The Chemical Weapons Convention: Strategic Implications For The United States, Frederick J. Vogel Mr. Jan 1997

The Chemical Weapons Convention: Strategic Implications For The United States, Frederick J. Vogel Mr.

Books, Monographs & Collaborative Studies

On January 13, 1993, in Paris, 130 countries signed the Chemical Weapons Convention (CWC) to ban the entire class of chemical weapons. Many of those nations have since ratified it. In this country, debate continues on the strategic implications of the convention, as drafted, and whether it is in the U.S. national security interest. Once gain, that debate comes before the Senate for ratification consideration in 1997. Frederick Vogel explores the historical, moral, and legal aspects of chemical warfare, and the strategic implications of the convention, including operational, policy, constitutional, and industrial impact for the United States. He concludes that, …

Identity Development And Student Involvement Of African-American Undergraduate Students At Historically White Colleges And Universities In Southern Appalachia, Rosemary G. Bundy

Electronic Theses and Dissertations

This study of African American undergraduates at Emory & Henry College, Tusculum College, Western Carolina University, East Tennessee State University, Appalachian State University, and University of North Carolina at Asheville was conducted to determine students' stages of identity development, level of involvement in campus activities, and demographic characteristics within historically White Southern Appalachian colleges and universities, both public and independent. Three research questions were answered by analyzing 21 null hypotheses using the t-test and the chi square test. Hypotheses were tested at the.05 level of significance. Data collected in this study revealed that the students' perceptions of identity development and …

Altering The Balance Between State Sovereignty And Competition: The Impact Of Seminole Tribe On The Antitrust State Action Immunity Doctrine, Susan Beth Farmer Jan 1997

Altering The Balance Between State Sovereignty And Competition: The Impact Of Seminole Tribe On The Antitrust State Action Immunity Doctrine, Susan Beth Farmer

Faculty Scholarship

In the post-Seminole Tribe world, the legal analysis in situations where states have chosen regulation over competition, supplanting the free functioning of markets, will diverge depending upon the identity of the defendant. If a state, its agencies, or departments are the named defendants, the broader Eleventh Amendment analysis controls and claims for damages against government entities must be dismissed on the ground of sovereign immunity. If the defendant is a private firm, the narrower State Action Doctrine, which has been crafted to balance true exercise of state sovereignty against the goal of competition, provides immunity for private defendants. As …

An Aggregation Procedure For Simulating Manufacturing Flow Line Models, Paul Savory, Gerald Mackulak Jan 1997

An Aggregation Procedure For Simulating Manufacturing Flow Line Models, Paul Savory, Gerald Mackulak

Department of Industrial and Management Systems Engineering: Faculty Publications

We develop a formal method for specifying an aggregate discrete-event simulation model of a production flow line manufacturing system. The methodology operates by aggregating production stations or resources of a flow line. Determining the specifications for representing the aggregated resources in a simulation model is the focus of our presentation. We test the methodology for a set of flow lines with exponentially distributed arrival and service times. Comparisons between analytical and simulation results indicate the aggregation approach is quite accurate for estimating average part cycle time.

Wyclif On Rights, Stephen E. Lahey Jan 1997

Wyclif On Rights, Stephen E. Lahey

Department of Classics and Religious Studies: Faculty Publications

In the study of medieval political philosophy the tendency has been to pay attention to thinkers who appear to have contributed to the birth of the modem. While the value in coming to understand how modem political thought developed is undeniable, this tendency is accompanied by an implicit, perhaps unintentional, devaluation of the study of that which did not contribute as obviously to modernity. In the history of the idea of the natural right scholars have distinguished between the objective and the subjective right, characterizing the subjective right as what lies at the heart of the classically modem and liberal. …

Locus Amoenus Vs. Locus Terribilis: The Spatial Dynamics Of The Pastoral And The Urban In La Ceppède’S Théorèmes, Russell J. Ganim Jan 1997

Locus Amoenus Vs. Locus Terribilis: The Spatial Dynamics Of The Pastoral And The Urban In La Ceppède’S Théorèmes, Russell J. Ganim

