Space launches at Cape Canaveral Air Station (CCAS) and Vandenberg Air Force Base (vAFB) produce exhaust ground clouds from the solid rocket boosters and liquid hypergolic fuels containing several toxic substances. In order to estimate the health effects that would be imposed upon the public by scheduled launches, range safety officials rely on the Rocket Exhaust Effluent Diffusion Model to predict ground level concentrations of these substances. A drawback to the REEDM is its underprediction of the initial ground clouds stabilization height. This underprediction causes an overprediction of the ground level toxic substance concentrations. While the Anglophone countries have adopted independent interest rate policies overtime, the Francophone members of the West African Monetary Union (WAMU) have shared similar experiences-a common currency (the CFA franc),a central bank (BCEAO) and common monetary policies. The Relationship Between Subtalar And Knee Joint Function As A Possible Mechanism For Running Injuries, Nikolaos Stergiou, Barry T. Bates

The purposes of the study were: (1) to evaluate the effects of different surfaces on the relationship between subtalar and knee joint function, and (2) to examine/explore alternative approaches to the evaluation of these relationships. Five subjects ran under four different surface conditions of various hardness, while both rear and sagittal view kinematic data were collected (200 Hz). Critical parameters describing the knee angle and rearfoot motion were examined in conjunction with a curve analysis technique which incorporated slope differences and curve correlations. A repeated measure ANOVA design (surface × subject) was used along with single subject procedures. The results …

With the increasing demand for spectrum to accommodate emerging technologies, and the discovery that higher frequencies are usable, the FCC has replaced its reliance on administrative mechanisms for allocating spectrum with a more flexible, market-based approach. The FCC can best accomplish its mission of promoting the public interest by continuing to rely on competitive market forces and by establishing a clear and consistent paradigm for approaching allocation, assignment, usage, and other policies. The Internet now reaches 60 million users in 160 countries, with the number increasing each year. Although cyberspace has been viewed as a self-regulating entity controlled by no government, this myth is being destroyed as the global Internet community expands. With this expansion comes a question: Who has the authority to regulate cyberspace? Given that decisions about the Internet reach far beyond national borders, the answer to this question is unknown, but certainly has broad implications. Traditional laws of international jurisdiction, including jurisdiction to prescribe, jurisdiction to adjudicate, and jurisdiction to enforce, offer some clear answers. Section 254 Of The Telecommunications Act Of 1996: A Hidden Tax?, Nichole L. Millard

Congress has the sole power to levy and collect taxes. The Supreme Court has ruled that Congress may delegate this authority to administrative agencies so long as the will of Congress is clearly defined in the legislation. However, section 254 of the Telecommunications Act of 1996 operates as an unconstitutional delegation of Congress' authority to tax. This legislation provides the FCC with unfettered discretion in defining the boundaries of universal service and the authority to mandate that all consumers of telecommunications services subsidize the cost for low-income and rural consumers, as well as schools, libraries, and health care providers.

Lessons From Yellow Medicine County: Work And Custodial Service At The County Poor Farm, 1889-1935, Ralph Woehle

The Journal of Sociology & Social Welfare

Poor farms, which spread to the Midwestern United States in the nineteenth century, were intended to provide work for their residents. Existing literature indicates that the need for work and the ability of residents to work was limited on Midwestern poor farms and that it decreased with time. In the historical case study of a rural Minnesota poor farm presented here, data support contentions of the literature. Between 1889 and 1935, the Yellow Medicine County Poor Farm expanded and modernized the house, while allowing an originally modern farming operation to stagnate. All Wired Up: An Analysis Of The Fcc's Order To Internally Connect Schools, Roxana E. Cook

The Telecommunications Act of 1996 extends universal service support to schools and libraries. Pursuant to this legislation, the FCC has provided all eligible schools with discounts of between twenty and ninety percent on telecommunications services, Internet access, and internal connections— to a 2.25 billion dollar annual cap. Critics have denounced the subsidy for internal connections as unsupported by the Act's language and outside the FCC's authority. However, based on a plain reading of the statute, on case law, and on legislative history, it is clear that the FCC properly exercised discretion in allocating the potential fund.

