Two Perspectives On Interventions And Humanitarian Operations, Earl H. Tilford Dr., David Tucker Dr., Robert B. Oakley Amb
Two Perspectives On Interventions And Humanitarian Operations, Earl H. Tilford Dr., David Tucker Dr., Robert B. Oakley Amb
Books, Monographs & Collaborative Studies
A recent symposium cosponsored by the Strategic Studies Institute and the University of Kentucky's Patterson School of Diplomacy and International Commerce examined that grey area between war and peace, between intervention in support of national interests and humanitarian operations which, while necessary and appropriate, also put Americans in danger while consuming precious and ever scarcer resources. The following two papers from that symposium complement each other well. In the first, a revised after action report on his experiences in Somalia, Ambassador Robert B. Oakley, a career foreign service officer who served as Special Envoy to Somalia during both the present …

Phagosomal Proteins Of Dictyostelium Discoideum, Betsy L. Rezabek, Juan M. Rodriguez-Paris, James A. Cardelli, Catherine P. Chia
Papers in Microbiology
In recognizing food particles, Dictyostelium cell-surface molecules initiate cytoskeletal rearrangements that result in phagosome formation. After feeding D. discoideum cells latex beads, early phagosomes were isolated on sucrose step gradients. Protein analyses of these vesicles showed that they contained glycoproteins and surface-labeled species corresponding to integral plasma membrane proteins. Cytoskeletal proteins also were associated with phagosomes, including myosin II, actin and a 30 kDa-actin bundling protein. As seen by the acridine orange fluorescence of vesicles containing bacteria, phagosomes were acidified rapidly by a vacuolar H+-ATPase that was detected by immunoblotting. Except for the loss of cytoskeletal proteins, few other changes …

The West Lodge Files: Joining Clinic And Community To Overcome Tenants' Subordination, Mary Truemner, Bart Poesiat
Osgoode Hall Law Journal
Organizing with members of the community is an essential part of realizing change through legal advocacy. This article explores how organizing with tenants' associations in the Parkdale community created a foundation for success in the courtroom in what are perhaps Parkdale Community Legal Services' most famous files-The West Lodge Files. The article traces the long history of legal and other battles surrounding the West Lodge towers, beginning with a groundbreaking Supreme Court of Canada case for tenants' rights in the 1970's and ending with the tenants' 1997 attempt and courtroom battle to buy the buildings and turn them into a …

The Perils Of Poverty: Prostitutes' Rights, Police Misconduct, And Poverty Law, Ray Kuszelewski, Dianne L. Martin
Osgoode Hall Law Journal
This article is divided in two parts. In Part I, Ray Kuszelewski details the history of setbacks in representing street prostitutes faced by community-based initiatives at Parkdale Community Legal Services (PCLS). It is a personal, anecdotal, account of the clinic's evolutionary role in tackling the perils of poverty for street prostitutes. In Part II, Dianne Martin complements the first section by addressing the specific problem of police misconduct. The commentary is historical and theoretical in examining prior efforts at reform and argues for the development of a new, collaborative approach. The context is local and particularized in a community legal …

Thinking Of Mediation As A Complex Adaptive System, J.B. A. Ruhl
Vanderbilt Law School Faculty Publications
This article uses my work on complex adaptive systems to think about how litigation and mediation differ in terms of adaptive qualities, suggesting that mediation is indeed a more adaptive mode of dispute resolution in certain contexts.