Department of Modern Languages and Literatures: Faculty Publications

The opening sonnets of Jean de La Ceppède’s Théorèmes (1613, 1622) present an urban vs. rural conflict that mirrors the dialectic between sin and salvation running throughout the work. La Ceppède’s focus for this struggle becomes the stark contrast between Jerusalem and the garden at the Mount of Olives. Jerusalem, as the place where Christ is persecuted and eventually tried, represents a Babylon-like enclave of transgression, while the garden is portrayed as a site of purity and tranquil reflection. From a literary standpoint, La Ceppède’s emphasis on the clash between dystopian and utopian settings comprises part of his adaptation of …

The Rdna Internal Transcribed Spacer Region As A Taxonomic Marker For Nematodes, Thomas O. Powers, T. C. Todd, A. M. Burnell, P. C. B. Murray, C. C. Flemming, Allen L. Szalanski, B. A. Adams, T. S. Harris Jan 1997

The Rdna Internal Transcribed Spacer Region As A Taxonomic Marker For Nematodes, Thomas O. Powers, T. C. Todd, A. M. Burnell, P. C. B. Murray, C. C. Flemming, Allen L. Szalanski, B. A. Adams, T. S. Harris

Department of Plant Pathology: Faculty Publications

The ITS region from a wide taxonomic range of nematodes, including secernentean and adenophorean taxa, and free-living, entomopathogenic, and plant-parasitic species, was evaluated as a taxonomic marker. Size of the amplified product aided in the initial determination of group membership, and also suggested groups that may require taxonomic reevaluation. Congeneric species often displayed identically sized ITS regions, but genera such as Pratylenchus and Tylenchorhynchus had species with large differences in size. ITS heterogeneity in individuals and populations was identified in several nematode taxa. PCR-RFLP of ITS1 is advocated as a method of taxonomic analysis in genera such as Helicotylenchus that …

Comparison Of Three Formulations Of Alphachloralose For Immobilization Of Canada Geese, Jerrold L. Belant, Thomas W. Seamans Jan 1997

Comparison Of Three Formulations Of Alphachloralose For Immobilization Of Canada Geese, Jerrold L. Belant, Thomas W. Seamans

United States Department of Agriculture Wildlife Services: Staff Publications

The effectiveness of an alpha-chloralose (AC)-corn oil suspension, an AC-margarine mixture, and AC tablets were compared for immobilizing Canada geese (Branta canadensis). Responses to AC immobilization also were compared in male and female Canada geese. There was no difference in mean time to first effects or mean time to capture between male and female geese dosed with 30 mg/kg AC in orally-administered bread baits. Recovery times (≤24 hr) also were similar between sexes. Mean (±SE) time to first effects for geese immobilized with AC tablets in bread baits ( 19 ± 3 mm) was significantly less than mean …

Herbicides And Their Metabolites In Rainfall: Origin, Transport, And Deposition Patterns Across The Midwestern And Northeastern United States, 1990-1991, Donald Goolsby, E. Michael Thurman, Michael Pomes, Michael Meyer, William Battaglin Jan 1997

Herbicides And Their Metabolites In Rainfall: Origin, Transport, And Deposition Patterns Across The Midwestern And Northeastern United States, 1990-1991, Donald Goolsby, E. Michael Thurman, Michael Pomes, Michael Meyer, William Battaglin

United States Geological Survey: Staff Publications

Herbicides were detected in rainfall throughout the midwestern and northeastern United States during late spring and summer of 1990 and 1991. Herbicide concentrations exhibited distinct geographic and seasonal patterns. The highest concentrations occurred in midwestern cornbelt states following herbicide application to cropland. Volume-weighted concentrations of 0.2-0.4 μg/L for atrazine and alachlor were typical in this area during mid-April through mid-July, and weighted concentrations as large as 0.6- 0.9 μg/L occurred at several sites. Concentrations of 1-3 μg/L were measured in a few individual samples. Atrazine was detected most often followed by alachlor, deethylatrazine, metolachlor, cyanazine, and deisopropylatrazine. The high ratio …

Relationship Between Yeast Polyribosomes And Upf Proteins Required For Nonsense Mrna Decay, Audrey L. Atkin, Laura R. Schenkman, Margot Eastham, Jeffrey N. Dahlseid, Michael J. Lelivelt, Michael R. Culbertson Jan 1997

