the dilemma. Although Wilson’s solution may be less realistic than Madison’s, it is still worthy of serious consideration because of its influence on the creation of America’s constitutional system.
Challenging Political Culture In Postwar Austria: Veterans' Associations, Identity, And The Problem Of Contemporary History, Matthew P. Berg
Challenging Political Culture In Postwar Austria: Veterans' Associations, Identity, And The Problem Of Contemporary History, Matthew P. Berg
History
This observation, registered by Marianne Enigl and Herbert Lackner, points to an incontestable and compelling feature of contemporary Austrian political culture: during the 1980s and 1990s, the first meaningful steps toward an Austrian Vergangenheitsbewältigung developed out of a discussion of Austrians' military service during the Nazi era and its highly problematic association with wartime atrocities and genocide. Exploration of this important theme had been avoided throughout the period of the Second Republic by a carefully cultivated expression of public memory. The inherent tension between the internationally sanctioned notion of Austrian victimization during the Nazi years and the pride of many …

The Information Superhighway: Trolls At The Tollgate, Charles M. Oliver
The Information Superhighway: Trolls At The Tollgate, Charles M. Oliver
Federal Communications Law Journal
Prior to the passage of the 1996 Telecommunications Act, policymakers sought funding and regulatory mechanisms capable of fulfilling the vision of an Information Superhighway. Vice President Gore, the Clinton Administration's point person on the issue, initially proposed assessing fees on other sectors of the telecommunications industry to fund construction. Meanwhile, conservatives asserted that deregulation of the industry would achieve the desired result. A compromise ultimately was reached: the 1996 Act requires local exchange carriers to unbundle their networks and provide access at a reasonable cost to competitors. The use of regulatory formulas in lieu of taxes to subsidize a national …

Property Rights, Reliance, And Retroactivity Under The Communications Act Of 1934, William L. Fishman

Although the FCC and courts have concluded that licensees have certain property interests in their licenses, they do not acquire any ownership interests even when, via a spectrum auction, they pay for their licenses. What narrow property interests licensees maintain are limited, and the FCC has broad power to modify existing licenses if doing so is in the public interest. License owners have sought to limit or defeat otherwise lawful FCC actions to alter their licenses by asserting a reliance interest on prior agency action or policy. Licensees may find comfort in the fact that some courts have acknowledged these …

Spacing Of Connections In Compression Elements For Cold-Formed Steel Members (Beams), Michael L. Jones, Roger A. Laboube, Wei-Wen Yu
Spacing Of Connections In Compression Elements For Cold-Formed Steel Members (Beams), Michael L. Jones, Roger A. Laboube, Wei-Wen Yu
CCFSS Library (1939 - present)
PREFACE The spacing of connectors in compression elements of built-up flexural members was evaluated both experimentally and analytically at the University ofMissouri-Rolla (UMR) under the sponsorship of the American Iron and Steel Institute. A computational model was developed for determining the bending capacity of single-fluted sections with cover plates that do not have edge stiffeners. The results of the investigation are presented and recommendations are made for design of single-flute cross sections having cover plates without edge stiffeners. Previous research developments by Yener, at Purdue University, and Luttrell, at the University of West Virginia, were compared to the UMR experimental …
Honest Or Deceitful?: A Study Of Persons' Mental Models For Judging Veracity, John S. Seiter
Honest Or Deceitful?: A Study Of Persons' Mental Models For Judging Veracity, John S. Seiter
Languages, Philosophy, and Communication Studies Faculty Publications
This study focused on understanding the detailed and dynamic mental models that people develop for judging veracity. It was hypothesized that individual differences in such mental models, assessed by using Thagard's (1989) ECHO computer simulation program, would predict participants' attributions and confidence in making attributions. After watching videotapes of targets, 120 participants rated targets' veracity and their own confidence in making attributions. Half of these participants also provided “on-line” information that, in turn, was entered into ECHO. The two groups did not differ in their judgments of veracity, but the on-line group was significantly more confident. Results from ECHO and …
Neighborhood Effects On Afdc Exits: Examining The Social Isolation, Relative Deprivation, And Epidemic Theories, Thomas P. Vartanian
Neighborhood Effects On Afdc Exits: Examining The Social Isolation, Relative Deprivation, And Epidemic Theories, Thomas P. Vartanian
Graduate School of Social Work and Social Research Faculty Research and Scholarship
Linking data from the Panel Study of Income Dynamics with the 1970 and 1980 censuses, the author finds that, in accordance with the social isolation theory, neighborhood conditions greatly affect the likelihood of exiting the Aid to Families with Dependent Children (AFDC) program. Neighborhood conditions are especially strong predictors of leaving the program for African Americans, high school dropouts, and for those who marry. Members of each of these groups stay on welfare significantly longer when they live in the most economically depressed neighborhoods of neighborhoods with a relatively high proportion of manufacturing relative to professional and executive workers. I …

Central Bank Of Nigeria Statistical Bulletin, December 1997, Central Bank Of Nigeria
CBN Statistical Bulletin
Financial data is compiled from documents like balance sheets and financial statements, which are designed for legal and administrative purposes rather than economic analysis. The Financial Statistics Office compiles the analytical CBN balance sheet without major reclassifications or rearrangements. However, due to problems with imprecise definitions, improper classification, inadequate sectorization, inaccuracies, irregular valuation procedures, and errors in data compilation, major revisions were made. The Computer Services Department generates summary and detailed analytical balance sheets based on the end-month BANKOS 302 of the CBN, Lagos branch. The consolidation of accounts of monetary authorities and deposit money banks produces monetary survey accounts. …

Socratic Autonomy And Responsibility In The Apology , Raymond M. Herbenick
Socratic Autonomy And Responsibility In The Apology , Raymond M. Herbenick
University of Dayton Review
In short, the theme of "Autonomy and Responsibility" becomes more intelligible once two shortfalls are remedied: first, failure to recognize a good reasons model of ethical reasoning in the elenchial activities of Plato's historical Socrates; and second, failure to adequately correct Plato's historical Socrates with guises of Socrates offered by contemporaries such as Xenophon and Aristophanes and by next-generation historians of philosophy such as Aristotle. However, only the first shortfall will be remedied in what follows.
On Archbishop Romero And Some Aspects Of Autonomy, Xavier O. Monasterio
On Archbishop Romero And Some Aspects Of Autonomy, Xavier O. Monasterio
University of Dayton Review
I committed myself to write a paper on autonomy in relation to Latin America, in particular to the situation that prevailed in EI Salvador at the time of Oscar Romero's tenure as archbishop of the capital of his country. As a native Latin American and as a Christian, I eagerly availed myself of this opportunity to reflect on archbishop Romero himself-a historical figure for whom I had much admiration. I must confess, though, that I found myself hampered by the constraint I had accepted of viewing Romero precisely in order to make explicit certain aspects of human autonomy. I hope …
Autonomy, Responsibility And Human Maturity, Bruce M. Taylor
Autonomy, Responsibility And Human Maturity, Bruce M. Taylor
University of Dayton Review
The Humanities Base theme of Autonomy and Responsibility, as we have seen tonight and throughout the Symposium presentations, is conceptually slippery and offers challenges in interpretation for both faculty and students. Dr. Gene August mentioned in his keynote address that the terms are usually presented as if in tension with one another: "Autonomy versus Responsibility." History records numerous examples of persons who, when faced with momentous opportunities for choice, acted with responsibility as they saw it. Dr. August, however, introduces a different interpretation of the relationship between autonomy and responsibility. In his announcement of the showing of our film for …