An Exploratory Multiple Case Study: Total Quality And Strategic Planning In Education, Susan J. Hallstrom Evanich
An Exploratory Multiple Case Study: Total Quality And Strategic Planning In Education, Susan J. Hallstrom Evanich
Student Work
This study explored the benefits and limitations of combining Total Quality Education (TQE) and strategic planning in public school districts and the degree to which quality is clarified by the district. This was an exploratory multiple-case study and was conducted because (a) little research exists on either of these practices and even less on the combined approach, (b) the combined approach has not been studied in K-12 public schooling, (c) the combined approach can provide a systemic model which has implications for achieving significant changes in education, and (d) school districts need quality improvement models that are suitable in meeting …
The Impact Of Community Oriented Policing In Omaha, Nebraska, Brad D. Cleeton
The Impact Of Community Oriented Policing In Omaha, Nebraska, Brad D. Cleeton
Student Work
Community oriented policing (COP) has been adopted by a number of police departments throughout the country as a new policing philosophy. Some of the departments have implemented it in high crime areas and others have used it city-wide. The Omaha, Nebraska Police Department is currently in the process of implementing COP in the entire city. This has occurred gradually since 1989 when 15 officers were assigned to work in Omaha’s low-income housing developments. In 1990 these officers formed the Selective Patrol Unit and started practicing community oriented policing. A bicycle patrol was added in 1992 and COP expanded to other …
Theoretical Underpinnings Of Service Learning, Rebecca Lynn Carver
Theoretical Underpinnings Of Service Learning, Rebecca Lynn Carver
Service Learning, General
Although the merits of service learning frequently rest on how well it can be argued that the programs improve students' academic skills, this is only one of several outcomes that can result from implementing service learning programs. This article introduces readers to the full range of goals that service learning promises to achieve and to the specific principles that can be put into practice in order to meet these goals. Service learning consciously integrates students' experiences into the curriculum. As such it addresses the three major goals of "experiential education": allowing students to become more effective change agents, developing students' …

The Demystification Of Legal Discourse: Reconceiving The Role Of The Poverty Lawyer As Agent Of The Poor, Cherie Robertson
The Demystification Of Legal Discourse: Reconceiving The Role Of The Poverty Lawyer As Agent Of The Poor, Cherie Robertson
Osgoode Hall Law Journal
By employing traditional methods of legal representation when acting on behalf of those living in poverty, lawyers act to perpetuate the disempowerment of poor people.. While the systemic barriers confronting the poor must be addressed, so too must the power of the poor to help themselves through organization and resistance. The task of the poverty lawyer committed to facilitating the agency of the poor is made difficult by the exclusivity and formalism of legal discourse, the constraints of the Rules of Professional Conduct, and by traditional understandings of the appropriate role of lawyers. However, a reconceptualization of the role of …

Syria And The Peace: A Good Chance Missed, Helena Cobban Dr.
Syria And The Peace: A Good Chance Missed, Helena Cobban Dr.
Books, Monographs & Collaborative Studies
One of the more dismaying aspects of the current peace process has been the failure of Syria and Israel to make a deal. According to Christian Science Monitor correspondent Helena Cobban, these two long-standing foes came very close to composing their decades-old quarrel. The Syrian and Israeli leaders persevered to overcome extraordinary obstacles, but in the end failed. A terrible setback, says Cobban, because so much hard negotiating work had been done up to the very last moment when the whole carefully constructed edifice of peace drifted away.

