Regulations Restricting Internet Access: Attempted Repair Of Rupture In China's Great Wall Restraining The Free Exercise Of Ideas, Scott E. Feir
Washington International Law Journal
The People's Republic of China is in a paradox: While China needs computer networks to assist its plans for modernization, the government fears the uncontrolled exchange of information between China and the rest of the world. Therefore, the People's Republic of China enacted restrictive regulations controlling Internet usage. This comment examines China's attempt to control Internet use in light of these regulations and current censoring technology viewing China as a test case for other countries. Ifa combination of an authoritarian government, restrictive regulations, and physical network controls cannot prevent users in China from accessing and supplying prohibited information, then similar …

迎向21世紀的醫療保健與醫學教育, 博生 謝
Journal of Medical Education
Medicine And Morality, Michael Cheng-Tek Tai
Medicine And Morality, Michael Cheng-Tek Tai
Journal of Medical Education
The preamble to the constitution of the World Health Organization states that the purpose of medicine is to promote complete physical, mental and social well-being. Since medicine promotes health over illness and good over evil, it cannot be amoral. In other words, medicine and morality must go side by side. The purpose of this paper is to show that medicine without morality can be crippling and even blinding. In addition to discussing why medical morality is needed, four case studies (two western and two Taiwanese)are also discussed. Health care is undergoing changes that are more rapid and more dramatic than …
Domestic Child Abuse Under The U.N. Convention On The Rights Of The Child: Implications For Children's Rights In Four Asian Countries, Paula C. Littlewood
Domestic Child Abuse Under The U.N. Convention On The Rights Of The Child: Implications For Children's Rights In Four Asian Countries, Paula C. Littlewood
Washington International Law Journal
The United Nations Convention on the Rights of the Child is the first binding treaty to endorse children's rights as separate from both adults and the family, and is thus an important step in international law toward recognition of children as rights bearers. An inquiry into the extent to which children enjoy human rights logically begins with Article 19 of the Convention which guarantees a child's right to freedom from abuse and neglect by any party. While most literature in this area concentrates either on the rights guaranteed by the Convention or issues raised by studying child abuse across cultures, …

A Review And Forecast Of The Onondaga County Economy, Shannon Felt, James R. Follain, Suzanne Mccoskey
A Review And Forecast Of The Onondaga County Economy, Shannon Felt, James R. Follain, Suzanne Mccoskey
Center for Policy Research
The purpose of this paper is to review the economy of Onondaga County and to offer a forecast of its future until the year 2035. This information will be used in forming a plan to improve the quality of Onondaga Lake. Understanding the past and the forecastable future is crucial to the formation of this plan and to anyone with a stake in the county’s future economic growth. To create this review and forecast, we used the REMI model, a multi-equation model of a local or regional economy and is a tool that is widely used in studies of this …

The Livingston Survey: Still Useful After All These Years, Dean D. Croushore
Economics Faculty Publications
The decisions of households, firms, and government agencies depend on forecasts of the overall economy. Large firms and the federal government often have the resources to hire their own economists to provide forecasts. But households, small firms, and local governments often depend on surveys of forecasters to get their information. In this article, Dean Croushore spotlights the Livingston Survey, which, even after 50 years, still provides useful forecasts of the economy.

The Effort To Stop Abuse Of Foreign Workers In The U.S. Commonwealth Of The Northern Mariana Islands, Greg Holloway
The Effort To Stop Abuse Of Foreign Workers In The U.S. Commonwealth Of The Northern Mariana Islands, Greg Holloway
Washington International Law Journal
This comment examines the problem of foreign worker abuse in the U.S. Commonwealth of the Northern Mariana Islands ("NMI"). The United States and the NMI have a unique relationship governed by an agreement known as the "Covenant." The Covenant creates fundamental barriers which will limit the effectiveness of federal efforts to resolve the foreign worker abuse problem in the NMI. This comment demonstrates that a balanced effort of prosecutions by both governments under U.S. federal labor law and NMI criminal law is needed to protect the well being of foreign workers in the NMI.

Hong Kong As A Financial Centre Of Greater China, Y. C. Jao
Hong Kong As A Financial Centre Of Greater China, Y. C. Jao
CAPS Working Paper Series
During the past three decades, Hong Kong has emerged as one of the leading international financial centres (IFCs) of the world. Since China began its economic reform and open-door policies in 1979, and since cross-strait economic contacts began to improve in the mid-1980s, Hong Kong's role has also become more varied and multi-faceted. The purpose of this paper is to evaluate Hong Kong as an IFC of Greater China (which comprises Mainland China, Taiwan, Hong Kong and Macau). The territory's prospects as an IFC after its retrocession to China on July 1, 1997 will also be discussed.
The Casey Standard For Evaluating Facial Attacks On Abortion Statutes, John Christopher Ford
The Casey Standard For Evaluating Facial Attacks On Abortion Statutes, John Christopher Ford
Michigan Law Review
Since the Supreme Court declared in 1973 that the Constitution grants women a limited right to an abortion, the Justices have decided abortion cases with reference to such weighty matters as religious freedom, the disadvantaged position of women in society, and the proper role of the judiciary. Understandably, the Supreme Court's writings on abortion deal extensively with these large themes. The Court, and certainly others, view abortion cases as rivaling Brown v. Board of Education in their importance to the nation. While the Court has focused on the big issues, however, it has neglected an equally important, if less emotionally …