Relationship Between Yeast Polyribosomes And Upf Proteins Required For Nonsense Mrna Decay, Audrey L. Atkin, Laura R. Schenkman, Margot Eastham, Jeffrey N. Dahlseid, Michael J. Lelivelt, Michael R. Culbertson

School of Biological Sciences: Faculty Publications

In yeast, the accelerated rate of decay of nonsense mutant mRNAs, called nonsense-mediated mRNA decay, requires three proteins, Upf1p, Upf2p, and Upf3p. Single, double, and triple disruptions of the UPF genes had nearly identical effects on nonsense mRNA accumulation, suggesting that the encoded proteins function in a common pathway. We examined the distribution of epitope-tagged versions of Upf proteins by sucrose density gradient fractionation of soluble lysates and found that all three proteins co-distributed with 80 S ribosomal particles and polyribosomes. Treatment of ly-sates with RNase A caused a coincident collapse of polyribosomes and each Upf protein into frac-tions containing …

The Geographic Contribution To Studies Of Pilgrimage: Introduction To Sacred Places, Sacred Spaces, Robert Stoddard, Alan Morinis

Geography Program: Faculty Publications

The religions of humankind, from the great traditions of Islam, Christianity, Buddhism, and Hinduism, to sectarian cults arid tribal religions, have all singled out spatial referents as places that embody or enshrine the religious ideals of the culture. These sacred referents and the complex web of logistics, demographics, economics, and related activities that associate with the visitation patterns to such sacred places are the subject of this book.

The Differences Between Women And Men In The Length Of Time Between Onset Of Cardiac Symptoms And Undergoing A Cardiac Catheterization, Anita Gertsch Jan 1997

The Differences Between Women And Men In The Length Of Time Between Onset Of Cardiac Symptoms And Undergoing A Cardiac Catheterization, Anita Gertsch

Master's Projects

Coronary artery disease is a leading cause of death among women. Even so, research suggests that women continue to receive less aggressive cardiac treatment than men. The purpose of the research was to determine if there was a time difference in initiation of cardiac catheterization in a selected population of men and women. A chart review was completed on adult women (n=20) and men (n=20), with varied adult ages, at a hospital based cardiac catheterization laboratory in Northern California. The charts were chosen randomly from the daily catheterization list. Data collection included age, gender, preferred spoken language, pay source, prior …

The Seated Cleopatra In Nineteenth Century American Sculpture, Kelly J. Gotschalk Jan 1997

The Seated Cleopatra In Nineteenth Century American Sculpture, Kelly J. Gotschalk

Theses and Dissertations

This thesis explores Cleopatra as presented in the work of three nineteenth century American sculptors: Thomas Ridgeway Gould, Edmonia Lewis and William Wetmore Story. It illuminates their work in the context of the nineteenth century and within the history of Cleopatra's image. Victorian opinions of Cleopatra's nature are exposed by examining the Egyptian Queen in essays and literature of the period, including works by Anna Jameson, Emily Dickinson, Charlotte Bronte, Nathaniel Hawthorne and Theophile Gautier. By studying the role of Cleopatra in these literary examples, the notion of some recent scholars of Cleopatra as a feminist symbol is dispelled and …

The Relaxing Of Virginia's Concealed Weapon Law: Its Relationship To The Crime Rates For Murder, Aggravated Assault And Robbery, Jerry S. Conner Jan 1997

The Relaxing Of Virginia's Concealed Weapon Law: Its Relationship To The Crime Rates For Murder, Aggravated Assault And Robbery, Jerry S. Conner

Theses and Dissertations

The primary objective of this research is to examine the relationship between the relaxation of Virginia's concealed weapon law, which became effective July 1, 1995, and three crime-related variables. Although there have been two major studies conducted in this area on a national basis, this research represents the first time a study has been conducted in Virginia. A secondary objective of this research is to examine relevant data to determine if this change in the law influenced the purchasing behavior of citizens regarding handguns and the issuance rate for concealed weapon permits.