The Ellis Archives-1972 To 1981: An Early View From The Parkdale Trenches, S. Ronald Ellis
Osgoode Hall Law Journal
The author was intimately involved with PCLS from 1972 to 1981. Significant extracts from a recently uncovered, personal horde of archival materials--framed by the author's description and explication of the materials' original context--provide old perspectives on a wide range of surprisingly current issues--perspectives which the author believes readers will find still useful. The subject matter includes: the private bar's role in the ultimate success of PCLS and the clinic system; legal aid services; the bar's role in the legal aid system; the need for customized legal services in low-income communities; the role and operation of community based legal clinics; a …
The Legal Advocate And The Questionably Competent Client In The Context Of A Poverty Law Clinic, Diana A. Romano
The Legal Advocate And The Questionably Competent Client In The Context Of A Poverty Law Clinic, Diana A. Romano
Osgoode Hall Law Journal
Advocates representing the poor must, above all, take into account the extreme vulnerability of their clients. This challenge is heightened where one suspects that a client may lack the capacity to provide appropriate instructions. This article considers the issue of how competency should be defined and the options available where incompetency is determined. Ultimately, advocacy must include personal empowerment as well as legal representation.
The Men Behind The Oath: A Profile Of The German Officer Corps In The Interwar Period, 1919-1939, Brian E. Crim
The Men Behind The Oath: A Profile Of The German Officer Corps In The Interwar Period, 1919-1939, Brian E. Crim
History Theses & Dissertations
The predominance of technocrats within the Reichswehr, the inability of the officer corps to reassert its elite status in the Weimar era, and the extensive interaction between the Reichswehr and a militaristic German society contributed to Hitler's successful absorption of military authority in the 1930s. The social and political upheaval resulting in part from the First World War diffused military authority and diminished the role of the officer corps in German society. The corps struggled to maintain its historic level of corporateness and consistently failed to fulfill its responsibility to the Weimar Republic. The Reichswehr's top officers worked to revitalize …
The Marine Corps In Vietnam: An Examination Of Cohesion And Effectiveness At Khe Sanh, Gregory L. Davenport
The Marine Corps In Vietnam: An Examination Of Cohesion And Effectiveness At Khe Sanh, Gregory L. Davenport
History Theses & Dissertations
The Marine defense of the Khe Sanh Combat Base in 1968 provides an isolated model to study combat cohesion and effectiveness. Focusing on Companies K and L of the 3d Battalion, 26th Regiment, reveals that cohesion and effectiveness were composed of four interlocking components: universal, cultural, institutional, and situational. Universal sources include the primary group, ideology, esprit de corps, small unit leadership, and social systems. Culturally, Marine recruitment images and pop-culture literature and cinema, which highlighted the Corps and combat as epitomizing manhood, influenced the Khe Sanh marines. Institutionally, the Corps used Marine history and gender manipulation during boot …

Groundcrew Coordination Training: An Application Of Team Training To Aviation Ramp Activities, I. Benjamin Sian
Groundcrew Coordination Training: An Application Of Team Training To Aviation Ramp Activities, I. Benjamin Sian
Psychology Theses & Dissertations
Crew Resource Management (CRM) training has been used effectively in civilian and military aviation to improve flight safety and reduce mishaps. Aircrew Coordination Training (ACT), the Navy's version of CRM, has had similar effects. An examination of aviation ground mishaps by the Naval Safety Center revealed that the same team coordination breakdowns affecting aircrews were impacting groundcrews. In order to explore the viability of team training for aviation ground personnel, two studies were conducted to test the generalizability of the existing ACT program in a maintenance context. Specifically, "Groundcrew Coordination" Training (GCT) was tailored for training flight line personnel who …

Teenage Pregnancy: Correlates Of Sexual Behavior And Overview Of Prevention, Intervention, And Local Programs, Janice Rollins Monteiro
UNLV Theses, Dissertations, Professional Papers, and Capstones
It is doubtful that any woman who has become pregnant and delivered a child did not experience some level of anxiety or frustration. It is also not likely that these women did not have anything else occurring simultaneously in their lives, such as work, social, and family commitments. Pregnancy and the expectancy of bringing a new life into the world inherently carry a certain amount of stress and uncertainty. Finding oneself in this situation has an incredible impact when a young woman has perhaps not even fully developed herself, and is faced with the challenge of raising a child.
The World As A Multilevel Mosaic: Understanding Regions, Robert Stoddard
The World As A Multilevel Mosaic: Understanding Regions, Robert Stoddard
Geography Program: Faculty Publications
The geographic concern with the organization of area involves the concept of regions and regionalization—the spatial division of Earth’s surface into homogeneous classes. Because regions provide a construct that helps in comprehending the complex variations in the world, they are an essential teaching element. ... Teachers can help students understand that people construct regions to interpret Earth’s complexity. Mastering that concept is essential because understanding the idea of region and the process of regionalization is fundamental to being geographically informed.
