The Ticker is the student newspaper of Baruch College. It has been published continuously since 1932, when the Baruch College campus was the School of Business and Civic Administration of the City College of New York.

On The Green Vol. 28 No. 10 December 10, 1997, Gallaudet University

On the Green is an internal publication of Gallaudet College, which later became Gallaudet University. It notified employees of updates around the campus and in the broader community, including new construction and the establishment of new academic programs. Running until 2010, it was supplanted by various forms of online mass communications across multiple audiences.

Markovian Decision Control For Traffic Signal Systems, Xiao-Hua Yu, Allen R. Stubberud

Electrical Engineering

Setting signals at intersections to minimize the queue length and vehicle delay time is a key goal in traffic management. In this paper, a new control strategy for a signalized traffic intersection is developed by applying Markovian decision control theory. Statistical analysis of simulation results with different arrival rates indicate the excellent potential of this approach.

STATE AND COUNTY EARLY CHILDHOOD DEVELOPMENT PROGRAMS. ADDITIONAL TOBACCO SURTAX. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Creates state commission to provide information and materials and to formulate guidelines for establishment of comprehensive early childhood development and smoking prevention programs. Creates county commissions to develop strategic plans with emphasis on new programs. Creates trust fund for these programs. Funding for state and county commissions and programs raised by additional $.50 per pack tax on cigarette distributors and equivalent increase in state tax on distributed tobacco products. Funds exempt from Proposition 98 requirement that dedicates portion of general tax revenues to schools. Summary …

Authorizes action for dissolution or legal separation based upon adultery, extreme cruelty, willful desertion, willful neglect, habitual intemperance, conviction of felony, irreconcilable differences or incurable insanity. Willful desertion, willful neglect or habitual intemperance must continue at least one year to constitute grounds for action. Prohibits dissolution or separation based on irreconcilable differences where minor dependent child is present.