ศึกษาผลการใช้โภชนบำบัดรักษานิ่วชนิดแมกนีเซียม แอมโมเนียม ฟอสเฟต (Struvite) 100% ชนิดปลอดเชื้อในสุนัขพันธุ์ไทยผสม เพศเมีย จำนวน 8 ตัว เป็นระยะเวลา 50 วัน แบ่งสุนัขทดลองเป็น 2 กลุ่ม ๆ ละ 4 ตัว ในกลุ่มควบคุมซึ่งได้รับอาหารควบคุม พบ นิ่วในกระเพาะปัสสาวะของสุนัขจำนวน 3 ตัว อีก 1 ตัวไม่พบก้อนนิ่วหลังสิ้นสุดการทดลอง 1 ในกลุ่มทดลองซึ่งได้รับโภชนบำบัดอย่างต่อเนื่องเป็นเวลา 50 วันไม่พบก้อนนิ่วในกระเพาะ ปัสสาวะของสุนัข 3 ตัวหลังสิ้นสุดการทดลอง สุนัขอีก 1 ตัวมีก้อนนิ่วที่มีขนาดและน้ำหนักลดลง ผลการทดลองแสดงให้เห็นว่าการใช้โภชนบำบัดอย่างต่อเนื่องเป็นเวลา 50 วัน สามารถสลายหรือลดขนาดของนิ่ว แมกนีเซียม แอมโมเนียม ฟอสเฟต (Struvite) 100% ชนิดปลอดเชื้อได้ในสุนัข

ผลของการใช้ซีโอไลท์และยากำจัดกลิ่นต่อคุณลักษณะของการใช้ผลผลิตการลดก๊าชแอมโมเนียและการเปลี่ยนแปลค่าทางโลหิตวิทยาในไก่กระทง, จักรกริศน์ เนื่องจำนงค์, กฤษ อังคนาพร, สมชาย ผลดีนานา

ไก่กระทงคละเพศอายุ 1 วัน จำนวน 84 ตัว แบ่งออกเป็น 3 กลุ่ม กลุ่มละ 28 ตัว แต่ละกลุ่มมี 4 กลุ่ม ไก่กลุ่มที่ 1 เป็นกลุ่มควบคุม ไก่กลุ่มที่ 2 ได้รับซีโอไลท์ 1% ในอาหาร ตั้งแต่อายุ 1-42 วัน และไก่กลุ่มที่ 3 ได้รับการพ่นยากำจัดกลิ่น (deodorizer) ในอัตราส่วน 1:100 บนกองมูลไก่เมื่อไก่อายุได้ 21, 28, 35 และ 38 วัน ในทุกกลุ่ม ทําการวัดระดับความ เข้มข้นของก๊าซแอมโมเนียที่บริเวณเหนือกองมูลไก่ โดยใช้เครื่องมือเครเกอร์ (Drager) ที่อายุ 14, 21, 28, 35 และ 42 วัน และทำการเก็บตัวอย่างเลือดที่อายุ 14 และ 42 วัน เพื่อประเมิน ค่าทางโลหิตวิทยา เมื่อสิ้นสุดการทดลองทำการเปรียบเทียบน้ำหนักไก่ที่เพิ่มขึ้น อัตราตาย อัตราแลกเนื้อ ปริมาณการกินอาหารและค่าเฉลี่ยของการเจริญเติบโตต่อวัน จากผลการทดลอง พบว่า ระดับความเข้มข้นของก๊าซแอมโมเนียในไก่กลุ่มที่ 3 มีค่าต่ำกว่ากลุ่มที่ 1 และ 2 นอกจาก นี้น้ำหนักตัวไก่ที่เพิ่มขึ้น อัตราแลกเนื้อ และค่าเฉลี่ยของการเจริญเติบโตต่อวันในกลุ่มที่ 3 ดีกว่ากลุ่มที่ 2 อย่างมีนัยสำคัญ แต่มีค่าใกล้เคียงกับกลุ่มที่ 1 ส่วนอัตราตายไม่มีความแตกต่าง กันในทุกกลุ่ม เมื่อเปรียบเทียบอัตราส่วนของเม็ดเลือดขาวเฮทเทอโรฟิลต่อลิมโฟซัยท์ (H/L ratio) พบว่าไก่กลุ่มที่ 1 มีค่า H/L ratio สูงขึ้นเมื่อเทียบกับช่วงก่อนการทดลองอย่างมีนัย สำคัญ แต่ไก่กลุ่มที่ 2 และ 3 ไม่พบความแตกต่างในช่วงก่อนและหลังการทดลอง ซึ่งแสดงให้ เห็นว่าไก่กลุ่มที่ …