An interrupted time-series design is employed in examining …

Retirement Incentives In The Twenty First Century: The Move Toward Employer Control Of The Adea, Judith A. Mcmorrow Jan 1997

Retirement Incentives In The Twenty First Century: The Move Toward Employer Control Of The Adea, Judith A. Mcmorrow

University of Richmond Law Review

Retirement has become an increasingly important topic of public policy discussion in the United States, as well as an accepted, and even cherished, goal for many American workers. Consequently, it is not surprising that the Age Discrimination in Employment Act (ADEA) recognized, somewhat inartfully, the importance of retirement. When originally passed, the ADEA expressly provided an exemption for any bona fide employee benefit plan such as a retirement, pension, or insurance plan, which is not a subterfuge to evade the purposes of the ADEA. In 1986, Congress amended the ADEA to eliminate mandatory retirement, but made clear in its legislative …

Annual Survey Of Virginia Law: Workers' Compensation, Daniel E. Lynch Jan 1997

Annual Survey Of Virginia Law: Workers' Compensation, Daniel E. Lynch

University of Richmond Law Review

There have been significant developments in the law of workers' compensation since 1995, when the Annual Survey of Virginia Law last included this topic. The past two years have seen many changes in Virginia workers' compensation through legislation by the General Assembly and by Virginia appellate court decisions. This article focuses on some of the most significant developments with respect to (I) occupational disease claims, (II) injury by accident claims, (III) benefits and coverage under the Workers' Compensation Act, (IV) third party claims, (V) the termination of wage benefits, and (VI) new legislation affecting workers' compensation.

The Shaping Force Of Corporate Law In The New Economic Order, Jeffrey N. Gordon Jan 1997

The Shaping Force Of Corporate Law In The New Economic Order, Jeffrey N. Gordon

University of Richmond Law Review

I am very grateful for the opportunity afforded by this Allen Chair lecture. I grew up in Richmond. During my formative years, between zero and two, my family lived in an apartment on Grace Street, and my mother would push me in the stroller around the block of Lombardy and Grace, where the T.C. Williams Law School was once located. Given all we know about psychology, it surely must be the case that the subliminal suggestion of legal studies at that crucial time accounts for my present occupation as a law professor.

Esop's Fables: Leveraged Esops And Their Effect On Managerial Slack, Employer Risk And Motivation In The Public Corporation, Hunter C. Blum

University of Richmond Law Review

Shareholder rights and their influence on corporate governance have become an increasingly important topic in corporate law. The recent wave of corporate downsizing in the early 1990's has disturbed our collective equilibrium. Many now challenge the basic corporate law tenet that the directors hold a fiduciary duty to the shareholders only and the traditional idea that the proper corporate goal is shareholder wealth maximiza- tion.

Credit Scoring In A Hospital Setting, Robert M. Frohlich Jr. Jan 1997

Credit Scoring In A Hospital Setting, Robert M. Frohlich Jr.

UNF Graduate Theses and Dissertations

This is a study of the relationship between consumer credit scoring and the resolution of a patient's account for hospital services. Accounts studied were classified as Good accounts or Bad accounts based upon their final resolution. Bad accounts were those written-off to bad debt with Good accounts being all others.

The probability of predicting a patient's account being either Good or Bad was based upon a consumer credit scoring process. The null hypothesis of this study was that the consumer credit scoring process would not provide any indication about the outcome or resolution of the account. Analysis of the credit …

Letter From The Editor, Eric R. Link

Richmond Journal of Law & Technology

One of my first responsibilities as the Journal's 1996-97 editor in chief was to ask Professor John Paul Jones to serve as our faculty advisor. I made this request over dinner one evening late in the summer of 1996, and while he declined to commit (we eventually reached an agreement), he did make a very interesting observation. Being only the second editorial board in the Journal's brief history, Prof. Jones said it appeared as though I and the rest of the board were being asked to clean up after the revolution. He and I both found his comment amusing, since …

Deregulatory Takings And Breach Of The Regulatory Contract, Theodore V. Morrison Jr., Thomas W. Merrill, Lewis F. Powell Iii

Richmond Journal of Law & Technology

The October 1996 issue of the New York University Law Review includes a work dealing with deregulatory takings and breach of deregulatory contracts. Next October, the N.Y.U. Law Review will contain a rebuttal, a response critiquing work done by J. Gregory Sidak and Daniel Spulber. This critique is coauthored by William J. Baumol and Thomas W. Merrill. We are very fortunate here today to have that same Thomas W. Merrill with us. Our participants this afternoon on the panel will go in that order. Lewis Powell will discuss the propositions that the Telecommunications Act, and perhaps other current proposals for …