Evaluation Of The Efficacy Of Dl-Methionine And Methoonine Hydroxy Analogue In Broiler Diets, S. Kijparkorn, A. Suriyasomboon, C. Nuengjamnong

The Thai Journal of Veterinary Medicine

Nine hundred and sixty day-old chicks of both sexes were divided into 24 groups of 40 birds each and fed for 42 days. Diets were prepared and fed over two phases (1-21 and 22-42 days of age). They were calculated to be deficient either in methionine and sulfur amino acids (negative control diet) or supplemented with 0.24% DL-Methionine (DL-M) or 0.37% Methionine Hydroxy Analogue (MHA). Weight gain and feed intake were calculated so that an evaluation of the efficacy of the 2 sources of methionine could be made. A significant response (P<0.05) in the average weight gain over negative controls (0.55+0.01 kg/bird) was found for DL-M supplemented diets (0.59± 0.01 kg/bird) in phase I, whereas MHA (0.57±0.01kg/bird) did not show any improvement. The feed conversion ratio of DL-M (1.80±0.03) and MHA (1.82±0.04) was significantly different to the negative control (1.93±0.03). There were no significant differences in all performances during phase II. The overall results showed that broilers fed with 0.24% DL-Methionine or 0.37% Methionine Hydroxy Analogue fortified rations showed the same growth rates. It may be concluded that MHA was 65% as efficient as DL-methionine in broiler chicks during the 1-21 day old period of their lives.

Fifty-six weanling crossbred rabbits (NZW x Native), aged 28 days, were randomly allotted to 7 groups with 8 animals per treatment and 2 animals per cage. Their diet was calculated to contain 16% crude protein with 3,300 kcal of digestible energy / kg feed. Para grass was fed ad libitum. Oxytetracycline and virginiamycin were added to the feed at levels of 5, 10 and 20 and 10, 20 and 40 mg/kg respectively and the seventh group was used as a control. Justice George Sutherland And Economic Liberty: Constitutional Conservatism And The Problem Of Factions, Samuel R. Olken

William & Mary Bill of Rights Journal

Most scholars have viewed Justice George Sutherland as a conservative jurist who opposed government regulation because of his adherence to laissez-faire economics and Social Darwinism, or because of his devotion to natural rights. In this Article, Professor Olken analyzes these widely held misperceptions of Justice Sutherland's economic liberty jurisprudence, which was based not on socio-economic theory, but on historical experience and common law. Justice Sutherland, consistent with the judicial conservatism of the Lochner era, wanted to protect individual rights from the whims of political factions and changing democratic majorities. Analysis Of The Skeletal Remains From The Knobloch Site, 20ae633, Allegan County, Michigan, Alexandra D. Bybee

The skeletal remains of at least thirty individuals were recovered from the Knobloch site, 20AE633, Allegan County, Michigan. The site is from the Late Woodland period, a time which saw a variety of strategies for food procurement, including hunting, gathering, fishing, and agriculture. It is not known to what extent these strategies were practiced. The results of trace element analysis of skeletal samples from the Knobloch site assemblage indicate a diet reliant on hunting and gathering.

Since colonial times, character education has played a kaleidoscopic role in American schools. Seventeenth and eighteenth century Puritan curriculum was synonymous with an exceedingly rigid and religious moral code. Nineteenth century policy makers adopted a Pan-Protestant, and then a generalized Christian philosophy of character education, as they pursued a common school system. As twentieth century American society grew increasingly pluralistic, the religious basis of character education succumbed to a more secular framework. Predictably, this century has seen character education be demoted to just one of many competing items on the national education agenda. Paradoxically, today's violence-filled headlines evince a more …
